PILOT PROJECT RATI,ONALE (ExECUTIVE SUMMARY)

The Fresno County Main Jail is anew generation podular style, ,10 story facility, wit~ 4 floors dedicated to housing ;nmates. Each housing floor consists of 7 individual pods. Six of the seven pods each has 16 separa te sleeping quarters wi th 8 sleeping quarters on the day room levEll and ~ ,sleeping quarters on the mezzanine level. One pod has 10 separa,te ,sleepiIlg quarters I all on a day room level, which houses administrative segregation inmates. The Fresno County Sheriff' s Department proposes the following pilot project for the Main ,Jai'l: 1. All general population housing pods, (16) will ,be operated as dormitories, with private sleeping quarters" that will be triple bunked. This will :result ip256 private sleeping quarterll with a total of 768 general population beds,. 768 beds 2. All special handling population housing pO,ds (8) which will consist of 128 double bunked cells for a ,total of 256 ,beds,. 256 beds 3,. 40 cells will consist of a single bed which will be utilized as single occupancy housing units for administrative segregation inmates. 40 beds TOTAL

4. Ail housing units shall conform to the requirements of Title 24, Section, 1013 (c) ,1;. Water Closets/Urinals . (Rev. 1994) 5. General Populatl.on hou'sinq unit pods shall provide three (3) showers, to 48 inmates on a 24 hour 'per day basis. Special Handling population pods will provide for two (2) showers for each 32 inmates on a daily basis, ,.'Administrative Segregation population pods will provide' foron'e (1) shower for each 10inmates on a daily basis. 6. Addi tional staff and supervl.S1onwill be added to ,ensure the 'safe and secure operation of, the :facility and ,staff will be proy:ided.

This pilot project shall"be implemented, with approval of The United State District Court 'Eastern District o'f California. The Fresno County Sheriff's Department. shall ,monitor the project and submit monthly reports to the Board of Corrections fQr a period of' 18 mOnths after implementation of the pilot proje,ct, This pilot project is submitted in response to the Board of Corrections p_lCUlned revision of Ti:tle 24 Standards to become effective January 1., 19.94. Section 13..,102'(c) 6(b) 6 - Single/Double Occupancy Cells Section 1013(b)8 -Dormitories Section 1013(c)1 - 'Water Closets/Urinals _This pilot project meets the requirements of Ti:tle15, Section 1107., in th,at its purp,oseis to. study a new building system and/or desi:gn. This proposed system model utilizes a objective inmate classification sy~tem .combined with multiple housing choices to assign single celling, double celling, or triple dorm s,tyle celling, in addition to the, more simplistic minimum, medium, or rnaxirnuin security designation. This system take.s full advantage of the multiple hous.ing choices that are inherent in, the Main Jail Facili:ty's design, and our ability toassi,gn compatible individuals to, various housin,g units. . The buildi~g design model proposed is a new gene;-ation podular housing confiqurat1'on. Each General Population Pod contains 16 privatized sleepingquartElrs (PSQ), and each containing 10? square feet of floor space and 11 foot ceiling height. Each (PSQ) opens into a large common day room.,. Inrna,tes shall, have coritinuous access 'to the day room. By design, there is continual unobstructed direct visual observation of.all areas' of the day room and a, portion of each (PSQ). Each ,I1S.Q. has. an, intercom system which is. constantly monitored by security station staff. It is proposed ,that each double bunked PSQ will have an upper as well ,as a lower bunk which shall fully-comply' with all requirements of Title 24 Section 1013 (c)5 . The triple bunked I?SQ will have three bilnks, an'upper, a lower, and a middle bunk which shall ,fully comply wi thall ,requirE!J!lE!n.ts o"f Ti tle24 Section 1013 (c)5. This bunking plan will allow for the housing of a rnaxirnuin of 32 inmates in double bunked. pods, and 48. inmates ,in triple bunked pods. ',' The single housing in double bunkeci sleeping quarters will be available for special handling inmates .. An additional forty (40) single bunked sleeping quarters will. pe rnainta:i,ned for adrni'nistrative segregation inmates . GOALS OF PROJECT

This pilot project has three goals:

I. This prqject allows the-optimum utilization of the. most modern of the Fresno.County correctional facilities, ratherthat the under-utilizatio.n of this facility and continuing reliance on' the maximum use of the much older South Annex Jail.

II. This project will demonstrate that a objective classification system combined with a physical plant that .allows multiple housing choices,enables a correctional facility to supervise .inmates more safely and efficiently than a housing system based solely on maximum/medi!Jm/minimum security definitions.

Iii. This pilot projectallows tor the mostfllnctional useofstaff resources, in as much .as it is more efficient and effective to .add staffto the Main Jail in order to accommodate a large number of inmates than any other of the Fresno County Facilities, In addition, the medical fi'fcilities in the Main Jail are the largest ahd the most modern, and it is a superior use of medical and .r:nenta,1 health staff to concentrate theirresQurces at this facility which would house the most inmates .

DESCRIPTION OF THE FRESNO COUNTY DE,TENTION SYSTEM The Fresno County detention system is comprised of five facilities . The Main ,J'ail, the North Annex,J'ail' ~nd . the South JUlnex Jail are currently the sUbject of Federal Cour.t Action. The Fresno County system is presently operating with a local Superior Court Population CAP of 785, inmates in the South Annex Jail. The system is also operating with a temporary :i.njunc,tion. allowing the increased capacity of up to 1195 inmates in the -Main. ,.:rail,. A CAP of 2197 inmates in the three downtown jails (Main ,J'ail = 1064, South Annex Jail .. 701, North'A,nnex J:ail ,= 432) will be proposed to the Federal Court. A CAP of 432 for the North Annex Jail has been ordered by the F,ederal Court in a ,permanent stipulated agreement, wi th th'e CAP, still under discussion for the South Annex Jail, and the CAP in the .Mail Jail' contingent upon approval. of this pilot project.

This isa new generation podu1ar style facility initially opened and occupied in July of 1989. (See Attac.bment "A~') Within this facili ty there are four housing floors. ,Each housing floor has 7 individual pods. Six of tlie,7 pods has ,16 separatE! ,sleeping quar.ters with 8 sleeping quartets .onthe day room level and 8 sleeping qilarters on theme~zanine level. One pod has' 10. separate sleeping ,quarters, all on the day room level,. (See Attachment "BI" and "BZ") Each sleeping quarter. is 105squ,are feet adequate to. house 3' inmates under 1988 standards. Each (PSQ) has i1 foot ceilings, a toilet and wash, .basin along with ,stora.gE! space for 3 inmates. :Each (PSQ) contains a desk and stool with lighting controlled by the inmates. (See Attacilment "e') Each pod, has a day room area with a coffee pot, television, tables and seats for all inmates, showers, and stationary isometric 'typ,e' exercise eq1i.ipmentmounted to. the.: wall. Each floor also has a, group of 10 separate individual sleeping quarters ('single ce11·s). Each floor ha,s Slilcurity' control room, an indo.or inmate activities room, and an indo()r gym containing exercise equipment and recreational 'library -rna teria1s.. Access to the outdoor roof tOP exercise area is via a remotely controlled elevator system. housing floor security control room, T!lese officers are responsible for routinely doing direct checks of~ach housing unit" inmate movement to court and attorney interviews, s~pervising the deiivery of meals,medical services" exercise and all o,ther inmate services. 2.

BORTH ABBEX JAIL MINIMUM-MEDIUM FACILITY

This isa new, podular, dortnitory style facility . It consists, of a single housing floor with 19ix pods and a single COllll1On use indoor-outdoor ,exercise yard that contains universal type weight machines,isometric type exercise equipme,nt, and a singl~ basketball area. There 1:S also a inmateactivitie_s, r9c;)m. On t~is~ousing floor is a security control center 'that is staffed at a1l times, '24 hours per day by one officer. There is direct visual observation at all times into each h,ousing \lnit exercise yard from the security control center. Each 'housing pod has stationary isometric type exercise equipment installed,ip.the day room area of each pod. On both th,e 'Day Watch (7am-3pm) and the Evening Watch (3pm-llpm) there "are thre~ (3) correctional officers assigned to sta_ff the floor activities of this ~acilityin addition to the one officer in the Security Station. On,the Night Watch (llpm-7am) there are tw:o (2) cO,rrectional offic,erli assigned to staff the floor activities of this facility in addition to the one officer in the Security Station. ,They are responsible for the perfo_rmance of direct security checks of each housing' uni,t, inmate movemen t, supervising the delivery of meals, medical service, and all other inmate services. Inmates assigned to this housing facility are authorized access to daily exercise, both,w,ithin the individual pods, and also daily for a one hour period in, the indoor-outdoor gymnasium. As describedabo,ve, pod has two, levelS, a ground floor and ,a mezzanine level. Each has a day room, with tables and seats for all inmates. Each, revel has a television. All showers, toilets and sinks for ~ach pod are contained on the mezzanine level. Each :pod contains 12 free standing triple bunked sleeping units on both the ground and themezz_anine levels. Each ,pod contains four (4) telephones ,'has 4,950 square feet and contains four (4) desks and stools and an ,intercom system whichi,scontinuously ,moni,toreci by the security control center-. This facility is currently Board of Corrections rated at 288 beds', but a ,stipulated, ilgreementin the Federal Court Action has resulted in an agreed upon non-rated capacity of, 432. 3.
