The Grand Chapter was organized under dispensation granted by Joseph K. Stapleton, Deputy General Grand High Priest, dated November 18, 1845. The organization was established December 25, 1845 with Madison Chapter being granted No. 1; Logan Chapter at Logansport, No. 2; Lafayette No. 3; and King Solomon Chapter of Richmond No. 4.
APPROVAL OR DISAPPROVAL OF REPORTS All reports contained in these proceedings of the 166th Annual Convocation of the Grand Chapter, Royal Arch Masons, were approved unless otherwise indicated or noted.

Philip D. Herthel Companion Philip D. Herthel has been a Royal Arch Mason since 1989. He is a Pa~t High Priest of Shelby Chapter 20, and is also a member of Prather Chapter 157. He has served the Grand Chapter since 2002, serving as RARA Director and Grand Master of the I
1st Veil before being elected to the progressive line in 2005 as Grand Royal Arch Captain. Phil is a Past Illustrious Master of Steffey Council 3 and Ferrell Council 113, and a Past Commander of Baldwin Commandry 2. He was awarded the KYCH in 2000. Phil also served as Governor of Marvin L. Isley York Rite College in 2009-2010, and was awarded the Order of the Purple Cross in 2008. Phil also holds honorary memberships in Fort Wayne Commandry 4 and New Albany Commandry 5. I Companion Phil's Masonic career began earlier than most. In 1980, his high school algebra teacher, Past Grand Commander William Leffler, gave him a petition for the ordier of DeMolay. In DeMolay, Phil served as Master Councilor of William Hacker Chapter and as Illustrious Knight Commander of J.K. Willard Priory. He also served five terms as an I

appointed state officer. Phil received the Degree of Chevalier in 1983. In 2002, DeMolay International honored Phil with the Active Legion of Honor. Phil subsequently served as] Commander of the Indianapolis Legion of Honor Preceptory in 2006-2007. Phil was raised a Master Mason in 1986. He served as Worshipful Master of Morristown Lodge 193 in 1995, and as Worshipful Master of Century Lodge 764 in 2006 and 2007. Phil currently serves Century Lodge as Treasurer. He has also served on a number of Grand Lodge committees over the last fifteen years, including Foreign Fraternal Relations, the I Masonic Home Board, Technology, and Ultimate Lodge. Phil also served the Grand Lodge as Youth Organizations Ambassador from 2002-2004. Companion Phil has also been active in the Scottish Rite. He is a 20 year veteran of the degree cast, and member of the props and make up committees, in the Indianapolis Valley. In 2000, Phil received the Meritorious Service Award or Red Hat for his service in the degree cast. In 2009, Phil was appointed to the Consistory Line of the Indianapolis Valley, where he currently serves as Standard Bearer. Phil has also been active in Murat Shrine. He has served as President of the DeMolay Unit, NexGen, and the Shelby County Shrine Club. Phil currently serves Murat as a Potentate's Aide and as Hospital Donations Coordinator. Companion Phil's other Masonic memberships include Morristown Chapter, Order of the Eastern Star, Sahara Grotto, Saint Bernard Council and Thespian Councils, Allied Masonic Degrees, the Philalethes Society, and Cumberland Road Chapter, Sword of Bunker Hill. Phil is an only child, the son of Dale E. Herthel, and he inherited his interest in the Masonic Fraternity from his father. Phil's mother, Miriam (Eberhart) Herthel passed away in 1982. In 1994, Phil married Cheleste Tait. They currently reside on the family farm in Shelby County with their three cats. Professionally, Phil holds a Real Estate Broker's license and a Certified Residential Appraiser's license. He owns and operates Abiff Appraisal, a real estate appraisal and consulting firm, specializing in residential and agricultural real estate. Phil and Chelie also own Saltire Games, a hobby and family game store located on the northeast side of Indianapolis. Phil is a member of the Metropolitan Indianapolis Board of Realtors, and the Game Manufacturer's Association (Retail Division). In the community, Phil is a member of West Street United Methodist Church in Shelbyville. Phil also serves as the Chairman of the Shelby County Property Tax Assessment Board of Appeals.

Report of the Grand High Priest
To the Right Excellent Grand King, and the officers and members of this Grand Chapter; (Before I begin, a note to the companions; you will not find my address in the proceedings. Only the appendices are included in the proceedings, as I see no point in handing you a copy of my address and then reading it to you.) One year ago, the Companions of this jurisdiction did me the great honor of electing me to serve as the Grand High Priest of the Grand Chapter, Royal Arch Masons of Indiana. Now comes the time when it is traditional for me to account for my stewardship as your Grand High Priest. I can never repay the honors and the experiences I have had as a Grand Officer of this Grand Chapter, and especially over the last year as your Grand High Priest. Over the years, I have had the opportunity to visit most of your Chapters, and to get to know many of you at different events across the State. I have enjoyed the opportunity to participate in degree work at a number of Chapters, and assist in bringing Capitular light to our new companions. I have also had the opportunity to meet a number of companions in the surroundings states, when I had the opportunity to travel and represent this Grand Chapter. All of these experiences I owe to you companions, and the confidence you have continued to show in me, by electing me up the line, and finally to the office of Grand High Priest of this Grand Chapter. One year ago, in my installation address, I stated that this would be a year of change, and that the Grand Chapter must evolve to meet the needs and expectations of the Companions in the 21st Century. A few of those changes have taken place, a number of those changes are ongoing projects, and some have not even begun. Change can be a time consuming and lengthy process, requiring the efforts of numerous companions, especially when that change is taking place on a jurisdictional level. To that end, one of the first changes we have made is one of attitude and operational style. Your Grand Chapter now operates on a team style of leadership. You elect eight officers to lead this Grand Chapter, not just one, and we appoint a number of other officers to assist us in running your Grand Chapter. All of the major decisions of this Grand Chapter now involve all of the elected officers, and frequently, input from some of the appointed officers. The Grand Officers hold regular meetings, and use technology to stay more connected than ever before. There is no longer any such thing as a Grand High Priest’s program, or a Grand King’s program, or a Grand Secretary’s program, there are only Grand Chapter programs. The Grand Chapter, and the local Chapters can only benefit from this approach, as it promotes continuity and consistency in the programs of the Grand Chapter, and a clear and consistent communication of expectations and requirements to the local Chapters from year to year. Our two big projects this year were the recodification of the Constitution and General Regulations, and a complete rewrite of the Capitular ritual. Step one of the recodification is complete. Under the leadership of David Wood, our Grand Captain of the Host, all of the clerical errors have been eliminated, and several issues involving the layout and typeface of various portions of the Constitution have been corrected. These changes will be presented to you later today for your approval. Though it took longer than we expected, we finally have completed the rewriting of all four of the Capitular degrees. I believe 26
they should be ready for distribution as PDF files, and you should have access to those files soon, if not today. We owe a debt of thanks to assistant Grand Lecturer Brian Lewis for spearheading this project and taking the time to scan, correct, and rewrite the text of the degree rituals. My recommendation number six is a recommendation that the dispensation to use the proposed ritual be continued for another year, in order to give you companions additional time to review and try out the new scripts for the degrees. I hope a final version of this ritual can be ready for your approval at the Grand Convocation in 2012. This year, we also combined three existing activities into a Grand Chapter weekend. The quarry Mark Master Degree, the RARA golf outing, and the RARA banquet were all held the same weekend in Peru, Indiana. For the first time the event had been attempted in this format, I would call it a success. My thanks to our Grand Captain of the Host, David Wood and Grand King, Jim Daugherty, for putting a great deal of work into making this project a reality. Other changes are taking place, and some are yet to come, in fact you might hear about a few before this Convocation ends today. You will find a listing of my recommendations, and of my decisions made in your advance proceedings, as well as a calendar of events I attended as your Grand High Priest. I will not belabor those here, as you can read them for yourselves, and the various committees will report on them during the course of this Convocation. In all the changes and decisions we have made, I would not be so presumptuous to say we were always right. I will however say, your Grand Officers always made the best decision possible given the information we had at the time, and our vision for the future of Capitular Masonry in Indiana. No man can reach the august position you have afforded me for the last year without the assistance of his friends and brothers. With your indulgence I would like to make a few well deserved thank yous. To my home Chapter, Shelby #20, where I served as High Priest in 1999. You have all been good friends and brothers, and have supported me whenever you could as I advanced through the Grand Chapter line. To my adopted Chapter, Prather #157, which is only five minutes from my store. You have all gone above and beyond the call of duty to support me as a Grand Officer, and especially as Grand High Priest. It was always what do you need, when, and don’t worry we’ll take care of it. I take it as a great honor that all eleven of the elected and appointed officers of Prather Chapter were present this morning to open the Grand Chapter Convocation. A special thank you to my High Priest, Companion Jerry Miller, to whom I had the honor of presenting the General Grand Chapter Award of Bronze, last night at the Grand High Priest’s banquet. To my appointed Grand Officers, I thank you for your service to this Grand Chapter, and for your willingness to take up any job which was presented to you. I would like to thank Carl Frodge, Grand Master of the Third Veil, for his efforts in the rechartering of Lincoln Chapter, and Mike Moxley, Grand Master of the Second Veil, for doing all the work to make Hendricks County Chapter UD a reality. I would also like to thank Brian Lewis, Assistant Grand Lecturer, for taking on the herculean task of scanning and rewriting the Capitular ritual, and for enduring countless rewrites, edits, and suggestions, 27
which have brought the ritual to being the document we have ready for the Chapters today. For his efforts, I had the pleasure of presenting Companion Lewis with the David O. Widmoyer Award last night. To my fellow Elected Grand Officers, I could not ask for a better, more informed, or more active group of officers with whom I could serve. We have built a leadership team where we work well together, and genuinely like and respect each other. I thank the companions for the choices they have made in electing officers to the line, and I see only great things ahead for this corps of officers, as they serve the Grand Chapter. To my family, my father Dale, who has served as Grand Guard this year, who has always, ever since I was a young teenager in DeMolay, encouraged my involvement in the various organizations in the Masonic Fraternity. Even when things were less than ideal, he was there to support and encourage me. He has also supported my business ventures, which have allowed me the time to serve this Grand Chapter in a proper manner. Quite literally, I wouldn’t be here without him. my wife Chelie, who has spent many nights and weekends by herself while I was off doing Chapter business, and who has attended numerous Masonic events and meals solely at my request. She has also stepped in and been the one running our game store while I was off playing Grand High Priest. She has been my biggest supporter, and my primary sounding board and advisor though all the years I have served this Grand Chapter. Without her love and support, I would not be the man I am today. To the companions of this jurisdiction, I can never repay the honor you have accorded me by electing me to serve as your Grand High Priest. I can only hope that I have served with the honor which befits the dignity of the office to which you have elected me. I hope my decisions have met with your approval, or at least your understanding of why those decisions were made. If, during the course of this last six years, I have touched the life of one fellow Royal Arch Mason, and set him on the path to a career of active service to our fraternity, then I will consider myself a success as a Grand Officer. It should be the goal of every leader to leave his organization better than he found it. Only history and you companions can judge if I attained that goal, but if I have, I will consider my term of service as your Grand High Priest a success as well. Thank you. Appendix 1 – Recommendations Each year the Grand High Priest brings recommendations to the Convocation for the consideration of the companions. I therefore submit the following recommendations; 1. That the Grand Chapter, Royal Arch Masons of Indiana continue the dispensation for the 1845 UD Chapter. This Chapter serves very important and specific duties within the jurisdiction. 2. That the Grand Chapter, Royal Arch Masons of Indiana continue its support of the Masonic Youth Groups, namely DeMolay, Job’s Daughters, and Rainbow. Further, that the Grand Chapter continue its financial support of these youth groups on the state level, and that the companions be encouraged to participate in these groups as advisors and youth leaders. 3. That the Grand Chapter, Royal Arch Masons create a Youth Leadership Award to recognize those Companions who devote their time and energy to our Masonic Youth Groups. 4. That the Grand Chapter, Royal Arch Masons of Indiana continue the dispensation for the David Widmoyer Lodge of Mark Masters, UD. This Lodge allows the conferral of the Mark Master degree as an introduction to Royal Arch Masonry, and therefore is an important tool in marketing the Capitular Craft to Master Masons. 5. That the Grand Chapter, Royal Arch Masons of Indiana continue the Quarry Degree weekend. This is a great opportunity to share Capitular Masonry with our Brother Master Masons through the conferral of the Mark Master degree. It also provides opportunities for fellowship, allowing the Grand Officers and companions to meet in a social setting. The golf outing can be built into both a fellowship activity and a fund raiser for the Grand Chapter’s philanthropic interests. 6. That the Grand Chapter, Royal Arch Masons continue the dispensation for constituent Chapters to use the proposed ritual for another year. Due to delays in producing the electronic copies of the proposed ritual, all the companions have not had the opportunity to review said ritual and provide feedback to the Grand Chapter. 7. That the Grand Chapter, Royal Arch Masons of Indiana more thoroughly explore the potential uses of electronic media and social networking as promotion and communication tools. 8. That the Grand Chapter, Royal Arch Masons of Indiana continue to use bulk mailing for those items where physical mail is necessary, but attempt to utilize more effective electronic communications where possible. 9. That the Grand Chapter, Royal Arch Masons continue its support of RARA, the official philanthropy of the General Grand Chapter, Royal Arch Masons International.
Appendix 2 – Decisions of the Grand High Priest Charters Granted In agreement with the Charters and Dispensations Committee, the following Charters have been granted: Bloomington Chapter #127 was restored to active status under their previous charter and chapter number. Lincoln Chapter #53 has met all the requirements to have their charter restored under their previous charter and chapter number, said charter to be presented at the Grand Convocation.

It has been my pleasure to serve this Grand Chapter for another year as your Grand Secretary. I am continuing to learn of this office and implement procedures to make it run better for your convenience. I thank you for this privilege and I hope to continue for some time.
I find that transitioning between local secretaries can be difficult. I exhort you as high priests who are present and secretaries as well to make this time a smooth transition. Mailings from this office cover the end of the year and the beginning of the year. Passing on annual reports and assistance in filling them out would be greatly appreciated. Red Book changes are to be mailed as soon as the officers 37
are elected. If this doesn’t happen then the address changes for my office and the Red book are greatly delayed. This could delay credentials for the Grand Convocation, etc. Every year secretaries are calling into March and even April looking for information that was sent out as far back as November. The secretary’s forms are now online. Those of you who have the CD should notice changes and use the up to date forms. I continue to receive annual reports with letters signed by our Grand Secretary Emeritus Larry Gray. Even though new ones with new information have been sent out. Take due notice and respond accordingly, companions. Our EGCH David will be bringing the membership report shortly. The statistics follow. RARA REPORT Most Excellent Grand High Priest, Companions all: I am please to say that Indiana remains in the top 10 of contributing Grand Chapters to General Grand Chapter R.A.R.A. Through your contributions and your efforts we have maintained this status for several years and I thank you for your continued participation. This year seven chapters received the 100% contribution per membership status with the longest period of continued 100 % participation of 27 years (over a quarter century). I want to thank the Grand King and the Grand Captain of the Host for all their hard work with the Golf outing and Quarry degree day at Peru this year. For those of you that attended, I know you enjoyed it. It was an outstanding day of fellowship and we brought in several new Mark Masters. We look forward to the future of that degree blossoming into something greater as it goes on. I am pleased to announce that this year RARA will be mentioned as one of the supported projects by the Indiana Grand Chapter Order of the Eastern Star of Indiana. I would hope that any companion that belongs to the Eastern Star if asked to comment or give information about our philanthropy would be able to speak on that issue so that they can be better informed. If not contact any of the Grand Officers and we would certainly be glad to get a speaker that would be able to assist you or be in attendance at a function of the order of the Eastern Star in order to help promote this worthy cause. I continue to encourage everyone to support the General Grand Chapters Keystone club and label pin program. We haven’t given a few of those out for a year or two so I would hope you’d look into some of the material that is produced by the General Grand Secretary and check with your local secretary to qualify for these awards. There’s been a new direction for the RARA this year. I believe some higher up the chain than I will speak to the benefits of that so I will save that for Companion Wall or Companion Lewis. At this time if I could have the High Priest or representative from Green Castle Chapter number 22, Greenfield Chapter number 96 and New Albany Chapter 17 please come forward. Grand High Priest and Companion Wall like to come to the podium and help. Since Jim has one of these awards named after him, he probably ought to be here. The John A. Wallace traveling keystone for the highest per capita contribution goes to Greencastle Chapter number 22. The Milfred E. Anness traveling keystone for the largest total accumulated contribution goes to Greenfield chapter number 96. The James B. Wall traveling keystone award goes to New Albany for the largest percentage of increase in contributions. Companions please help me thank these chapters for their participation. Hendricks County U.D. Companions on April 9/2011, the companions of Prather Chapter went to Brownsburg lodge. We did all four capitular degrees. We exalted 10 new Royal Arch Masons. Those ten, together with several others who were already members of the chapter with the recommendation of Prather chapter have petitioned to form a new chapter to be known as Hendricks county chapter which will meet at Brownsburg lodge. I’ve spoken to the Charters and Dispensations committee. They haven’t made their report on it yet, but the dispensational High priest has to leave before lunch. I thought it more fitting if I present his dispensation while he was still here. Chris isn’t telling me to stop, so I must be ok. As I said, Brethren we have elected to form this new chapter. I would like to introduce to you, the dispensational High Priest of Hendricks County UD, Jeffery P. Zaring, past Grand Master. Jeff, I know a lot of work has gone into this over the course of at least a couple of years if not longer. We finally got everything put together and got the Brownsburg brothers to become capitular masons. I had the privilege of presiding in both the Mark and the Royal Arch that day and it is my pleasure to present Hendricks County chapter with its dispensation. Thank You Grand High Priest. Briefly, first of all I like to thank the Grand High Priest for his work; I thank Companion Mike Moxley for his work, fellow companions of Prather chapter, my chapter, before deciding to start a new chapter in Hendricks County. Necrology Report To: The Most Excellent Grand High Priest, Officers and Members of the Grand Chapter of Indiana. The Grand High Priest of Heaven has not called any of the Grand Chapter Officers-Past or Present above to their Heavenly Rest. Indiana has had several of our members called by GOD There have been several Grand Jurisdictions that have lost Grand Members having been summoned by GOD. “Don’t grieve for me for now I’m Free.” I’m following the path God made for me. I took His hand, when I heard him call. I turned my back and left it all. I could not stay another day, to laugh, to love, to work or play. Tasks left undone must stay that way. I found that place at the close of day. If my parting has left a void, then fill with it remembered joy, of friendship shared, a laugh, a kiss, AH! Yes these things, I too will miss. Be not burdened with time of sorrow, I wish you the sunshine of tomorrow. My life’s been full. I savored much, Good friends, good times, a loved one’s touch. Perhaps my time seemed all too brief. Don’t lengthen it now with undo grief. Lift up your heart and share with me. God wanted me now. He set me free. York Rite Cooperation James Daugherty Grand King Companions of this Grand Chapter, I would like to inform everybody, that the very Imminent Paul Cole of the Grand Commandery and Right Excellent Deputy Grand Master Cary Snyder and myself have talked the last several months. As soon as this grand session is over we are going to do our best and hope and pray that we can get up on line with Paul and make sure that we can do electronic conference call. From this day forth, actually this next year, we will be meeting once a month between the three bodies on a conference call; to spend some time communicating to each other and keep abreast of what we are doing together. We can work together to make this York Rite to be a better place to be. To try to make a singular presentation for the new companions coming in. We are using technology; Grand Chapter 48
has been using it for the last few months and got the bugs worked out. I have talked with Paul. I know he has Skype. We just got to get him on line with that so we can get that going. Cary and I have been communicating as well, testing out his skype connection. Once that is done, we will be able to use that, we will be able to share information and keep each other abreast for the next twelve months. That’s my report. I make a motion that it be accepted.
Finance Committee Most Excellent Grand High Priest, Grand Officers, Companions All: Jurisprudence may have let you off easy, but boy we’re after you. The finance committee finds the resolution of the Grand High Priest which has been referred to us, mainly resolutions 2, 3, 4, 5, 7, 8 & 9 to be within the budget and move for their acceptance. Companions it has been properly moved and seconded that we accept the report of the finance committee with regard to the Grand High Priests recommendations. Motion carried
Finance Committee Recommendation . The other two bodies, Council and Commandery, do life membership one way. We do it another. We’re currently sending checks out to the chapters for the Per Capita, rather than just taking it off your bill, like the other two do. That basically is an entire cycle of postage that the Grand Officers and the committee really don’t feel that we need to do. So, I would make the recommendation that the Grand Chapter adopt the procedure of simply deducting the life membership dues from the per capita owed by the chapter, rather than sending out separate checks. Most Excellent Grand High Priest, the Finance committee has reviewed that resolution. That will cause a by-laws change. We would ask that you submit a by-laws change 60 days before next session in unfinished business. That it may be properly acted upon, that we approve the resolution as such. Motion passed.
Companions on page 26, you will see the 2011 Finance Committee report on the 2011 budget. It is basically the same as the 2010 budget. In 2010 we budgeted $50850; it is in the left hand column. We have budgeted $55225 for this year. Last year actual expenditures were $35,000. We came in under budget. For your information there are two new categories this year. 464 Computer Information Technology. The Grand Chapter is trying to move us into the modern age. I was informed over the weekend that my two cans and a string is no longer proper for communications. Also 508 Regalia reserve fund. This will be a build up so that we can keep our Grand Officers nice and bright and shiny. The jewels, neck collars and aprons are beginning to show some wear. That’s what happens when you put them on and go out 49

Most Excellent Grand High Priest your Finance committee has one more piece of business we would like to take care of. Last year, companions, this Grand Chapter voted to support James Hodge, in his quest, for whatever insane reasons, he’s decided to do it, to run for the General Grand Scribe of the General Grand Chapter international. The Finance committee has met on this and as custom in previous years, the finance committee recommends that $1500 dollars be made available to James Hodge that which would be paid out of the Triennial Fund which is seen in the budget. We move this report be accepted. Companions it has been properly moved and seconded that we accept the report and allocate $1500 of our triennial funds to Jim Hodge to assist him in his bid to become the General Grand Scribe of the General Grand Chapter.

Amendment to the General Laws of Grand Chapter: The General laws of the Grand Chapter now reads: Pay of Members General Grand Chapter: Sec. 46. money. Pay in the above amounts shall be extended to the Grand Captain of the Host, Grand Principal Sojourner, and Grand Royal Arch Captain, during the 2005 and 2008 General Grand Chapter Triennials. Grand Chapter Royal Arch Masons Finance Committee Resolution #1 Whereas : The Grand Chapter Royal Arch Masons of the State of Indiana has proclaimed their support for the election of James Henry Hodge to the office of General Grand Scribe of the General Grand Chapter Royal Arch Masons International. Whereas : The Grand Chapter Royal Arch Masons of Indiana has for several years collected a Triennial fund to pay travel and per diems costs for attendance to said Triennial. Therefore : It is the recommendation of the Finance Committee that One Thousand five hundred Dollars ($1500.00) be made available to Companion Hodge to help in his election to this august office, Paid from fund allocated in the Triennial fund.

Chapter of Instruction Most Excellent Grand High Priest, Companions All: Your committee on inspections respectively reports that 13 chapters of instruction were held between May 17 and July 26, 2010 in multiply locations across the state. The purpose of these instructionals was to introduce the companions of this Grand Chapter to the new ritual to the Most Excellent Master Degree. Representatives from each chapter in each of the 14 districts were present to participate in walk throughs and provide feedback for the ritual committee. At each of the instructionals the new ritual was warmly received and numerous ideas and suggestions were incorporated into the revision. The Committee thanks the companions of this Grand Chapter for their enthusiasm and support of this protect. We would also like to thank the Royal Arch Deputies for their tireless efforts on behalf of this Grand Chapter. Fraternally submitted for the committee and I move for the acceptance of this report. Most Excellent Grand High Priest I would like to make a motion that the preprinted reports be accepted as printed and that they be received as such. The reports have been received.
Charters and Dispensations Charters and Dispensations was busy this year. Most Excellent Grand High Priest. We had some good news and we had some bad news. We’ll start with the bad news cause we’ll get that out of the way. East Central Chapter located at Parker City decided it could no longer continue as a Royal Arch chapter and consolidated with Anderson Chapter #52. Good News. Bloomington Chapter #127 having completed their reinstatement requirements were reestablished as a full Royal Arch Charter with no restrictions. Lincoln chapter #53 requested the Charters and Dispensation committee attend a Past Masters Degree done at Lincoln chapter. This starts the clock on them returning to a full Royal Arch Chapter. Their charter has been returned to them. They have started the clock on the two year period to finish their other three degree work. A group of Royal Arch Masons has notified the Grand Chapter of Royal Arch Masons of their intent to become a Royal Arch chapter located at Brownsburg Indiana. Prather Chapter #157 is in this endeavor assisting the brothers. When this report was written you had not conferred the degree work due to a weather problem. According to our constitution and Bylaws the members who want to start Hendrix county chapter UD have made petition. We have on file a petition of at least 50 Royal Arch Masons. They have the recommendation of a local chapter; Prather Chapter #157. They have met the requirements as far as Charters and Dispensations committee is concerned. Now Gentlemen we’ve got a problem that has arisen. Vincennes Chapter number 7 located Vincennes Indiana has petitioned the Grand Chapter Royal Arch Masons of Indiana to have their chartering date changed from the year of 1858 to 1848. They have submitted letters, warrants, dues statements, petitions all showing that they were working as a Royal Arch Chapter from the year of 1848. However, referring to the Indiana monitor for Royal Arch 53
Masons page 33. On May 22, 1848 the Grand Chapter provided that a charter or dispensation be issued in vacation by the Grand High Priest and one other Grand Officer. Although the chapter met on June 30, 1848 to receive it and the Grand High Priest made 1849 annual reports that a charter had been issued to Vincennes 7, yet further developments revealed it was never delivered and that the charter really received a dispensation granted in 1848, signed by the Grand High Priest but not attested by the Grand Secretary. This was reported by Grand High Priest William Hacker in 1858. Upon his recommendation a charter was granted on May 22, 1858. It leaves little doubt that Vincennes Charter was a working chapter from 1848, the problem arises from the fact that there is no one that can testify for fact that the actions of the Grand High Priest Hacker were to correct a wrong or to supply Vincennes Chapter 7 with their first charter. The question, I fear, cannot be resolved by undisputable facts but on the judgment of the companions present at this annual convocation. Therefore the committee refers the action to the floor without a recommendation. Basically what it amounts to if Vincennes wants to make a motion to have that date changed and it is seconded then the Grand Chapter should vote on it; as any motion. If that motion is not made then the Committee on Charters and Dispensations recommends that the date stays as is. I move that the Charters and Dispensations report be received. Motion carries Companions: I am informed that a representative of Vincennes Chapter is here and is prepared to address the question brought up by the Charters and Dispensations.
Remarks from Excellent Companon Burnell Davis Most Excellent Grand High Priest, Companions: I’m Burnell Davis secretary of Vincennes Chapter #7. I am representing Vincennes Chapter #7 today for the High Priest. I was outside the door when this matter came up recently. I was informed of it, so I came back in here as soon as I could. Reading this paragraph on page 32 of your proceedings it shows that Vincennes #7 was operating prior to 1848, back on May 22 nd 1848 the Grand Chapter provided that a charter of dispensation be issued in vacation by the Grand High Priest and one other Grand Officer. I’m not going to read the whole thing but in view of all of this I would move that this Grand body approve this action by the committee. They made no recommendation but I do make a motion that the Grand Chapter approve the new charter of 1848 instead of 1858. MEGHP: Companions it has been properly moved and seconded, is there any further discussion or question. Is there a specific reason Burnell, that you guys want the 1848 date? I don’t think it makes you the oldest chapter in the state or anything like that. Is there a specific reason? Excellent Companion Burnell: I think it would put things more in line with what actually happened back in the middle of the 19th century. We do have a charter that is dated 1858. Which when you read this paragraph, one line it says it was presented, another line says there’s no record of it being presented. So, 54
due to all the things that was presented like letters, warrants, dues statements, petitions showing that they had been working as a Royal Arch Chapter prior to 1848. It just seems to me that we should bring it up to date and use a new charter, or the charter of 1848 rather than the charter of 1858. MEGHP: It sounds to me that our Ancient Brothers may have made a clerical error or two and that’s the difficulty, and this is the reason we brought it to the floor. The Charters and Dispensations committee and the Grand Officers can’t definitively fix from our records. So we’re basically allowing our companions from Vincennes to bring it to you and say this is what we would like and if you all vote for it that’s what we’re going to do. Are there any other questions? Most Excellent High Priest: I am a past High Priest Osceola chapter 71. If a companion got married in 1961 he would celebrate their 50th anniversary this year. Somehow or other the date on their marriage license got misrepresented and they put on it 1971. They want to celebrate their 50th anniversary this year. Someone says, oh no you can’t celebrate your 50 th anniversary because you didn’t get married until 1971. It’s the same why with Vincennes, they got their charter in 1848 and somehow or other it got put on there 1858, I think they should have their original date, the correct date on it of 1848. Thank you MEGHP: Are there any other comments? Most Excellent: I know there’s some questions if they have been operating since 1848 and whether or not they had their charter back then. I think it’s by present evidence that the Grand Chapter took no action against them for practicing prior to 1848 without the charter. I think that lends to the argument that they were chartered by 1848. Otherwise they would have received penalties from the Grand Chapter. I just thought I’d throw that out there. MEGHP: None appearing we shall proceed to vote Why wasn’t it attested by the Grand Secretary? The question was “why wasn’t it attested by the Grand Secretary?” That’s the problem we can’t answer that question and there’s nobody left around that we can ask. Maybe that’s one of the reasons, we don’t know why MEGHP Hacker wrote about it in the Indiana monitor. There was no body to tell. Excellent High Priest: My name is Michael Gilliard, I’m past high priest of Muncie Chapter #30 Royal Arch Masons. This sounds to me like we’re trying to right a 150 year old wrong. I call for the question. MEGHP: The question been called. Vincennes has made a motion that this Grand Chapter change their chartering date to 1848. Is that a fair statement of your motion Burnell? Remarks from the General Grand Chapter Most Excellent Grand High Priest, Most Worshipful Grand Master, Distinguished guests, Companions all: I bring you greetings from Avery J. (Smokey) Ferguson General Grand High Priest, He is trying to prepare for the triennial in August. I would urge each and every one of you if you possible to make that between the 25th and 30th of August. There’s a lot going on, if you have not heard, the new deputy for this region will be Bruce Rhineheart from Illinois. I think you all know him. Did he step out? I think he did. The new deputy will be John Swick. I think he stepped out also. I want to thank Bill Riggs from Kentucky, who has been deputy for the last few years. He has done a tremendous job. As everyone might imagine he is very concerned about the flooding taking place in that area right now. I would also like to thank Joe Eiler who was the ambassador and still is until August, for the state. There’s Bruce Reinheart right back in the back for those of you who do not know him. We have all talked membership. I wrote a letter, personal letter, to all the secretaries some months ago and asked for input from the membership committee from each state. I received several. What we are doing with all that information right now will be a report to me and my committee. What we will do is provide that information to all who are concerned about that information and we will also use it as training for the new deputies and ambassadors on the first day that is the 26th of August in Raleigh. So please, if you have been selected as one of 56
those positions, show up for that training. That information will be published in booklet form. It is from numerous states and what we will do is provide the information to you. If it applies, use it. If it doesn’t apply, adapt it for your state. I also want to Thank Jim Wall, who was discussing Royal Arch Research assistance. He discussed the fact we had a meeting in New York City. We did. The information generally that he talked about was correct. We have been interviewing some fifteen organizations over the last months since Dr. Joan Burleighly resigned. We heard a lot of information and settled on three. One is a single researcher from University of Connecticut, who will be with his team, doing research. The other two, and I will only basically discuss them and that is deafness research. The proposals that they gave us were outstanding. It is related, as Jim said, closely to CAPD. I think it will be a tremendous support for all of that. The third is Autism Speaks. We would be getting in on one of the ground floor programs. Rather than go into the details on these three organizations, the General Grand Chapter has asked them to submit their grant requests. Once those requests have been received by us, we will make a decision on the amount of money that they will receive and then press on and give the actual information to all the Grand Chapters after the triennial. The Royal Arch magazine, and as you all know, the editor is Jim Hodge. He has done a superb job in that office. We thank Jim for that. I have asked and I will ask Indiana also to provide a written report for the Royal Arch magazine, explaining what you are doing here in the state. The reason for this is obviously if you have one state with a hundred percent, you have items listed in the center of that magazine. Basically the only people that receive that information are the people in the state. So, the people in all the other states that we support in the General Grand Chapter know very little about Indiana unless they are visiting here. So, please provide us an article about your state and what you are doing for capitular masonry. We urge you to attend all the regional meetings. As you have seen we have been providing more and more training as time goes on. What we are discussing now is the standardization of training and actually providing the people who attend those meetings more and more training as time goes on. Rather than go into the triennial again, I would just urge you once again to show up there and vote, vote, vote. I thank you on behalf of my wife and me for the courtesies and hospitalities extended to a ex Michigander. I’ve been in Indiana many times; this is the first time in a Masonic capacity. I thank you and I congratulate you, Grand High Priest, for a very good session. I wish the incoming officers all the very best and I thank you.
Remarks from the Most Worshipful Grand Master of Masons in Indiana Most Excellent Grand High Priest, Grand King, Grand Chapter Officers, Companions all: Good Morning. First of all I’m honored to be here today, serving as your Grand Master and serving as a companion. I want to thank you for your hospitality. Last night was an enjoyable evening and today has been an enjoyable morning. So, I thank you for the hospitality. It is good to be able to look around the room and see faces on both sides that I recognize and men that I know are my brothers and many that are truly friends. It’s also refreshing for me as the Grand Master, I’ve only got about three weeks left. Over the last couple of years we’ve really been pushing really hard to have a method of working with the Grand Lodge and within the Grand line that we’re working together; more as a 57
committee. I see that we’ve served as a model for the Grand Chapter. I think that’s great; because continuity is very, very, very important. That makes me feel extremely good. The concept of membership, we’re all talking about membership, we’re always working towards membership, every organization we’re in, is talking about membership. I think we’re starting to see some growth there. I think we’re starting to make the turn as was mentioned earlier, last year was the highest increase in Masons raised in the state of Indiana in seven years. I think you’re going to see that increase. You’re seeing growth in more ways than just in the numbers brought in. You’re also going to see fewer of us passing away. As a matter of fact I think last year that declined by about a thousand. So, you’re going to see some real changes in the numbers of Masons in the state of Indiana. I think that all the rights have to take on the roll of an extension of the Blue Lodge or the Symbolic Lodge. I’ve heard the argument myself, I’ve been out in the lodges, and I’ve had brothers tell me “well I’ve taken my three degrees at the altar and that’s all I need”. That’s fine for some people. I think what we need to do is emphasize this. We all went to the altar and three times we asked for light. The last time we asked for it, we didn’t ask for all the Masonic light that’s left. We didn’t ask for that final bit of light to be given to me. We asked for further light and left it open. That’s the job of the rights. The job of the rights is to give us further light in Masonry. I think if we emphasize that, the fact that there is so much more to understand Masonicly. There is so many more stories to be told and lessons to be learned. When we take our third degree at the altar and we give that man an opportunity to absorb that and then we can take him to the side and say “you know there is more to the secret’. “There’s more to the secret and if you want to know that, I can help you”. Brethren, it’s been good to be with you this morning, I hope the rest of the rest of the afternoon season goes as smoothly as this morning did. I look at my time and we’ve got about four minutes to get to lunch. Something like that. So, Most Excellent; I appreciate all you’ve done for me this year and I think you’ve had a great year. April 27 , 2011 To the Most Excellent Grand High Priest, Grand Officers and Members of the Grand Chapter, and all Royal Arch Masons of Indiana: The Membership Statistics for the 2010 Fiscal Year are as follows: We had a beginning, “amended” membership of 5,090 as of January 1st, 2010. In 2010, we Exalted 222, Affiliated 26 and Restored 8; to bring our total membership to 5,346. We also Suspended 131 for various reasons, and Demitted 133. 151 were lost due to 58
Death; none were Merged into other Chapters and 8 were expelled; leaving us with a total membership on January 1st, 2011, of 4,923. This is a Net Loss of 167. This Net Loss is 3 more than the loss we sustained last year, and represents a 3.2% of our total membership. It should be noted that our Demits, Suspensions and Expulsions are 1.8 times the number of deaths and 1.06 times the total number of additions to our ranks. Sadly, there were four Chapters that reported no activity whatsoever and we closed one Chapter. On a positive note, the Grand Chapter held a Mark Master / Quarry Degree in conjunction with a Golf Outing and Dinner to benefit R.A.R.A., in September of 2010. As part of the membership approach, we promoted the event as an opportunity to become a Mark Master without any obligation to proceed any further with the Royal Arch Degrees at that time and we established a statewide Mark Master Lodge for the purpose of advancing potential candidates. On the day of the degree, we advanced 23 candidates. To date, we have moved approximately one-third of those candidates to full Royal Arch Membership. We feel that the day was a good success and are planning another event for the summer of 2011. Your Membership Committee has several observations concerning membership which the Grand Chapter may wish to take action on: First, the timely reporting of membership action by the local Chapters is still an important factor in the future growth of Royal Arch Masonry in Indiana. We encourage each local Chapter to report their activity on time and in a complete manner. Accurate reporting will help to provide better strategies for growth. Second, goal setting and planning by the local chapters remains important to the welfare and health of the local Chapters. The Membership Committee will continue to recommend that each local Chapter set realistic and measurable membership and retention goals; and to create and implement simple and specific one, three and five year plans for the future growth and health of your Chapter. Third, your Grand Chapter wants very much to be a resource and support for your efforts in membership. As you know, we have developed several tools for membership growth and retention. Please take advantage of them. And, please… please, call on your Grand Chapter as a source of assistance in your efforts. We have also added a Membership Retention Program in conjunction with the Grand Lodge of Indiana called “The Fourth Degree of Ancient Craft Masonry.” We are still in the formulative stages for this program, but feel that it will go a long way toward stimulating membership growth. Additionally, the Grand High Priest issued a letter to all Chapters to encourage all Indiana Royal Arch Masons to retain their Chapter membership; in anticipation of expected demits or suspensions from the other Grand Bodies. This action was met with some concern, but the Grand Chapter felt that it was our responsibility to “hold the line” and attempt to protect our membership from issues that are facing the other Grand Bodies. Fifth. At last year’s Grand Chapter Annual Session, your Membership Committee presented the idea of separating our Chapters and their assets from the joint or “threeway” meeting system. We still advocate the strategy of separation this year, as we have 59
found that it does indeed promote the focus on stronger Chapters. Your Membership Committee asks that if your Chapter is part of a joint or three way system of York Rite meetings; that you again consider discussing a strategy to begin separating your Chapter from that system. Sixth. This year, your Membership Committee is also asking you to consider the idea of meeting for a full twelve months of the year; and without any summer “dark” period. A big problem in the current way of doing things is that a break in activity during the summer stalls momentum in Chapter programs. It is very difficult to restart your Chapter after a one or two month summer break; and if you share joint meetings with the other York Rite Bodies, you are really only “meeting” three times a year. Understand that a change in your operation of this type will probably call for a change in your Chapter By-Laws. Companions, in spite of the many challenges that face us, we also have many opportunities to excel. Currently, our Grand Chapter membership still remains about ten percent of the total Blue Lodge membership in Indiana. To double our membership levels in the next few years; to reduce our losses to zero and see net growth and to assist in the growth and development of Blue Lodges are absolutely achievable goals. We encourage our Chapters to join with us in these efforts, because we cannot do it without you; and you will be the ultimate beneficiaries in our efforts. Fraternally,

Remarks from the R.E. Grand King It’s going to be my pleasure for next year, a couple of the programs we’re going to do for next year it’s going to put a lot of the energy and emphasis back on you as chapters. We want to come in and help you guys rebuild these chapters. If you know about the Royal Arch degree, you know about people traveling back to Jerusalem and rebuilding the temple and the city of Jerusalem. This year and for the next couple of years, Grand Chapter is going to put emphasis and energy back on rebuilding chapters. Several of the programs we’re doing is basically a variation of the ultimate lodge program, called the “Ultimate Chapter” program that we want to use to bring companions back to the stated meetings. Another program that we’re going to do is called “The Rebuilding the Temple” program, which is a very complicated, but very intense program that is going to allow us to come back to the chapters. You guys are going to have to be willing to answer questions that we are going to ask, and be truthful. In return, we think we can come up with a program to help rebuild the chapter. That being said; we have done it in several places already, Lincoln being one, Valparaiso being another. If I could have Steve Arlington come up and talked about Valparaiso, because he was involved with that one. Also, Carl Froedge, if you could come up and talk about Lincoln. We could use those as some example that were real live, that turned around, because both Valpo, a few years ago was on the verge of being closed. It was almost nonfunctional. Lincoln has been a club for a long time. It is great to see these guys back. Another one was Bloomington that has come back around from the club status. The program does work, we just want to get it going for all the chapters all around that do want to step up and do this. It is going to be tuff, it’s not going to be easy, it’s going to be work. Remarks from E. Companion Steve Arlington. My name is Steve Arlington. I am a Royal Arch deputy from up north by Chicago. In 2007 Valparaiso Chapter #79, had not exalted anyone in nearly ten years. They had been talked 65
about numerous times about losing their charter. Finally in 2007 the day had come. However, somebody showed up on the scene and brought a number people with him. His mission was either to take the charter or revive it. He was given a certain amount of time. So in 2007 the officer line was revitalized. Some new people were put in and names moved around. In 2008 Valparaiso did charity work, we were in parades and we traveled to other chapters. By the end of the year we were self sufficient in all four degrees. We could do all of them by ourselves. Basically there were nine goals set. Eight of those goals were met. For 2008 Valparaiso’s Chapter received every award available to it by the Grand Chapter. The first year back, after not exalting anyone for nearly ten years. Basically the way that worked was, The High Priest came in and said: “All that stuff that we never do, because we’ve never done it before or that’s not the way we do things, that’s the stuff we’re doing”. That’s the stuff we need to do. Not having chapter dinners just because we don’t have chapter dinners is not good practice to begin. Let’s have the chapter dinners. Recruiting during Blue Lodge presentations, doing the stuff in house, getting the people together, working together, and finding out what people are good at and allowing them to perform those functions. Those are the things the chapter needs to do. We have a habit of bring people into the chapter and the second they get exalted we hand them a ritual book. Maybe they are not a ritualist. Maybe that person would be good at fund raising. Maybe that person would be good at administrating. So finding out what people are good at and allowing them to do those things, kind of greases’ the wheels. Now Valparaiso is as vibrant as any other chapter in that area. All because we just came together, people got behind each other and we just did those things we don’t ordinarily do. Remarks from Excellent Companion Carl Frodge Thank you Jim, Excellent High Priest. Lincoln Chapter, many years ago, Lincoln Chapter like so many other chapters’ that are trouble many companions stopped attending, participating. Participation was at a low point. Only a few were attending stated meetings. Lincoln was on the verge of folding and joining the ranks of chapters that once were. At this same point in time a resolution was passed to allow chapters who were struggling to become an associate chapter; which would allow a chapter to continue to operate but not confer degrees. Since that time Lincoln has brought in new candidates with the help of other chapters, made them Royal Arch masons. September 2010 brought about a change at Lincoln. With the help of a few of our newest Royal Arch Masons and some devoted masons like Clarence Harter, John Forgey and Jeremy Dykhuis and some duel members like Steve Arlington. The time had come to make Lincoln Chapter viable once again. These companions devoted every Monday evening to becoming proficient in the opening and closing on the Royal Arch degree in full form. They became proficient in the Past Master degree, set the date of November 30th to prove to the charters of dispensations committee that Lincoln was back and ready to work. Charters and Dispensations along with many Grand Chapter Officers attended that evening and all left with the good feeling that Lincoln was moving in the right direction. I will close by saying that through hard work and perseverance my chapter, your chapter can and should be a premier appendant body of the family of free masonry in the great state of Indiana. Further remarks of the REGK I’m not going to sugar coat it. There’s no magic wand. It’s going to take hard work. But to use the ritual of the Royal Arch degree – three ancient brethren returned to Jerusalem and took part in rebuilding that city. It’s going to take that many in each of these chapters to do the work. It’s going to be hard work. When we come in with this rebuilding program there’s going to be some tuff questions. You have to be really ready to answer these questions, because honesty gets to the root of the problem, gets the problem fixed and we can turn these chapters around. It is working and it can work. We’re willing to come in and help you guys do that. As a matter of fact we have asked the new RAD’s this year to find one chapter in each of their districts to want to try the rebuilding program. We are also asking them to find one chapter to attempt to try the Ultimate Chapter program. It’s just a pilot program that we’re going to run to get feedback from, to see if their viable programs to change the chapters around. As you’ll see in the Grand Lodge’s magazine the “Indiana Free Masons” the Grand Lodge this year stated the lodges in Indiana had the highest number of Master Masons raised more than they have in a long time, 1655. That’s quite the number. That opens up some candidates for the chapters but we have to have chapters prepared to receive these people into their chapters and be viable, strong chapters. If you run like an organization that knows what you’re doing, you keep people interested. If we don’t, we lose them. That’s the big thing for these young people. We have to act and show that we know what we’re doing. So it’s going to be tuff. I’m asking you guys to go back home, talk to your chapters, talk to you RAD. If you want to become involved in any one of those two programs, volunteer to them. They have the information and we’re going to send the energy to help you guys this year to turn chapters around. That’s our mission for the next couple of years. Correct? (Yes!) I’m asking for my support there. It is something we’re going to continue on and we want to work on. But it’s going to be chopping a tree every year to find out whether they work and move on with doesn’t work. Those are some of the programs we’re talking about. Also, we’re working on some programs to provide some Masonic education to the local Blue Lodges. It also opens the Blue Lodge to the fact that the York Rite and Capitular Masonry is there and we’re the best second brother that they ever had, actually a twin. If you look at the ritual work in our degree work, it’s just slightly changed from the Master Mason degree work. We do finish the Masonic story. We need to focus on those and make those programs work. Most Excellent High Priest those are the programs.
General Grand Chapter awards for membership M.E.Companion Larry Gray, P.M.E.G.G.H.P., M.E.G.G. Secretary I’d like to bring a conclusion to your membership committee meeting with some certificates here from General Grand Chapter. Would our General Grand Scribe, Louis Bartrand come up and assist? Probable a little known fact from the General Grand Chapter that a chapter in any jurisdiction who has a 10% gain in membership over a year receives a certificate from General Grand Chapter. Today, I have a few certificates to present here for Indiana. If a representative from these chapters would come forward we would make this presentation. First LaPorte #15, Fort Wayne #19, Salem #38 in line. Versailles # 113. I have another one for Versailles back in the office for 2 or 3 years ago two, they didn’t show up then either. E.H. 67
Gary # 139. As we talk about membership losses and these kind of things. We also talk about membership gains and we are very happy to be able to do this. My home chapter ten years ago was in the same line with Fort Wayne. We had about 50 Exaltations and one Curtis Mahler award and several other certificates and recognitions at that time; then came along Prather in the middle 2000’s or so and now Fort Wayne, and we hope this continues on. Fifty is a lot. It means you did a lot of work. It takes a lot of effort to make that happen. Even to show again is something. But for 1o% that is a very good accomplishment. So Lewis if you would present this: LaPorte, Next Fort Wayne #19, Salem 138, E.H. Gary 139. As I say we are very happy to be able to make these presentations. We’ve sent a few around the U.S. over the last year and some other jurisdictions. We just appreciate being able to do that. It shows there is a lot of work going on out there.

Time and Place Committee Right Excellent Grand King: Time and Place committee is pleased to report as we were last year at this time. We went out and started to work with a professional company for sessions. We are continuing on that process. They are investigating everything that is going on in our sessions, even this one today. They’re report is to be finalized by the end of June. At that time we should have our stuff done and our decision processes will be done and we will give a report latter on with that and also during instructionals this year you will be getting all the feedback that we get from that report as well. Payroll Committee Excellent Grand Treasurer: How many of you present have represented your chapters before and have received a check in the past after the session was over. Please raise your hands; so some of you know the procedure. You can only receive one check. No matter if you’re here to represent two or three chapters or a Grand officer or whatever. You only get one check. There will be three lines out here. No one will receive their check until after the installation of officers. The checks do not have the stamp on them, this year, which says void after 90 days. But they will be void after 90 days if you don’t cash them. Some people have been known to carry them around with them for 18 months and then try to cash them. We won’t accept them. So my advice to you, if you get a check, that you cash it within the next week or you will forget it or put it away some place or it will be back in the back of your billfold and next year sometime when you are on vacation and you have nothing else to do, you start cleaning your billfold out of those scrapes of paper that you have put in there over a period of time and you run across that check. And you say, darn, there’s a few bucks I could have had for this or that or something else. Well, sorry about that. If you destroy your check, it will not be replaced. We’re getting H.S. You’ve got an opportunity to cash that checks within the next few weeks and have your money. The delegates from your chapters, where it says pay to, it’s blank. You write your name in there. Down at the bottom left hand corner of your check it says memo. It will have your chapter name and number in that position. If you want to leave that check for R.A.R.A., You can take that check, turn it over and sign it and give it back to the guy that gave it to you. It will be turned over to R.A.R.A. no questions asked. You don’t have to receive your check if you don’t want to. That’s all right too. We’ll just put it back in the account. I’ll mark it void and do the book work on it. That’s all right. We appreciate those of you that walk on by the table and don’t take your check. I wish I had employees like that when I was in business for myself. The checks will be out there after the installation of officers. Not before. There will be three lines for you to receive your checks. One line will be strictly for officers, Past Grand High Priests and Royal Arch deputies that have not received theirs already. They get theirs a little ahead of time because they had to be here yesterday and today. Other delegates only have to be here today. In the second line from Logan Chapter #2 – Osceola #63 you can receive your checks. Then from delegates from Chapter 71-169 will be in the third line. It won’t take long. Excellent Grand High Priest: Following the end of our session at three o’clock we will start the installation of officers. Prior to that installation, we are going to do two 50 year award of Gold’s our Past Grand High Priest, Don Friend and our Past Grand High Priest, Leon Weber. We would like you all to stay and take part in that. We are going to do that as part of a public ceremony when we open the doors to allow the ladies to come in for the installation of officers. So, please stay around and we will do that. The installation of officers will include all elected officers, appointed RAD’s and special deputies. The 50 year awards will actually be at three o’clock. M.E.G.H.P. Well companions, we’ve pretty well come to the end. Again I want to thank you for the honor you have conferred upon me in allowing me to serve as your Grand High Priest. I think we had a fairly successful year. I thing we’ve had a good session. Presentation by Larry Gray Installing Grand Secretary: M.E. Companion Leon Weber as been a hard and earnest laborer in Royal Arch Masonry since he was exalted a Royal Arch Mason in 1961. He was instrumental in preserving the presentation of the Goose N Tater Degree and from 1976 until today he has been the head Goose N Tater. He was excellent High Priest in 1967. Most Excellent Grand High Priest, here of the Grand Chapter in 1994, 95 and was General Grand Chaplain of the General Grand Chapter of Royal Arch Masons 2007, 2008. Donald Eugene Friend was raised a Master Mason in June 1959. He served as Master of DeKalb Lodge number 214, immediately after his raising to the sublime degree of a Master Mason he was appointed an officer in all the York Rite Bodies in Auburn. He was High Priest in 1965 at William Hacker Chapter number 63. In 1966 he received the KYCH. He was elected Grand Royal Arch Captain at the Hotel Stouffer in Indianapolis 1970. He was nominated by past Grand High Priest Marvin L. Isley, Served as Grand High Priest of this Grand Chapter 1975, 76. He served as Grand Master General of the Convent General of the 70
Knights of York Cross of Honor in the 1980’s. He didn’t put down the date but I remember, probably 1990 something to that affect. 94 and 95 ok. I can attest that he was a 50 year member because I even participated in his 50 year presentation in DeKalb lodge, probley 2009 or 2010 in that neighborhood. I was also present at the Grand session that he was nominated Grand Royal Arch Captain, which he was elected. That was my time as High Priest of Greenfield Chapter 96. I know you remember me being there, Don. Excellent Grand High Priest that’s a small and short history I have on these two fine gentlemen. Installing M.E.G.H.P. Kris Phillips, Grand Secretary said companion Daugherty would like to be installed sometime this afternoon and if we read the entire Masonic history of these two gentlemen it would be night fall before we got down. Honored Companions it is deep respect and love that we behold you before our sacred altar; it is a representation of that altar before which you knelt 50 years ago to assume your vows as a Royal Arch Mason and to bind yourself to be forever true to those vows. By your accomplishments we are convinced that those vows, which you took 50 years ago had an uplifting affect on your life and character and made a deep and lasting impression upon your heart and soul. Therefore this day as a token of our respect and esteem you are to receive a recognition which can only come to a chosen few. For the Lord has blest and chosen him to walk 50 years among the vineyards of capitular masonry. Distinguished Guests, Companions, Ladies and friends: We have heard the secretary read the Masonic record of our distinguished companions. For over half a century they have given of their time and substance, steadfastly. Remarks by the newly installed MEGHP James W. Daugherty II Whose hat is it? This is David W. Widmoyer’s hat. His wife, Donna Bell, gave it to me here not too long ago. She said “it would be an honor if you could wear that.” I actually just put it on and it fit. I don’t know if David had the same big head that I do or if I have the same big head that David did. But, here’s the funny thing about the hat. We sent it off to be cleaned and when we even got it inside is a business card of David’s. It says “Rev. David Widmoyer. Down at the bottom there’s a slogan that I’m going to keep in this hat and say it often this year. Because when I used to sit around his table not too long ago after becoming Royal Arch Captain, David and I got off on the wrong foot. His wife made him call me back and apologize. So he invited me over to his house and we used to sit around that round table in his kitchen and talk. I got to say that the three and a half years we were able to do that were fantastic. That man had a lot of wealth and information and he loved the Royal Arch and masonry with all his heart. This saying had two meanings to him. I know for a fact that it did. I was hoping Donna could be here today so she could see this and hear this. At the bottom of his Masonic card and his Rev. minister card in parenthesis it says “See what a difference faith can make”. Companions we have to show faith. We have to show faith in what we do and faith in what our cause is and we can make a difference. I’ve seen it blue lodge. I’ve seen it in chapters. I’ve seen it everywhere we’ve done something masonically and turn things around. It takes one with faith and determination and they can change it around. That’s going to be our mission this year. This Grand Chapter is going to operate as one to help you guys turn your chapters around. We said it earlier. We mean it. We’re going to stick by it. All the RAD’s have been talked to, they been told. We have the veils; everybody is on the same page. We are meeting once a month on Skype. It’s been working, has it not gentlemen? It is a terrific way to meet. The thing is we’re going to start this year off with a bang. I’m starting four special projects. We announced this earlier today. We have a lot of ladies in the room. We’re not going to elaborate on those with this speech. Those four projects are: The Ultimate Chapter program, the Rebuild the Temple program, The Fourth Degree program and then we’re going to have fun with an awards program, basically a chapter of instructional sheet that we’re going to use. Just to help you guys find out where you’re at and where we’re at. It’s just going to be for us and you to figure out where you’re at. There’s nothing going to be scored on it. There’s nothing going to be hand slapped. It’s all going to be for fun and at the end the more check marks you get, we’re going to invite you back up here a year from now and give you an award for doing a great job of getting people to come back to your chapter. I want to thank some people. First of all I want to thank my lovely wife Susie, cause without her patients and understanding and hard work; I wouldn’t be here, as we all know. She supports me very well. Thank you. My daughter Hannah, She keeps me humble by always, constantly making fun of me and talking about all these crazy outfits that we wear. She is also a Jobie so that helps even more, so that works out. Also here today are my folks, James William Daugherty the first and my mom, Norma. There is a third. James William Daugherty the third. We have kept it together and there’s a whole thing you guys can talk to me about latter cause there’s a whole thing about magic and everything else. My son was actually born on October 13th so if anybody understands Commandery and historic stuff that all ties together. 73
He kept my wife in labor for 22 hours and came out on the 13th. My birthday is on the 13th so there’s a whole bunch of stuff there. After I give this next presentation, I will ask the officers to introduce their guest. This next presentation is one I’ve been wanting to do. This happened one year ago from tomorrow. The reason I’ve want to talk about this and forget all the other address’ and stuff is because this message right here shows without a doubt that this fraternity, it’s messages, it’s ritual can touch the soul of a human being, not only the husband or the man that belongs to the fraternity, but their spouses, their children and others. Because what happened a year ago tomorrow started on the 24th finished on the 28th affected about a dozen people with what I just told you. A lot of you have probably heard this story, but today you’re going to hear the official version of it because I was there. I want to ask the Grand Captain of the host to please stand. Will you escort our most Junior Past Grand High Priest, Phil Herthel to the east please? Captain of the Host will escort Right Eminent Grand Commander Jim Dove to the East? Did Max Maupin make it in? We had just finished the grand session last year and normal South Bend has their Scottish Rite reunion on the Saturday right after this session. So, I’m going to start that. The one thing that made this so special and it should make everybody’s year because this is the reality of the fraternity and what it can do for people. On April 24th, 2010, during the South Bend Scottish rite reunion, a brother Master Mason who is fighting the battle of his life with an advanced stage of Melanoma and was wheelchair bound. As I was standing beside him during the class photo, he grasped my hand and pulled me down to talk with him. He asked what it would take to become a York Rite Mason. I told him it would take several weeks to set up the degree work after he filled out a petition. That’s the reality. My brother informed me that he didn’t think he had two weeks left and that he would like to complete this journey. There were several brothers and companions of the Scottish rite. They are members of the York Rite and were standing around Brother Dave. They are all officers of the lodge of perfection. They heard the conversation. They immediately started in on me and mean immediately started in on me telling me we had to get this done. We had to get this accomplished. I immediately called out to our most excellent Grand High Priest on speed dial. Brian says he’s going to have my number on speed dial. I explained to him what had transpired and with his guidance and approval we had a plan to confer the Royal Arch degree and all four of them as a matter of fact on this brother. We were able to take him out of the one room at the Scottish rite and take him into the Eastern Star room and we performed that. We gave him the Mark and the Past and the M.E.M. words and the grips and the basic version of the Royal Arch degree. We wheeled brother Dave into another room and conferred the degree work per the Most Excellent Grand High Priests wishes. Brother Dave received the signs, words and under a living arch he received the lost word. I can tell you he did not stop crying for ten minutes. On Sunday I received a phone call from Brother Dave. Thanking me for what had transpired and wanting to know how soon we could finish the work. I then called most Illustrious Grand Master Max Maupin on Monday and informed him of the situation and request. I also called right eminent Grand Commander James Dove. Who is a member of the South Bend Valley of Scottish rite and informed him of the situation and request. By Tuesday morning the brothers condition had deteriorated very quickly. This information was passed on to our Most Grand Master and our most eminent Grand Commander. Max Maupin guided us in an email and telephone calls in what he wanted to have done and gave a special dispensation to perform the work. On Wednesday night April 28th, 2010 we met at the residence of Brother Dave. Members of council number 74
82 and Elkhart and LaPorte councils met and performed the degree work. Right eminent Grand Commander James Dove was in attendance and with the sir knights present conferred the Commandery orders on Brother Dave. The companions and sir Knights in attendance left Brother Dave’s bedroom and gathered in his living room where we gathered in a circle, joined hands and prayer was offered by William Fox Junior for the protection and suffering of our companion and Sir Knight Dave Fuller. As we stood around shaking hands after the prayer, hugging each other and saying our good bye’s, in the other room Brother Dave passed on. Ten minutes after the prayer. In his kitchen which opened up to that family room, the family sat around the kitchen table and sat around a island that was in that kitchen and witnessed all of this. Two days later the wife of Companion and Sir Knight Dave called to thank us for what we had done for her husband. The family remarked on what a wonderful evening it was. Brother Dave was surrounded by his family, his friends and brothers who offered up a prayer in his name. This is from the family by the way, this is their quote. The said “It couldn’t have been any better if it was scripted by Hollywood movie writers. I agree. That evening I witnessed the best in York Rite and Free Masonry. The top officers of those three bodies fully understanding the situation and request modified and adjusted the bylaws of their organization for the appeasement of one man’s soul; for the appeasement of one man’s soul, because during the council degrees that man tried to answer back. Did he not, Jim? He tried to answer back, the obligation. Isn’t that what we’re all truly about? Think about it. In these trying times we need to reach out to our members and let them know that we are there and that we truly do care. If we truly take the ritual we have and the books that we read and try to memorize and truly look at the words and try to figure out their meanings, I think that you will stand right here with me and agree that these three gentlemen took those words and created a very wonderful moment for that family and for that gentlemen. We don’t talk about it enough. We should probably do more of it. Because if we did, this room wouldn’t be big enough to hold everybody that would come and attend our meetings. Our lodges would be packed. Our chapters would be full. Our Commandery asylums would be packed to the seats. Somewhere along the line, we forget a man’s soul can be touched by just the words and actions. Would you please rise and give this group a very hearty welcome especially these officers right here for a wonderful job. The truth of the matter was that Phil Herthel maybe knew Dave Fuller he might not. Max Maupin I know did not. Jim did. I understand Jim being there and I will say this to anybody in this room, if you’ve been through the Order of the Temple and you’ve been through those libations that we talk about in that ritual work when you think about that the next time you read it or you go to say it, think about witnessing a man laying in bed taking his last breaths and that ritual comes to life in a whole new way. I want to thank you guys for giving me one of most wonderful Masonic experiences I’ve ever had and to say this that I do have a passion and I do have a will to keep York Rite working together and make it come back because of what happened that night. Because that was the best this body has to offer. I’ve seen it and it’s real. Thank you. A Lewis is a person who is ready to lift heavy stone, to help place a key stone, to help place the stones in another person’s life because that’s what we can do if we do it with meaning and we do it with purpose, we do it with a smile on our face, we can touch the soul of a human being. In a room, one year ago from tomorrow at 7:00 I witnessed it happen. Jim Dove was there with me and we watched it happen. If anybody says these are just words on paper, can’t 75
convince me. Thank you guys for being Lewis’, I appreciate that and we’re going to keep living those words.

Addendum Reports of the Elected and Appointed Grand Officers To the Most Excellent Grand High Priest, Grand Chapter officers and members of this Grand Chapter, and all Royal Arch Masons of the State of Indiana; It has been my privilege and honor to have served this Grand Chapter and the Companions as your Right Excellent Grand King. During my travels this year I have made many new friends and have enjoyed their conversation and friendship. I would like to thank all of you for your courtesies we have received in our travels. This year I was able to take part in six instructionals, visited 16 Chapter meetings, and observed 8 Chapters conferring degree work. We assisted six Chapters in their Royal Arch degree work on actual candidates. It has all been very enjoyable work. I also attended the General Grand Chapter East Central Conference held this year in Grand Rapids, Michigan. I also took part in the Tri State York Rite Festival in Angola Indiana, where the Grand Chapter Officers of Indiana conferred the Royal Arch Degree. I am sorry to report that I only conducted two membership recruitment presentations this past year and visited with only seven lodges. We also worked on and participated in the Royal Arch Weekend which included the Mark Master Quarry Degree, the Golf Outing, the Ladies Program and the R.A.R.A. dinner. The Quarry Degree was spectacular, the setting beautiful, the degree work wonderfully exemplified on over 20 candidates. The R.A.R.A. dinner was a wonderful steak dinner cooked to perfection! (If I do say so) But the one thing that made this year so special, so memorable took place shortly after the start of the Capitular year. In the 2010 - 2011 Capitular year, I have continued to meet many new Companions and renew old friendships throughout my travels in Indiana; and most importantly, have had the opportunity to be of service. During the year, I visited approximately 45 chapter meetings and functions throughout the state, including; helping with three Chapter Instructionals, participating in two Grand Chapter and York Rite Degree Class events; and conducting Membership Recruitment workshops. Personal highlights for me included participation in the Tri-State York Rite Festival, in Angola, Indiana Thank you again for the honor and privilege to serve you this past year. Report of the Grand Principal Sojourner I have visited the following chapters on at least three separate occasions in the 2010 Capitular year; Angola#58, Huntington#27, Fort Wayne#19 and William Hacker#63. I have attended functions at the following chapters on at least one occasion during the year Evansville #12, Lincoln#53, Noblesville #120, and Bryan Ohio #45. I was pleased to represent the Grand Chapter at the Job’s Daughters Grand session in North Manchester, Indiana. Memorial Day festivities found me representing MEGHP Herthel, at an annual celebration at Garrett American Legion 178 (Garrett IN) honoring our war heroes. My travels took me to eight instructional across the state, held in the following chapters; King Solomon #4, Terre Haute #11, New Albany #17, Anderson #52, Clinton #82, Mishawaka/ Osceola #83, Westside #138, and E.H. Gary#139. I also attended the Founder’s Day of Grand Lodge in Indianapolis at the AASR cathedral. I was present at the annual Grand session of the Indiana Grand York Rite bodies, in April. I was in attendance at the annual communication for Indiana Grand Lodge in May. The first annual RARA golf outing & Quarry Mark Master Degree was a fun and well planned day. I think the event was enjoyed by all in attendance. We do however need to get official notification out sooner this year to make it a more successful event. My out of state travels included the states of Ohio and Kentucky. In March I was present at the East Central York Rite Department Conference in Louisville KY. In October I attended the Ohio Grand Chapter Royal Arch Masons meeting in Wilmington Ohio. Throughout my travels across the state I was privileged to view some excellent degree work. I was a participant in some degree work in various chapters around the state. There are a lot of hard workers out there in the quarries keeping these chapters ready and able to do impressive work. Some chapters are struggling to keep open. Yet others have taken many new 78
members in 2010 and have plenty of new blood for the degree teams. We can only hope this upswing in membership can turn the tide of declining membership seen over the past several years. Fraternally Submitted, James B. Coleman
To the Most Excellent Grand High Priest and Companions, It has been my privilege to serve my first year as a grand chapter officer traveling and meeting many new friends all over the State this year. During the instructional sessions I had the opportunity to hear many thoughtful comments on how some change is needed in how the ritual has been written and suggestions on how to make the Grand Chapter a more active body in masonry. I, like the other Grand Officers are committed to working to present programs and introduce new ideas to make royal arch masonry more contemporary. The degree in the Quarry and updating the ritual are a beginning to that end. I am convinced in my travels this year that there are enthusiastic, committed royal arch masons who are willing to assist in bringing vibrant, new and interesting ideas to make joining royal arch masonry the continuation of Masonic knowledge. I have attended many Chapter degrees and can attest to the high quality of ritualistic skill by the companions that participated in the degree work. The future of royal arch masonry is growing stronger by the efforts of all the craft. Thank you, to the Grand Officers for making this year an enjoyable and enlightening first year in service to the Grand Chapter. Year End Report 2010-2011
It has been my pleasure to serve the Grand Chapter as Grand Master of the Third Veil during this year. During the year I attend up to 25 Chapter meetings and events within the Third Veil. I also attended and participated in Blue Lodge degrees in an effort to show support and shed “More Light” upon Royal Arch Masonry in Indiana. I attended three (3) Chapter Instructionals and a York Rite Class. I have been assisting in the endeavor to bring Lincoln #53 back from an Associate Chapter to full Chapter status. I had the pleasure of reviewing the books of the Chapters with in the Third Veil, met new Companions and found new friends. While the Chapters records were found to be in order, there were some differences in way records were kept the records also showed the dedication and willingness of the secretary’s and treasurer’s to serve with accuracy. I have tried to contact the Worshipful Master of Columbia City Lodge No. 189 in regards to starting a new Chapter of Royal Arch Masons and as of this writing I have not received any feedback. One final thought. In a time of darkness, light can be found if you search for it. I had to travel to Glasgow, Kentucky due to the death of my 99 year old Aunt. Back at my hotel room, the night before the funeral, I decided to search the internet for a local Lodge or Chapter meeting. I discovered that Glasgow York Rite was having their regular meeting night. I was welcomed with open arms by PGHP of Kentucky James O. Atwwod. I would like to thank Philip D. Herthel, M.E.G.H.P. for allowing me to serve the Grand Chapter. Fraternally, Carl D. Froedge

I visited every chapter in my district once and arranged for all chapters in district “C” to attend the annual chapter of instruction. I also attended district “D” chapter of instruction. I scheduled the inspection of chapter secretary/treasurer books with the Master of the Third veil. Attended the RAD and Grand officers meeting for 2011 officers. MOST EXCELLENT GRAND HIGH PRIEST 2011-2012 Companion James William Daugherty II - is a member of Plymouth Kilwinning Lodge #149, Plymouth, Indiana, Free and Accepted Masons. He has been a member of the fraternity since 1996. He has served as Worshipful Master in 2004. He Received the Grand Master’s Award High Distinction, May 2005 He also belongs to Plymouth Chapter #49, Royal Arch Masons, Plymouth, Indiana. He is a charter member of the Plymouth Chapter #49. He has served as High Priest in Plymouth and Nappanee Chapter #155 Royal Arch Masons, Nappanee; IN. Jim belongs to Bashor Chapter #15 Council of Cryptic Masons, Goshen, Indiana and Goshen Commandery #31 Knights Templar, Goshen, Indiana. Jim also is a member of York Rite Sovereign College of North America, Northwest Indiana York Rite College #73, Merrillville, Indiana. His York Rite memberships include being a member of Elkhart Preceptory #5, Elkhart, Indiana, Yeoman of York, since 2002. Jim is also a member Order of Eastern Star, being a member since 2002, with North Liberty #290. Enjoys a membership in Goose and Tater #101 He was elected as Royal Arch Captain Grand Chapter in 2006. His memberships also include Robert E. Seppey Council # 413 and Thespian Council # 464 Allied Masonic Degrees. Member of Plymouth Chapter Order of DeMolay since 1972 served as Master Councilor 1974 and 1975 became Senior DeMolay 1978. Received DeMolay Legion of Honor 2006. Started Menominee Valley Chapter Order of DeMolay, Plymouth, IN. He is a lifelong resident of Plymouth. He graduated high school in 1975. He attended college in FT. Wayne and graduated in 1978 with a Degree in Electronic Engineer Technician. He has owned his own business in Tele-Communications since 1986. Jim and his Lady Susie have been married since 1985. They have two children, son, James William (Wil) Daugherty III and daughter Hannah. Wil has been in Demolay and Hannah Jobs Daughters. Both are active in their children Masonic adventures serving on councils as needed. They have enjoyed all the people that have met and consider friends through the many different associations to which they belong. They have dedicated their time and talents to promote the Masonic fraternity, for which they believe is a way of life. Jim has served his community as serving as a volunteer coach for Junior League Baseball in BLeague, A-League and Classic Travel team. Jim has had an adult life filled with coaching sports. He has coached Women’s slow and fast pitch softball, High School Girls Volleyball at Culver High School, Knox High School and at volunteered coach Plymouth High School, Plymouth Volleyball Junior Olympic Club and Marshall County Junior Olympic Volleyball Club of which he founded. Presently he is the Argos High School Girls Head Volleyball Coach. He also coaches in the Dunes volleyball Club. Jim is a dedicated family man and enjoys his home and all the outdoor chores that brings. Jim enjoys the outdoors and life in general. Masonic life has been a good thing for him and it reflects in his everyday life.

CONDENSED HISTORY GRAND CHAPTER OF INDIANA Compiled by ROBERT A. WOODS, P.G.H.P. 1. MADISON, MADISON Organized July 14, 1819, under dispensation issued April 1, 1819, by Deputy General Grand High Priest, Thomas Smith Webb; but Webb died without making official report of his action to General Grand Chapter. The Chapter made no returns, believing it was wording under charter as an independent body. Hence General Grand Chapter at its September, 1819, meeting having only hearsay evidence of its existence took no action and no charter was granted; but Chapter continued to work U.D. until 1829, when it suspended until July 19, 1842, when it resumed labor. In 1843 its irregularity was brought to their attention Deputy General Grand High Priest Stapleton, and it ceased labor and petitioned General Grand Chapter to heal and confirm its doings from September, 1819, to date; this was done by General Grand Chapter September 12, 1844, and a charter was granted, upon the Chapter healing the member's by re-obligating them. This confirmation gives the Chapter an

unbroken record since July 14, 1819. Regretfully, Madison No. 1 was consolidated with Columbus No. 10 on September 11, 2000. BROOKVILLE, BROOKVILLE Organized under dispensation given by Deputy General Grand High Priest Thomas Smith Webb sometime during 1819, but Webb died before General Grand Chapter met in September, 1819, and no official report was made of its formation; upon the hearsay evidence General Grand Chapter did not act, and no charter was granted. General Grand Chapter gives the order of formation as Madison first and Brookville second. Brookville met with Madison and Vincennes, at Madison, May 13, 1823, and organized a Grand Chapter, which never functioned thereafter, and Brookville Chapter passed out of existence, with no records left even of its brief career. VINCENNES, VINCENNES Organized June 16, 1820, under dispensation issued May 13, 1820, by General Grand King, John Snow. September 15, 1826, the Committee on Doings of General Grand Officers reported That charter's have been granted to Vincennes Chapter on May 13, 1820, and the Jennings Mark Lodge at Vevay on May 4, 1821.” This Chapter during its early years was very peripatetic, and aside from taking part in the formation of a Grand Chapter at Madison in May, 1823, which went for naught, it suspended functions on four different occasions, viz, from March 9, 1830, to December 29, 1834; from August 7, 1836, to May 2, 1838- from February 3, 1839, to February 28, 1842, and from November 16, 1842, to May 7, 1845. On this last date it resolved to participate in the approaching meeting at Indianapolis for the purpose of forming a Grand Chapter and, although five delegates were named, not one was present at the formation. About this time the history of Vincennes Chapter was rather clouded. Whether it was working under dispensation or charter is not clear; for on May 22, 1848, Grand Chapter provided that "a charter or dispensation be issued in vacation by the Grand High Priest and one other Grand Officer, which although the Chapter met on June 30, 1848, to receive it, and the Grand High Priest, at the May, 1849, Annual, reports that a charter has been issued to Vincennes Chapter No. 7, yet future developments reveal it was never delivered, and that the Chapter really received a Dispensation granted in 1848, signed by the Grand High Priest, but not even attested by the Grand Secretary," as reported by Grand High Priest William Hacker in 1858, and upon Hacker’s recommendation a charter was granted on May 21, 1858. FIRST GRAND CHAPTER Madison Chapter, Brookville Chapter, and Vincennes Chapter met at Madison on May 13, 1823, and organized a Grand Chapter. From some cause, it never met afterwards, and was actually and legally dissolved by reasons of its failure to comply with its own constitutional requirements to meet and elect officers at the regular meeting in May, 1824. Neither was General Grand Chapter advised of its existence, except hearsay: said body therefore on September 12, 1844, declared it to have no legal existence or authority.
