Political advocacy – effectively

Field Representatives ARE CRITICAL TO CARRYING THE FRATERNAL MESSAGE TO CAPITOL HILL

representing the best interests of its member societies and the millions of families that rely on them for their financial security – is the core mission of the American Fraternal Alliance. Member society CEOs and senior executives consistently tell us that advocacy is the most important benefit of membership in the Alliance. And we take that job seriously.

STATE ADVOCACY BY JOSEPH ANNOTTI PRESIDENT AND CEO AMERICAN FRATERNAL ALLIANCE

The Alliance utilizes a variety of tactics to accomplish its advocacy objectives. At the state level, we dedicate a significant percentage of staff resources to monitoring legislative and regulatory activity in individual states and at the National Association of Insurance Commissioners (NAIC). We pay particular attention to proposed laws and rules that may have a disparate impact on fraternals compared to other insurers. These include measures dealing with solvency standards, producer licensing, cyber security, and corporate governance. Every week the Alliance publishes Policy Pages Plus, an electronic newsletter that reports on bills and regulatory measures that have been introduced, advanced, or enacted. Of course, we do much more than track such state activity. Alliance

staff, along with member society representatives, and, where needed, retained counsel, do everything possible to influence the outcome of proposals that may have a negative impact or impose “unintended consequences” on fraternals that may make it more difficult for them to compete in the marketplace.

FEDERAL ADVOCACY At the federal level, the Alliance focuses almost exclusively on protecting, preserving and promoting the value of the fraternal tax exemption to Members of Congress. While we are involved on other issues – most notably working with other trade groups to amend the proposed Department of Labor fiduciary standards regulatory proposal – the Alliance is the only organization whose objective is to defend the century-old exemption that allows fraternals to fulfill their unique financial and community service missions. Again, the Alliance devotes ample staff resources to federal advocacy initiatives. We also retain a full time professional lobbying firm to serve as our “eyes and ears’ on Capitol Hill and to convey our messages directly to lawmakers and – even more importantly – to the congressional staffers that compile the research on tax issues and have a major impact on the formulations of policy positions on tax reform proposals.

strength is our story – of the good works done by local groups of fraternal members in the communities in which they live and work, funded and facilitated in large part by the home offices of their societies. And our best messengers are our members – especially the dozens of fraternal executives that travel to Washington, DC every two years to meet face-to-face with members of Congress and make the case for continuing the fraternal exemption first placed in the U.S. Tax Code in 1909. In April 2015, more than 50 Alliance member society executives spent an afternoon on Capitol Hill to discuss tax reform issues with lawmakers and their staff. We focused our efforts on meetings with members of the House Ways and Means Committee and Senate Finance Committee – the two primary tax-writing groups in Congress – and received very positive feedback on our ongoing initiative to proactively tell the fraternal story to policymakers and on prospects for preservation of the tax exemption in any future tax reform debate.

THE “FRATERNAL RESOLUTION”

EVERY MEMBER TELLS A STORY

This year, we added a new arrow to our quiver of advocacy tools: a Congressional Resolution that allows Members of Congress the opportunity to go on record in support of the fraternal business model and the fraternal tax exemption.

It is important to note that the Alliance does not maintain a political action committee (PAC) in order to make financial contributions to legislators. Our

H. Con. Res. 19 – the so-called “Fraternal Resolution” – is sponsored by Rep. Erik Paulsen (D-Minn.) and Rep. Ron Kind (R-Wis.), both members of the

Ways and Means Committee. That fact alone demonstrates the bi-partisan support that fraternals have within the most important tax policy committee in Congress. The Resolution concludes by resolving that “It is the sense of Congress that: 1) The fraternal model is a successful private sector economic and social support system that helps meet needs that would otherwise go unmet; 2) The fraternal tax exemption is necessary to support the activities of the volunteer chapters within their communities; and 3) The fraternal tax exemption continues to generate significant, outsized returns to United States society and the work of fraternals should continue to be promoted. You can access the complete text of the Resolution, as well as a list of all current co-sponsors, on the Alliance’s web site – www.fraternalalliance.org. While there, you can also download three important documents that further demonstrate the value of the fraternal system and the tax exemption that allows it function. These include the Executive Summary of an academic study conducted by Professor Phil Swagel of the University of Maryland on the Economic Contributions of Fraternal Benefit Societies, the Alliance’s statement to the Senate Finance Committee on the impact of fraternals in the U.S. submitted earlier this year, and a newly designed “Fraternal Impact” postcard that highlights the major economic contributions fraternals make to

the U.S. economy. In addition, you can access individual one-page summaries of fraternals’ impact in each state.

THE CRITICAL ROLE OF FIELD REPRESENTATIVES There is no immediate threat to the fraternal exemption; we have more than a few congressional champions and even more strong supporters. But that’s no excuse to rest easy. In fact, it is all the more reason to continue our efforts to raise awareness of the invaluable contributions of the fraternal system to the U.S. economy with policymakers so that we are not “on the table” when serious debate over tax reform measures begin in earnest in 2016. To date, 58 members of the House of Representatives – including a majority of Ways and Means Committee members – have signed on as co-sponsors of the “Fraternal Resolution.” While that’s an

impressive total, our goal is to secure 100 House co-sponsors by the end of the 2016 Congressional Session. The only way we are going to accomplish this lofty goal is through a broad-based grassroots advocacy campaign that involves fraternal executives and employees, local chapter leaders, and, most importantly, field representatives. Because fraternals are domiciled in only a handful of states, the ability of home office employees to generate a large number of additional cosponsors is limited. But field representatives – who are located in virtually every congressional district, who are engaged in both the financial and community service aspects of their societies, and who are often well-recognized leaders within their hometowns – can help push us toward and past the 100 cosponsor target. The Alliance’s grassroots campaign will officially kick-off in February 2016, when members of Congress come back to Capitol Hill for the second year of the current

legislative session. The Alliance will be doing everything it can over the next several months to prepare its member societies to participate in the campaign. We will provide them a brief video on the history of the fraternal tax exemption and the importance of telling our story to policymakers, as well as a host of other tools they can use to communicate with local chapter leaders, rank-and-file members, and field representatives. We will also provide these materials to NAFIC for posting on their web site and distribution to their members. Now more than ever “we are all in this together” – society executives, certificate holders, and field representatives. By joining forces to tell our story to all 435 members of Congress, we can secure 100 Resolution co-sponsors and, even more important, ensure that the tax exemption that allows our business model to exist will remain in place for many more generations of fraternal members to come.

National MS Society Invests $28 Million in New Research As part of a projected investment of over $52 million in 2015 alone to support research, the National MS Society has committed another $28 million to support an expected 84 new research projects and training awards. New leads being explored this spring include diet, gut bacteria, myelin repair trials, and patientcentered wellness programs. Just a few of the new cutting-edge research projects include a University of California, San Francisco-led consortium focusing on a comprehensive analysis of the gut microbiome to develop probiotic strategies for stopping progressive MS; a pilot trial at Johns Hopkins University exploring the tolerability of a diet that intermittently restricts calorie intake as a treatment for disease activity in people with MS; pre-clinical studies by a commercial firm (Bionure) to test the potential of a compound to protect the nervous system and stimulate repair of nerve-insulating myelin; and a new collaborative center at Oregon Health & Science University to research patientcentered wellness programs to improve the daily life of people with MS. “These innovative new projects add to the Society’s comprehensive efforts to stop MS, restore function and end MS forever,” notes Bruce Bebo, PhD, National MS Society’s Executive Vice President, Research. “While we fund more research than any other MS organization in the world, we also convene and empower the research community toward breakthroughs that can help people with MS live their best lives now.”

Sales Ideas You Can Use Today BY GREG FELTON, CLU, CHFC We all know that prospecting is the hardest part of our job. We have to be diligent and systematic in keeping names moving through whatever system you use. Sometimes an idea can trigger your thought processes. For instance if I say Hershey – you probably think chocolate. With that thought in mind here are some ideas for you to think about and hopefully this will make you think of your clients. This quick list should help you generate some sales activity. And activity or talking to clients is the key.

26 | National Association of Fraternal Insurance Counselors

1.

Capital transfer – this is an old concept that involves moving money from one low yielding asset to another. A good example would be a maturing CD. The new rate at the bank is a half of one percent but an annuity that you use is paying much more than that. Put the money in an annuity. The same concept could be used with a stock that has been stagnant for years. Cash it in and put the money in an annuity. The capital transfer concept works with any item; collectibles, antiques, etc.

2.

Call on people who have to take their first required minimum distribution (RMD) from their IRA account. Chances are if they haven’t used the money up to this point then the funds are not critical to their livelihood. They may be more receptive to using their RMD towards a life insurance plan thus creating some tax free money so their heirs can have more.

3.

If you are doing a lot of annuity/IRA work than you will want to start x-dating your clients CDs. Maybe these certificates of “disappointment”

should not be renewed when they come due. Transferring this asset to an annuity might be a much better option for your client but you need to know when that CD matures. Most banks only give their customers a 7 to 10 day window before the CD is automatically renewed. So if the CD matures on 12/1/2015, you want to be talking to them the first part of November.

4.

All of your working clients should be looking into the many benefits of a Roth IRA. Since 1998, this simple program allows for tax-free earnings and withdrawals if the account is five years old and you are age 59-1/2 or older. Under that age you could still withdraw principal and not be penalized. Learn how this program works because it is ideal for young people and for IRA conversions. Tax-deferred accounts like IRAs are great if tax rates are lower in the future but will that be the case? Tax-free proceeds in a Roth IRA just can’t be beat. At the very least your clients should open a Roth to get the five year clock running.

5.

Are you showing your clients permanent insurance? If not you better run an illustration on yourself, study it carefully and give this some serious consideration. The guaranteed cash accumulations on a permanent policy makes this a formidable asset class. Add in dividends and you have an unbeatable product returning 3, 4, 5% or more. Where else can you safely earn that kind of return today?

6.

Be sure to set up a birthday or age change file for all of your clients. You need to

touch base with them so why not on this special occasion. Many touches (this is one) leads to happy clients. Happy clients stay with you. You should also add an annual review, an anniversary card, etc.

7.

The next application you fill out – get a referral to the beneficiaries. Usually this is the children and this is an easy introduction. But the real reason you want to know the children is when there is a death. Statistics say that the majority of money paid to beneficiaries moves to another advisor at death. Part of the reason is that you are viewed as the parent’s advisor and not their advisor. Part of the reason is that you may not be well known to the children. Solve that problem now by becoming involved with everyone; insured, beneficiary, even their CPA, and attorney.

8.

It is important that parents be properly insured. But once they are there is nothing wrong with putting life insurance on children. In fact, many grandparents would be willing to pay for this life insurance. The advantages of life insurance on children are: lower cost, protects their insurability and gives them cash or loan values for future opportunities which may include college. Add in the fact that many societies offer scholarship benefits and this is a no brainer.

9.

This idea is for nonqualified annuities that are sitting there earning interest. If the money isn’t going to be used immediately and probably just left to heirs; why not move that annuity money to a single premium life insurance plan? This creates a greater estate on a tax-free

basis. Plus many annuity owners do not want their children to have to pay taxes on the gain in their tax brackets especially if they are still working. So the process would work like this; client cashes in the annuity, pays any tax on the gain (presumably the client is retired and in a low tax bracket) and uses the net proceeds to buy a single premium plan of insurance.

10.

How many of you have clients that make too much money and don’t qualify for an IRA? In this case why not have your client make a non-deductible contribution to an IRA. Then the next day convert that amount to a Roth IRA. There are no age or income limits on conversions so this can help people get those funds into a tax-free account for the future.

11.

And one bonus idea. This is a hodgepodge of things that can help you. Pass out more business cards, get involved in social media, volunteer to give speeches about topics that you know, develop an elevator speech, give of your time and get involved with charities that interest you. All of these will enhance your reputation in the community and help make you a resource of information. All of these ideas have been proven to work. The two most important things that you can do right now is (1) go and see your clients and talk to them. And (2) make sure that any of these ideas if implemented are the best choice for your client. Good selling. Greg Felton, CLU, ChFC is the National Sales Director for NSS Life near Pittsburgh, PA. Greg also has his FIC and a FICF designations. With more than 30 years in the insurance business, he started his career as an agent and later moved into various management positions. He highly recommends attending the FIC convention every year as a source of ideas, learning and camaraderie. Greg is married and has three grown children and his pride and joy - is their only grandchild, Gregory. 2015 Volume 10 Issue 2
