With much land having been cleared in our City, and not being able to be built on, we believe that there is a great opportunity to establish inside the City boundaries an area or two to enable VISITORS to Christchurch, who are properly certified as self contained, a place to stay close to the City centre that would enable them to enjoy what our city has to offer. We are particularly thinking of a site, beside the Avon River, say on New Brighton Road between Anzac Drive roundabout and Bassett Street which with very little work could be a very pretty site for responsible visitors. No doubt there are many other areas close to the City centre that may also be worthy of consideration. We have been members of the NZMCA for some 20 years and have enjoyed freedom camping responsibly in many places. Whilst it is true that the NZMCA do have a site at Weedons, for members, this is some distance "out of town" and we envisage a site OWNED and managed BY CHISTCHURCH CITY COUNCIL which would be available to all who are properly self contained. Knowing the NZMCA as we do, I would imagine that they would provide help in the site's development, especially in regards to providing a dump point for waste and maybe other amenities as well. Many freedom campers to Chch are tourists and the city needs these people, I do not feel the council should be able to ban freedom camping completely but should be able to put in place areas that over night camping is not permitted, i.e New Brighton North Ramp, as I understand there have been many problems in this area.

No freedom camping in areas that have camp sites, ie Wainui, Akaroa, Duvauchelles. We are opposed to Freedom camping especially in areas that have public camping facilities available. We are concerned that 'freedom campers' frequently impose themselves in public areas, often with little reguard to the local community and compromise enjoyment of the environment. We pay rates on a property at Wainui where the YMCA operate a camping ground that the public have access to and should be using. No freedom camping should be allowed around the waterfront at Wainui.

Whether accidental or not, whether from freedom campers or not, travelling around the country I am saddened by the filth left behind in many formerly clean spots. We need to do all we can to regain the 100% pure image and keep our countryside clean. Unfortunately, Freedom Camping seems to be the only way for tourists to stay in Christchurch as more and more camping grounds are closed. I propose that we introduce more enclosed free camping spots in the city such as DOC has around the country.

This is my second submission, because in the first submission I made a huge mistake. Please throw out my first submission. When I looked at the Schedule One: Prohibited Areas (on p.15) for Akaroa, I did not realize there were two tiny exception within the prohibited red area. My first submission was based on my assumption that the entire area was red and therefore no Freedom Camping would be allowed anywhere within the perimeter of the outer red line. I didn't look past p.15. Then when talking with friends, the exception within the prohibited area was pointed out on p.32. Why on God's Green Earth, would the proposal allow Freedom Camping directly across the street from two businesses and on the same side of the street as the sport field? My first submission told of how shop owners had to pick up Freedom Camper trash from across the street opposite their business. This is the exact area that the proposed bylaw will allow Freedom Camping. To allow Freedom Camping anywhere on Rue Brittan is a bad idea. At the beginning of this proposal, the following statement is made "Prohibits freedom camping at areas of high recreation, commercial or residential activity, and high amenity value where access needs to be protected." Why would the Rue Brittan exemption even be proposed? I do not support the proposed Freedom Camping Bylaw if it contains the Rue Brittan

exemption within the prohibited Freedom Camping area.

Please throw out my first submission. I didn't notice there were exemptions within the Prohibited Areas (on p.15) for Akaroa. I don't understand why the Rue Brittan exemption is there. It is beyond my understanding as to why Freedom Camping would be permitted adjacent to the Domain and across the street from two businesses, one which a restaurant that has evening business hours. I do not support the proposed Freedom Camping Bylaw if it contains the Rue Brittan exemption within the prohibited Freedom Camping area.

I support the proposed Bylaw in the manner drafted. Last summer in particular saw extensive blockading of the Wainui foreshore by giant self contained holiday homes and live-in vans (I counted 23 such units on one occasion) and by the erection of tents/flies by family groups living on the foreshore. The effect was to convert a public asset into a private occupation, restricting access between the road and the beach for many day trippers, local residents and their visiting families.

- Rubbish left behind by freedom campers including human excrement, broken bottles and general items from their vehicles North Ramp often taken up with freedom campers while people just visiting the beach do not have the opportunity to park. The South car park is often full. - One of the best views in New Brighton is not a available to all as taken up by freedom campers - The free wifi at the library is used by them - no problem - however it is a problem if you try to access the foyer entrance to the building and it is full of freedom campers lounging around using their electronic devices. - Freedom campers (as a whole) do not give a good impression in any area especially one where they are so visible. - Having dinner upstairs at the Workingmens' Club is not enhanced by the antics of the freedom campers. - I have often observed freedom campers drinking in the liquor ban area (which includes the north ramp) and around the childrens' play area where the whale pool is. As the liquor ban is NOT enforced regularly this makes it even worse. - Traffic coming and going at the intersection of Hawke Street and Marine Parade is greatly affected by the coming and going to the ramp near that area. This is bad usually, but does not need freedom campers adding to the issue. - I have provided evidence to the council in

the past and attended a meeting but on both occasions felt that none of the above issues were listened to. As I am unable during the day, I will not be able to attend the hearing but would be grateful if the matters referred to above were taken seriously. When I attended the meeting at the CCC Linwood offices one evening (in June if I recall correctly), I mentioned the matters above and was made feel very foolish by Mr Jorgenson of the council who actually sniggered at my concerns. Thank you.

I understand there are specified areas where Freedom Camping is not permitted. I do not believe that Freedom Camping should be allowed in the car park beside the Sumner Surf Club or on Sumner beach where campers have been known to pitch their tents.

the Council needs to take a confident approach to banning freedom camping everywhere. Our region - and in fact all of NZ, is well-serviced by a range of accommodation providers - from DoC camp areas right up to fully-commercial operators. There is no excuse for freeloaders to thumb their noses at our establishhed facilities and then foul our environment. Freedom campers effectively 'take over' to the exclusion of others. Many other places around the world do not tolerate freedom camping - NZ needs to follow suit!

Essentially we are seeing the area of the North carpark in New Brighton turned into a non licensed camping ground which is totally unacceptable. Not only do we see people urinating but also we see clothes being hung out to dry not too dissimilar to a refugee camp. We have spent a lot of money on our property only to have the tone of the neighbourhood dragged down by beaten up old cars and vans parked up on a semi permanent basis as homes. As rate payers I think it is a waste of our money subsidising these people with the extra rubbish that has to be cleared and the extra cleaning to the toilets / change rooms when I would doubt very little if any of their money is going back into the community. There are plenty of camping grounds that could be used so I don't see why we should have to subsidies these people and have them detract from our living experience.

Freedom Camping Bylaw This is a written submission on the proposed new bylaw restricting freedom camping – I do not wish to be heard. This submission concerns Akaroa and Banks Peninsula in general (no consideration has been given to how restricting freedom camping in Akaroa will impact on the Outer Bays); it principally concerns non-self-contained freedom camping. The proposed designated site for non-self-contained freedom camping in Akaroa in Rue Brittan is poorly chosen: it will impact negatively on the businesses that operate in the vicinity (restaurants, cafes etc), as well as removing car parking spaces that patrons of those businesses would normally use. The charming Rue Brittan frontage onto the Recreation Ground is more or less the first thing visitors see when arriving in Akaroa; instead, they will be greeted by a row of ugly campervans. Akaroa depends on tourism, but freedom campers by definition contribute less to the local economy than any other type of tourist – in fact they have a negative impact on local campground businesses. Their presence parked up either in town or at other locations around the Peninsula may well deter other tourists from staying and spending. Instead, we – the rate-payers – pay to clean up after them. I submit that CCC should instead be proposing a bylaw that bans non-self-contained freedom camping on Banks Peninsula outright – i.e. restricts non-self-contained vehicles to commercial camp grounds. If CCC attempts to restrict freedom camping in Akaroa as proposed, this is likely to put more pressure on areas where there are no restrictions and where facilities are extremely limited. Here in Le Bons Bay, for example, there is no adequate source of fresh water for drinking or washing at the beach and our former toilet block, containing three toilets and a urinal, has been replaced (still being installed at time of writing) with a single toilet; disposing of rubbish responsibly, meanwhile, means a trip to the transfer station halfway up the valley. If the numbers of non-selfcontained freedom campers staying in the bay continues to increase then the consequences for our pristine environment will be disastrous. I would also like to see stricter control of self-contained freedom camping. In peak season, foreshores and beach carparks around the Peninsula are turned into impromptu van parks most nights; they are an eyesore for other visitors and locals alike and I believe they should be restricted to a single overnight stay only. CamperMate is a free iPhone/Android application which is used by between 7,000 and 8,000 tourists each day to find information such as designated free campsites. It has had over 100,000 downloads. Up until now, it's been difficult to provide accurate freedom camping information on the wider Christchurch area on CamperMate. We guarantee all our information is correct (we will pay their fine if they get one from our information being wrong) so we have been hesitant to display some of the sites to date. This has meant many tourists visiting Christchurch have moved into different areas such as Coes Ford which is displayed on the application. This bylaw gives us clarity around where specifically tourists can stay, so CamperMate is supportive of this bylaw. We look forward to working with the council and attracting tourists back into the city.

Freedom camping should be prohibited in Christchurch city! When I have travelled throughout NZ and the world the majority of places prohibits freedom camping. We do not benefit when we go to other places and we most certainly do not benefit from freedom campers in our city, around our homes. They are untidy, even fully self contained ones still overflow our rubbish bins. I don't believe if we are paying more for our rates, why should we still have to pick up after them- esp in new Brighton and along marine parade. Make them use camping grounds and put that money into our economy!

I would like to submit an opinion in regards to the proposal for the freedom camping bylaw. My partner and I lived in the united kingdom for several years, during that time we purchased a camper and traveled extensively through Europe including during the 2007 world cup in France. We found the attitude to freedom camping completely different to that of Aotearoa in that the community embraced the spirit of travelers and offered exceptional hospitality. We did not have a self contained camper yet found there was no stigma towards us if we parked on a beach or beside a road. Generally areas were set out where we could park and stay, these places were highlighted to tourists and would usually have toilet facilities and sometimes showers. In most places the showers and toilets would need a small payment of a few euros to be used. This practice was common and no one begrudged having to pay a small amount to keep the facilities active. The reality is locals were friendly and embraced the use of these spaces. I understand that some freedom campers do abuse the landscape and certain rules need to be in place, however I do not feel we should punish those who abide. The reality is people will always find a place to camp, so why not provide the facilities and a safe

environment encouraging good behavior? For myself and may others the option for freedom camping allows us to spend less money sleeping and more on the many tourist attractions available. I was younger when travelling trough France and the hospitality provided by the french people has driven goodwill towards them and the urge to spend more time there in the future. This is an opportunity to create a healthy safe and hospitable environment for travelers in the Christchurch region and I feel that the by-laws should reflect the need to encourage good behavior rather than punish everyone for the attitudes of a few. Because of the general abuse of freedom camping by a minority of campers, I oppose any freedom camping anywhere. The number of campers has reached a level that this minority creates a nuisance and a hazard to the general public. It is difficult for authorities to police freedom camping, and toilet waste creates a health hazard. Whether vans are self contained or not, freedom toileting seems to occur regularly in any area used by freedom campers. Litter is an annoying although less serious consequence, as are noise and disturbance to the general public. It seems to me that the simplest solution is to ban the activity everywhere. This is easy to police, and directs campers to campgrounds and holiday parks where they would have to go in most other countries, many of which have a far lower proportion of tourists to population than we do.

At all times in suitable areas but not as specified below My specific objection is the proposed site in rue Brittan opposite Vangionis Trattoria and the Peninsula Store. It is very difficult to find parking around this area in the tourist season anyway and this is going to add to the problem considerably. Often vans parked there now are too long and obstruct the traffic. I have no objection to campervans being parked on the parking area near the boat ramp.

I support camping in Christchurch as a gateway city to the South Island for travellers and to this end with a view to enouraging some time spent in CHC I think it worth while considering a longer stay, to include the possible night of departure. I think the self contained areas are fine, I think more thought and effort should be given to those not self contained, especiallial on egress, maybe all the reserves with toilets should be included for say a 2 night stay, most especially those on the west of town near the airport access We should not become Queenstown, we have something to offer and should, I am a 50yr old local who freedom camped in a contained vehicle for the first time, and having experienced the Queenstown local we do not need this in our town. We need to welcolme travellers and we need to take a long view, tourists are likely to return especially if the experience has been positive I would probably prefer to see more spaces made available for non contained campers and some facility put in on the summit road area (ie toilets) to showcase the city as a great place to stay For reference I'm 50yr old, professional, and spend a bit of my time as a local tourist

I don't support the council permitting freedom camping in New Brighton for a few reasons -there is a camp ground at South Brighton where they should have to go. Charge them a small fee to camp and use the facilities there. Its a win win situationhelps the camp ground out, provides a safe area for the campers and keeps Brighton a bit cleaner and the car park free for parking a car park is not a campground and should not be used as one. I have heard of people not be able to find a park there because the freedom campers are taking up car parks with their deck chairs and tables. Others not wanting to go for a surf and leave their car near them -if tourists can't afford to stay at a hostel(there is one in Brighton) or a campground maybe they should stay home and save a big more money before coming here. And yes I have travelled and accommodation is just another expense you have to budget for. And I wouldn't be able to freedom camp in their country but they expect to do it here. -as some of these freedom campers are working they can afford to rent a room in a flat. It is not ratepayers job to providing a free area for them to live and clean up after them -I was going to agree that self contained vehicles could stay for 3 nights but as there is no one to control this it just wouldn't work. I was told at the meeting I went to that the council

would be relying on the public telling them when they noticed someone had been there too long. I can't believe that is your solution -Brighton is trying to clean itself and its reputation up but between freedom campers and fisherman ruining the pier this is providing pretty hard - I don't mind freedom campers who are going into the what whats and bring all their rubbish out with them but it should not be allowed in the city or suburbs. -I have been told they bring money into the area-really . How? I doubt they dining out every night and supporting the local shops. After seeing a clothes line of washing hanging from a van in Seaview Road that lot weren't even using the laundrette less than 20metres away and then theres the rubbish. I meet a 75 year old woman last weekend who is regularly walking and picking up rubbish from the campers and the overflowing bins . Yes I know you will say you will put more bins in and empty them more regularly but why should rate payers pay for this? -and no one I have spoken to about freedom campers wants them in Brighton but will anyone listen? I doubt it

My main concern is around camping within built up areas. I don't think there should be any freedom camping with any vehicles where there is the option of a camping ground. Having neighbours, foot traffic and the general public passing freedom campers going about their business, I believe is incompatible with surburbia.

13 September 2015 Kia ora koutou, I'm writing this submission as a person who participates in freedom camping. I'm a new Zealander and I have been traveling/working around New Zealand for the last 15yrs. I travel to all areas of NZ on a 12mth period, usually stopping 1-3 nights at a time, and my vehicle is fully self contained. There is a common myth that we are bludgers and avoid paying our dues, but I would like to refute that myth. I don't use camping grounds because I have a little dog which is often not welcome and I don't like being crammed like sardines a foot from many other campers. I'm an artist and draw inspiration from the environment, especially sunrises and sunsets. I want to watch the sunrise over the beach or the lake, which most campgrounds can't offer. Although I don't support camp grounds, I do support many other businesses when I'm stopped in an area. I usually spend $500-1000 a week in the are's where I'm staying, and I make an effort to support the local businesses where I'm staying. Just last week I paid out over $1500 to local businesses in vehicle repairs and supplies. If there is nowhere to freedom camp I will move on to a place that has freedom camping and get my supplies/repairs done there. I really like to be able to stay in christchurch a few days on my way thru and if there are areas where I can freedom park without risking a fine I will stop and support local business while I'm there. Locals have an opportunity to enjoy being in chch environment any day of the year, but I only get to enjoy it for a few days a year, so I really appreciate when I can park up for a night or 2 and enjoy the night time environment as well as the day time environment. Many people believe we generate lots of rubbish but we are careful to dispose of rubbish wisely and often see locals dumping huge quantities of rubbish (especially those outside the collection area) which we get blamed for. Sometimes we are blamed for digging up grounds or creating noise, but again this is often the local boy racers who create the mayhem which we are accused of. In some of the areas where we freedom camp, people are grateful because we deter the teen hooligans from causing trouble in those areas. Although I get annoyed with non self contained freedom campers and the human dumps with loo paper flags they leave randomly scattered in public places, I do realise that those people also bring valuable tourism to NZ and I think Chch needs to begin generating more options for tourism now that it is well on the way to recouperating. Chch economy needs the financial stimulation that transient travelers bring to the area and I'm pleased to see that you are considering setting aside areas with toilets to accommodate those travelers as well. Just because there might be 1 or 2 travelers who might make trouble on the odd occasion, the majority of us are well behaved and sensible and it's important not to let a bad incident ruin the opportunities for other travelers to visit. There will always be people who want to use camp grounds rather than freedom camping so Camps will always have customers regardless of freedom campers. Finally I would like to compliment the council on considering how it can accommodate freedom camping because the benefits are valuable for christchurch community as well as for the people who wish to visit and spend some time in this beautiful city. This bylaw is ridiculous on so many levels . The North ramp in Brighton is one of only TWO small areas where the residents of the city can park their cars and watch the sea. I can't believe the Council thinks it would be ok to instead fill this area with camper vans . Where will the locals go to see the ocean?????? Esp the elderly , infirm etc. I live in New Brighton area and have seen the daily rubbish and excrement left behind by vans parked up . I am totally opposed and think it is a nonsense to even contemplate this activity when there is a good camping ground situated at South Brighton. I can't understand why the CCC does not take advise from other Councils who have banned this camping and who have had no regrets The lack of attention from the Council out in Brighton area as regards rubbish bin emptying , park clean ups ,beach rubbish removal etc suggests that the Council is already struggling to maintain this area so why would they think they can manage and control freedom camping . I think the Council will get a constant stream of complaints from fed up locals if this goes ahead . a resounding NO from myself and my family.

People will always abuse the right to freedom camp. If it is illegal everywhere, they will still do it, but they will be more circumspect and will not stay as long. I hate it when all the car parks by the beach are taken up by these free-loaders. They seem to do nothing but sleep, cook, drink and leave rubbish, (and worse). The councilowned camping ground in South Brighton is being closed down at the same time as we rate payers are providing facilities for these people. Glen Livingston wants us to do more for them! He should take a reality check.

Great to see it clearly marked out where freedom camping will be allowed for self contained vehicles. It would be good to see waste disposal areas marked on these maps for self contained vehicles to responsibly empty their grey water tanks. Christchurch does not seem to have as many public waste disposal places post earthquake, so planning is essential for people heading into the banks peninsula area. The same would go for providing drinking water facilities as Akaroa is drought prone so people need to plan ahead. We regularly travel throughout NZ in our campervan with 3 young children and we have found Christchurch/banks peninsula (our home area) to be one of the places where its has been difficult to find information on what is allowed and what facilities are available, so this will be well received by many self contained vehicle owners.

My concern is for all the homeless people this will affect, people though no fault of the own don't have housing because of the cost. Your bylaw is going to hit them with a 200 dollar fine because they weren't fortune enough to have housing. Its by no fault of there own they have no where to live there's thousands of homeless people in Christchurch that sleep rough in cars, van's or outside in the cold. I know from experience what's its like to be homeless not much fun. it's all well and good to put there's bylaws in place but nobody's thinks of the less privileged people. In case you didn't know rents are a ripoff in Christchurch. Before you pass the bylaw be aware there are people who dont have housing and have no other option than to sleep in vehicles.

I wish to submit a concern about freedom camping in parking areas that have no ablution facilities. I have been raising this same issue with Council for the last 3 or 4 years and understand that a Committee is now hearing submissions on this very issue. From the little that I have been able to read from the draft new bylaw, it seems that the Robinsons Bay picnic area, near the wharf, the matter subject to this submission, in not proposed to be included in the new Bylaws. I have a holiday house in Archdalls Road, Robinsons Bay, and immediately opposite to me on the main road that leads into Akaroa is a parking area, reserve or vacant lot. This large parking area near the wharf in Robinsons Bay is used by boaties, families enjoying picnics, day tourists stopping for a break or refreshment as well as freedom campers. It is sign-posted as a picnic area. Most freedom campers are in vans but a few also tent overnight. Most of the vans that overnight in this vacant lot, as well as on the roadway/track that leads to the wharf itself, do not have in-built toilet or washing facilities. Vaners and campers are left with no choice but to use the surrounding areas as their toilet. Families enjoy the immediate area as a picnic area as well as it being a popular boating area, both in launching small craft and jet skis, but also in related water recreational

activities. Surely we have health and environmental issues and concerns if people defecate in the immediate areas to this vacant section/picnic area. There are NO SIGNS erected to indicate to vaners whether they can or cannot park there overnight. A small sign indicates “no camping”, clearly ignored by camping van tourists. I note now that in Akaroa at the rear of the Recreation Ground are 2 types of signs, one prohibiting over night camping whilst the second sign indicates “Overnight permitted, self contained only”. Could not this latter sign be erected in this Robinsons Bay Reserve area? In areas like Wainui, toilet facilities exist, so residents in these areas do not have similar concerns. Whilst I live permanently in Australia, I holiday every summer at our Robinsons Bay property. Email contact is my preferred contact. Unfortunately I was not able to be present at recent meetings to make a submission in person. I request Council revisit the draft Bylaw and include the Robinsons Bay reserve/picnic area, near the Robinsons Bay wharf, as a restricted/prohibited freedom camping area for vans with no inbuilt bathroom facilities.

I'm an immigrant. I moved here after 3 two week long bicycle trips and one car camping trip. We covered all of the South Island and Wellington. We never freedom camped. We paid for campsites and disposed of our waste and trash properly. Too many freedom campers refuse to make the same effort. I have no problem with self contained vehicles (food and toilets) using designated sites. I have a massive problem allowing shirkers in non self contained vehicles avoid paying for the disposal of their waste and the upkeep of the scenery they are here to visit. It is a privilege to visit my adopted country and the courtesy should be given to respect it by visitors -- as I was and did. If these people refuse to visit NZ because we have reasonable boundaries, good. These are the types that give NZ a bad reputation and the vast majority of visitors expect public areas to be properly maintained -- and uphold the status that brought them here in the first place. Don't make it too easy for these cheapskates to abuse our city and region.

To whom it may concern, I would like to see certain areas set aside for freedom camping. Not all overseas travellers and even the local Kiwis can afford the high camping ground fees that are being charged here. Around the Christchurch area there is a shortage of camping grounds anyway. Most of these camping grounds are full of permanents since the earthquakes. A lot of these young travellers are not rich and like to freedom camp. The ones I have met take away good memories of New Zealand but are very critical of the facilities here. I have travelled around Australia freedom camping for a number of years. Good facilities and most areas welcome you with open arms. My thoughts are that the councils here are not providing enough facilities for freedom campers such as toilets, washing facilities and showers etc. There is a lot of vacant land in these areas which could be used for these freedom campers. A few facilities is not going to cost that much. These people spend quite a lot of money during their stay so come on Christchurch people and Council, set aside some areas and facilities for them at a small fee. Caring freedom camper

Freedom camping is an important asset to retain for local people, not just tourists and visitors. Locally it is important that people can legally park for short periods of time, several nights, in vehicles that may not be fully self contained. It is important that they effectively manage their waste but this does not necessarily require a self contained vehicle e.g motor home with bathroom, as long as responsible waste management practices are followed.

I strongly believe that non self contained freedom camping should be banned completely. If visitors to our region don't have the money for a paid camping site they shouldn't be here at all, we don't need that sort of tourist, which will cause problems and not bring any revenue in to the region. I'd even go so far as to say that international tourists that are caught doing this should be told to leave the country and not come back. The only group of people that should be allowed to do this for a night or two at a time are earthquake refugees, as there are still heaps of homeless due to the quakes.

I think freedom camping shouldn't be allowed in any residential or waterfront areas. In the past our neighbourhood has lost it's feeling of security when freedom campers occupy the carparks, leave their rubbish, and using facilities in Middleton Park. Many school children walk through the park to and from school, and many women use the park alone recreationally (eg jogging). From my family's experience freedom campers detract from our enjoyment and feeling of security when in our neighbourhood. I also am frustrated as a rate payer to have had the experience of not being able to access Sumner beach carparks in summer due to Freedom Campers (mostly tourists in non self- contained vans) occupying and littering theses prime spots. When Christchurch rate payers are paying ever increasing rates bills why should CCC be giving away use of and enjoyment of local facilities for free to Freedom Campers? We are in a user pays society. Let Freedom Campers park in existing designated areas (eg Coes Ford) or they can pay to stay in Holiday Parks.

Especially Rue Brittain: The new law would take away all the parking for the shops & restaurant & council in that area. And looking out of restaurants and shops to campers in their nighties, preparing their breakfast, brushing teeth, washing hair and chucking their grey water on the road - all examples from last season - that will hurt the businesses in that area. And what would our cruise ship guests think, sitting in that area for a coffee and having as view .... campervans. Also how to deliver goods, when the parking there is all gone? Its hard in the heights of summer to find a parking spot near the Recreation Ground anyway, so please don't make it harder. Why not allocate the single parking spaces at the boat park, the one directly by the waterfront (12 parking spots) and the ones between boat park and Rec ground (8-10) to overnight campers, built a decent facilities block and charge $ 5 for using the facilities? At least that would make some money for the built. The boat park is frequented a lot for 6 - 8 weeks a year, a little for the rest, maybe a solution would be 'no overnight camping' for that period of time, but for the other 10 month? And for the rest of Akaroa: I wouldn't like to have a Freedom camper parked overnight in front of my house/building. Would you? A lot of residents and holiday makers are here for

the view, so that would make 'renting out holiday homes' or 'selling real estate' more difficult. Why not have a specified area, not in the residential area, with facilities to use and a $ 5 charge like a DOC campground (honesty system or coin feeder)? There are a lot of campgrounds in and around Akaroa anyway. Onuku Marai: This new law would mean, that residents there can't access for example their driveway anymore because with the new law Freedom campers can park there. Also there will be parking in front of every house at the Marai. There are families living there! Please don’t just let big Freedom Camper vans park in front of private houses. ‘No camping’ signs are often ignored anyway. We’ve had all kind of rubbish left behind so far at Onuku, empty bottles, toilet paper, other rubbish and human faeces wrapped in tin foil for example (which I hit with the brushcutter, imagine). 6-8 weeks boat ramp use – maybe no campervans overnight in that time in Akaroa and all the other times free to use for a limited amount of self-contained freedom campers would be a solution, wouldn't it?

please see solutions contained in our submission Thank you for the opportunity to submit on the Christchurch City Council’s Proposed Freedom Camping Bylaw. Akaroa District Promotions (ADP) does not discriminate with its visitors; we welcome freedom campers in Akaroa. The value of the tourism sector to our community is significant and we all collectively enjoy the benefits derived from this very important source of income. Whilst we welcome all visitors to our region, we do so with a caveat - that visitors respect our environment and make use of the facilities provided. This is especially important for freedom campers. We want to acknowledge that in our experience, most campervan visitors are responsible and respectful. Many visitors to our region are New Zealanders experiencing their own country, at their own pace, by campervan. They are largely self-contained vehicles and both domestic and international visitors travelling this way tend to use the money they save on accommodation to spend on local activities, retail and food and beverage offerings. They are an important contributor to our economy. Our submission is solutions-based. We want to work with Council, with businesses and with the community to ensure our environment, township and public/shared spaces are respected. Currently we produce an information brochure specifically targeted to Motor Caravan Drivers, Campervans & Freedom Campers, offering comprehensive

information on the region’s camping grounds, waste dumps, recycling, driving conditions and amenities. To support this, we also suggest: • Establishing an area to accommodate freedom campervans. We would like to propose the parking area at the Recreation Ground as a possible site. This offers a simple, immediate and low-cost solution. This area offers a safe, visible area suitable for both large vehicles and communal travellers; it is easily accessible and does not impede traffic flow; it does not impact residents’ and businesses views/access; and importantly, it is close to amenities (toilet block, rubbish/recycling, picnic tables). To support this proposal, we would work with Council to establish signage outlining any conditions/requirements – to clearly mark out designated overnight parking areas/excluded areas; directional information (eg to amenities) and a point of contact (website or phone). Additional amenities: a simple washing facility (for grey water activities like dishwashing); extra rubbish/recycling facilities (eg near the skate park) would also benefit this proposal and remove any perceived barriers to ‘doing the right thing.’ The cost of some of these ‘extras’ could be offset by the installation of a secure donation box inviting donations from campers to enhance the local environment. • Making better use of communications channels (particularly social media) to advise and educate visitors about the facilities available for travellers in our region. ADP is passionate about our region. Our members offer visitors world-class accommodation, activities, food and hospitality. We take pride in our responsibility to be good hosts, to present the town and surrounds to their utmost potential, whilst ensuring we do not adversely impact the needs, views and experiences of residents. Our future relies on the sustainability of the tourism industry. By supporting the needs of all visitors to our region, including creating and maintaining appropriate services for freedom camping, we are helping to secure the region’s economic and environmental future. We oppose the proposal to provide for freedom camping adjacent to the northern end of Akaroa's main business area and consider that it isn't necessary to provide for this type of activity when a camping ground is located in such close proximity to this area and is able to meet the needs of freedom campers. The other key areas of concern are as follows: a) loss of amenity, including issues of rubbish, noise, disposal from campervan toilets, waste issues, lighting of fires; b) perceived loss of security and/or intimidation arising from freedom campers being located close to community facilities such as the park and public toilets; and c) loss of car parking spaces for local businesses.

The bylaw specifically prohibits freedom camping at areas o f high recreation, commercial or residential activity, and high amenity value where access needs to be protected. These areas include ...... ..Akaroa main business area ..... ..

Split by the beach Akaroa has two main business areas, one at the northern end o f the village, the other at the southern end. Together they form the backbone o f the

Historic Town Centre. Both areas have several retail outlets and cafes/restaurants.

Additionally in the northern area there is the bank, Information Centre and Post Office, Museum, Four Square, two backpacker buildings, butcher shop, garage, and Heartland premises; essential businesses for the community, holiday home owners and visitors.

Immediately across the road and adjacent to the proposed area in question, Rue

Brittan, there are two restaurants, two cafes and a retail outlet. A ll four eateries in this

part o f the northern main business area provide outside seating for customers which in the instance o f one o f the cafes and restaurants is a matter o f only a few metres across the road, now much narrower because o f angle parking, and for the adjacent cafe and restaurant only a few metres more. Not only do campervans block out the views through the trees and across the Recreation ground, (Domain) washing has been strung between the trees and tents

erected on the Domain. The proposed designated area, directly on the boundary o f the Recreation Ground, is an open invitation for use in this way. I have also observed that non-self contained camper van occupants use the back o f their campervans for tables and this is a traffic hazard on Rue Brittan, a convenient and heavily used route for trailer boats going to and from the trailer boat parking area bordering the we tern side o f the Recreation Ground.

Provision for parking in general for the whole of the northern main business area has been (and still is) an ongoing and growing problem. In acknowledgment o f the degree o f the problem at the time in the area in question, Council (BPDC) many years ago provided angle parking on Rue Brittan to lessen at least in part the lack o f parking in the area. To date the angle parking has consistently been used day and night

throughout the year for much needed general public parking

Council is now proposing to eliminate completely parking by the general public on the area in question, creating instead monopoly parking for non-self-contained freedom campervans for continuous stays o f up to three days, for all o f the angle parking on Rue Brittan. Given the prevailing pressure on parking in this area I find the proposed re-designation a staggering concept.

I would like to start by a statement: Restriction happen after a small amount of the population complain (mostly for their own comfort (blocking their view, not liking seeing campers park there, creating traffic at the boat ramp (only for a very short period...) and it is unfortunate that only this side make things moving. Akaroa is only in full swing for a few month. I however agree on the fact that some restriction have to be applied as to keep Akaroa attractive to every body and understand that pleasing every body isn't an easy task. I am bit concern as I feel like their is a big restriction for non self contained camping as where they can park. Putting yourself in their shoes, they are here to enjoy the area, the scenery and I guess enjoying nice sunset or sunrise from their "camping site". I have to say that the area near the recreation ground for non-self contained is not huge, limiting the number of campers. Those that would not fit would find another spot, outside Akaroa, on some roads such as lighthouse road and park on the side of the road. I drive this road as a tour operator and have found human waste at photo stops. Not a good look for Akaroa. I believe one of the solution would be a DoC camping ground in the area or council camping ground for very cheap. These tourist have already spend a fair amount of money hiring their vehicles, they will not spend more on accommodation, a few dollars but not $20 or more for facilities they already have on board of their vehicle. Another

solution would be a dumping station specifically made for self contain and non self contain (a dollar or two to use would bring a small income). The one already in place by the recreation ground is, in summer, hard to access as the boats, swimmers… use it permanently. I suggest that the dumping station be instal by the jubilee park where self contain are already allowed to park. Remembering the desire of campers to enjoy their stay, the Jubilee park is not a great place, the view and the memory that the campers would keep of their night(s) in Akaroa wouldn't be as nice as if their were by the water or surrounded by trees or high up embracing Akaroa harbor and hills) so another area could be thought of. Kindly.

We are members of the NZMCA. This organisation requires its members to have Certified Self Contained vehicles to remain a member; of course CSC is available to all caravan/camper/mobile home owner/operators including commercial operators. Firstly the criteria the Council applies to Freedom Camping needs to differentiate between those vehicle that are CSC and those that are not in granting access to camp/parking sites. Secondly the Council should consider investing in a central city area designated caravan/motor home parking site with all the appropriate facilities for both CSC vehicles and those without. This would reduce the 'park anywhere' mentality of many. Thirdly a designated site at New Brighton is also needed for same reasons. Freedom camping cannot be legislated (or wished) away and any attempt to exceed the restrictions contained in the Freedom Camping Act will be contested by the NZMCA as the Westland D.C. and others can attest. Freedom Camping Bylaw I wish to make the following submission in regard to the above proposed by law: I believe there should be no allowance for Non self contained campervans to stay anywhere other than proper licensed camping grounds. To allow them any leeway as to staying anywhere else simply invites contamination of the surrounding area where they decide to camp for the night. The proposed bylaw should be changed to have similar standards set as the Queenstown Lakes District have in place. I fail to see why we should encourage freeloading by people who do not choose to hire a vehicle with toilet facilities. . If any of us were to travel in Europe (where I believe most of these travellers come from), there would be no way that we would be able to freedom camp. I fail to see why we need to lower our standards in the belief that if these people, who have made a conscious decision to hire a vehicle which is basically inadequate for freedom camping, would not come to visit our 'clean & green' country if they were not allowed to camp up anywhere for the night. It is my understanding that some of the companies hiring these vehicles state in their information (either on-line or with the information provided when the vehicle is collected), that they are not suitable for freedom camping away from any toilet facilities but they have no power to enforce this. It is therefore the responsibility of Local Authorities to set the bar on this and I urge the Christchurch City Council to do just that. Yours sincerely

I adopt the submission of the Carnaby family presented through Duncan Cotterill in August 2015 and also the submission made by J&G Dunkley. My additional comments relate to specifically to the proposed use of reserve land adjacent to my property. Much of this land is low-lying, very soft, and prone to flooding (see attached photo). Some of the land is also not readily accessible from public areas. This makes it inherently unsuitable for use for any form of freedom camping, but especially self-contained freedom camping involving vehicles. For these reasons and those articulated by the Carnabys and Dunkleys, the areas adjacent to the dwellings (designated as Area A in the Carnaby submission) should be designated as an area where freedom camping is prohibited. I also agree that the area where freedom camping is permitted should be signposted to show how many campers are permitted in the area at any one time and for how long.
