./ Supplemental Homicide Victim-Isaac Dawkins Lieutenant Debbie Burnett

On January 11, 2000 at approximately 1930 hours I received a telephone call from Captain William Hibberts advising me that there was a single vehicle accident on Highway 27 South near Pri1mose Road. Captain Hibberts advised me that the driver was in serious condition with massive head trauma. He asked ifl should respond to the scene or would it be sufficient for an on-duty traffic officer to handle the accident. I advised him that if someone was on-duty that was trained to work serious injury/fatal accidents that it would be okay for him to work the accident. At approximately 2100 hours I received a second telephone call, this time from E-911. This call advised me to call the on-duty Watch Commander in the squad room. I telephoned and spoke with Sergeant Carla Pearson who advised me that I should respond to the scene on Highway 27 South because the hospital personnel had found a bullet in the victim's head. She advised that she had sent Detective Jim Moser to the hospital. I advised her to tell the officers on the accident scene to secure the scene and I would be enroute.

I arrived at approximately 2110 hours and took control of the scene. I notified Captain Marshall Smith of the situation and he arrived a short time later. Evidence at the scene showed that a bullet had entered the vehicle through the rear window. The white Toyota truck was off the roadway on the southwest side. The rear window was in the woods/weeds on the south side of the truck. The patrol officers that had responded to the scene initially took measurements. Due to the initial report that the incident was a traffic accident the crime scene had been unsecured for about two hours. Numerous persons had walked through the crime scene. There was little evidence to collect at the scene other than the measurements, the window with the bullet hole, and the vehicle itself. The vehicle was towed to the Rome Police Department and secured there for further inspection. I met with Detective Moser briefly at the police department to detennine ifhe needed further assistance that evening. The following day Detective Moser, Detective Hill, and myself inspected the vehicle at the police department. Outside inspection revealed no evidence of contact with another vehicle. All damage sustained appeared to be from the rollover at the scene. Inside the vehicle Detective Moser recovered a small piece of brass from a bullet.

During the following several weeks I assisted Detective Moser with leads to be followed. The immediate outcry pointed to Joey Watkins as the primary suspect. Detective Moser and myself spoke with different persons in attempt to determine whether Watkins was in

fact involved in this crime. During the times that we attempted to make contact we were told by Mrs. Watkins (Joey's mother) that we could not talk to him or anyone involved with their family because they had retained an attorney. This included our attempt to speak to Tim Hughes, the boyfriend of Joey's sister. During this time we followed numerous leads and investigated each as they were presented to us. These leads included phone calls from jail inmates stating that they knew about the incident. All of these leads proved to be attempts to bargain to be released from jail. The exception to this was when contact was made with Mark Free. He was transported from the Floyd County Jail to the Rome Police Department for an interview. Detective Moser conducted this interview. At that time no convicting evidence was obtained from Free. As the months went by leads were exhausted and eventually the Floyd County Police Department became involved in the investigation. As they developed leads that strongly pointed to Joey Watkins as the primary suspect our division provided assistance as needed. This included conducting interviews with various persons and monitoring the wire tap equipment. During this time my assistance to the county consisted of interviewing Aislyn Hogue and Derrick Nichols on October 4, 2000 in Cedartown, GA

January 11, 2000 7:20pm - Call comes into 911 reporting accident on 27 South 7 :20pm - Ambulance dispatched from Floyd Medical Center 7:22pm - Police arrive at the accident scene 7:26pm - Ambulance arrives on the accident scene

According to statement given to Inv. Mike Key, Rome City Police, by Joey Watkins: Watkins stated he was fishing in Alabama all day on January 11 and January 12, 2000. 6:30 - 6:45pm - Watkins stated he left Alabama. 6:45 - 7:00pm - Watkins stated he got home around this time. 7 :OOpm - Watkins stated his girlfriend in Cedartown. He also stated his parents came home around this time. 7: 15pm - Watkins stated his girlfriend called him back at his house. He stated Tim Hughes answered the phone. 7 :20pm - Watkins stated he left his house at this time to go to his girlfriend's house in Cedartown. 7 :21 pm - Watkins stated that he called his sister, Tandy Watkins, and told her that Isaac was wrecked on the side of the road. Watkins told her to call Isaac's sister and tell her this. Tandy refused. He also told Tandy that the police were directing traffic at the scene. *(police didn't arrive until one minute later) Watkins also stated that the ambulance passed him just past Black.wood's. According to cell phone records of Joey Watkins: 7:15pm - Watkins calls his girlfriend at her residence in Cedartown (770-748call is transmitted from the Kingston Tower on Biddy Road.

7:2lpm - Watkins calls his residence (706-234This call lasted 43 seconds. It was transmitted from the Rome Tower on Mt. Alto Road.

7:22pm - Watkins calls his grandmother's residence (706-777This call lasted 1 minute and 14 seconds. It was transmitted from the Rome Tower on Mt. Alto Road.

7:23pm - Watkins calls the Pitt Stop in Alabama (256-422This call lasted 25 seconds. It was transmitted from the Turner McCall tower located on East 12th Street. 7:27pm - Watkins called his residence again (706-234from the Turner McCall tower on East 12th Street.

7 :3 5pm - Watkins called his girlfriend at her residence again (770-748This call was transmitted from the Cedartown City tower located on Collard Valley Road. Cell phone records also indicate that Joey Watkins cell phone was used during the day and calls were transmitted from local cell phone towers .
