This Co lorado Crime Victim Services Directoryll was compiled by the Department of Public Safety's Division of Criminal Justice, and was made possible through the Colorado State Victim Assistance and Law Enforcement (VALE) fund. The directory contains approximately 700 listings. II



The last decade has been a time of tremendous growth for the Victims' Movement both at the state and national levels. The state of Colorado has enacted a number of critical pieces of legis7ation including the Crime Victim Compensation and Victim and Witness Rights Act, and the Assistance to Victims of and Witnesses to Crimes and Aid to Law Enforcement Act . At the national level, Congress enacted the Victims of Crime Act of 1984 which provides additional support to both of our state victim programs. These important programs have greatly increased our ability to provide necessary support to crime victims by assisting them in their efforts to reCOl-'er from the effects of crime victimization.

The contents of thi s di rectory represent the compil at i on of i nformat i on from many sources. The Department of Public Safety's Division of Criminal Justice. requested information from all agencies and organizations known to serve crime victims regarding their efforts. Additionally, requests for information were sent to all agencies of the United Way that did not appear on other mailing lists. The directory was also cross-checked with existing lists and directories that were available from individual Judicial Districts, the Colorado Organization for Victim Assistance, the Colorado Domestic Violence Coalition, the Colorado Coalition Against Sexual Assault, and other possible service providers, including hospitals and community mental health centers. Information regarding National Victim resources was obtained from the National Victim Center and the National Organization for Victim Assistance. OVERVIEW OF STATE AND NATIONAL CRIME VICTIM "LEGISLATION



STATE LEGISLATION Since 1981, the General Assembly of Colorado has made significant efforts to address the needs of vi ct ims of crime through state 1egi sl at ion. Colorado's Crime Victim Compensation and Victim and Witness Rights Law (24-4.1-100.1-207 and 24-4.1-301-304 C.R.S.) and the Assistance to Victims of and Witnesses to Crimes and Aid to Law Enforcement (VALE) Act (24-4.2-101-111 and 24-33.5-506-509 C.R.S.) have greatly increased the resources available to victims of crime. Colorado's Crime Victim Compensation law provides for direct financial assistance to victims of crime, as outlined in the statute. The VALE law created a funding mechanism for the enhancement and creation of services for crime victims and for monies for law enforcement to ensure that victims receive the highest quality of service possible. The Victim and Witness Rights guidelines define the expectations of the legislature concerning the treatment of victims and witnesses by 1aw enforcement agencies, prosecutors and judges.



The Victim 'Compensation and VALE programs are generally administered by the District Attorney's office in each Judicial District. Please see the Prosecutor Based Victim/Witness Programs in the Quick Reference section for the name of the contact person in your area.

NATIONAL LEGISLATION In 1984, the U.S. Congress enacted The Victims of Crime Act (VOCA), Public Law 98-473, Title II, Chapter XIV 42 USC 10601, as amended by The Children's Justice and Assistance Act of 1986, Public Law 99-401; and The Anti-Drug Abuse Act of 1988, Public Law 100-690, Title VII, subtitle D. Individual states, who make appl ications to the Office for Victims of Crime and are approved, receive funds for crime victim compensation and for victim assistance programs based on the formula that is prescribed by the national law. The formula gives priority to providing monies for crime victim compensation. A small portion of VOCA funds are made available for child abuse prevention and treatment grants, services to victims of federal crime, and for grants to Native American Indian Tribes to enhance prosecution efforts in the area of ch~ld abuse. The remaining funds are utilized for crime victims assistance'grants to the individual states. Federal Victim Compensation and Federal Victim Assistance funds received through VOCA are administered by the Division qf Criminal Justice. SERVICE PROVIDER OVERVIEW





For the purposes of the Directory, we have assigned each provider to one of the following categories: Chief Judges, Child Victim Programs, County Departments of Social Services, Community Mental Health Centers,. County Sheriffs, District Attorneys, Domestic Violence Programs, Hospitals, Law Enforcement Victim Assistance Programs, Other Programs, Police Agencies, Prosecutor-basedO Victim/ Witness Programs, Senior' Programs, and Sexual Assault Programs. Information regarding State Legislators is included in a separate section. The following definitions are provided only to give a general idea of services which may be offered. Services may vary from program to program. Programs in the "Other Programs" category have been briefly explained throughout the directory.

CHIEF JUDGES: The Chief Judge in each Judicial District is appointed by the Chief Justice of the State of Colorado. The Chief Judge is the administrative head of all district and county courts within the Judicial District. (This is not true in the second Judicial District due to the fact that Denver is both a city and a county, a different organizational structure exists.) The Chief Judge provides direction in many areas including but not limited to: the role of the chief judge, administration of the courts, assignments of judges and scheduling. The Chief Judge is the appointing authority for local Victim Assistance and Law Enforcement (VALE) Board members.

CHILD VICTIM PROGRAMS: Programs specifically serving children are contained within this category. Many of the other program categories may serve child victims within the context of other service areas. This is particularly true in the area of Domestic Violence.

COUNTY DEPARTMENTS OF SOCIAL SERVICES: County Social Service agencies generally assist citizens who are in need either directly or through referral. Services offerf;d are in accordance with county, state, and federal programs. Services may include income maintenance, aid to families with· dependent children, old age pension assistance, food stamps, child protection assistance and investigation, child and adult welfare services, occupational training, and day care. Economic and personal self sufficiency are ongoing goals.

COMMUNITY MENTAL HEALTH CENTERS: Community Mental Health Centers generally offer a comprehensive range of information l education, prevention, referral, intervention and treatment for children, adolescents, and adults as well as 24-hour emergency mental health services. Community mental health centers may offer some services on a sliding fee scale. The cost of services may be determined by factors including the client's income and family size. For the purposes of the directory, we have listed the name and address of one main community office rattier than all satellite offices.

COUNTY SHERIFFS: There are 63 County Sheriffs in Colorado. The county sheriff is an elected law enforcement official serving a four-year term. In addition to county-wide law enforcement dJJties, many county sheriffs are also responsible for the administration of the county jail facility, which may include transporting prisoners to and from court; assisting with courtroom security; and addressing the more long term needs of prisoners incarcerated at the county jail.



DISTRICT ATTORNEYS: There are 22 Judicial Districts in Colorado. One District Attorney represents each Judicial District. The District Attorney is elected during a general election to serve a term of 4 years, and is primarily responsible for decisions regarding criminal prosecution within the Judicial District. The office of the District Attorney is also responsible for the administration of the Crime Victim Compensation Program and generally provides administrative and legal support to the local Victim Assistance and Law Enforcement (VALE) board.

DOMESTIC VIOLENCE PROGRAMS: Domestic violence shelters and programs serve victims of domestic violence. Types of services provided may include 24-hour crisis lines; shelter homes or safe housing alternatives; individual and group counseling for adults and children; courtroom support and advocacy; and legal assistance. There are several programs in the state that address the treatment needs of domestic violence perpetrators, participation in such programs is often court ordered. Within this category, we have also included programs within District Attorney and City Attorney offices that are specifically designed to address this issue.

HOSPITALS: The Department of Justice, Office for Victims of C(ime estimates that Hospitals are the third most likely institutions (after law enforcement agencies and prosecutors offices) to have contact with victims of crime. Hospitals often have a dual role with crime victims in providing medical treatment arid in assisting in the evidence gath-ering tasks of the law enforcement officers. We have only included non-profit institutions in this category.

LAW ENFORCEMENT VICTIM ASSISTANCE PROGRAMS: Law Enforcement based Victim Assistance Programs exist in many poli~e agencies and sheriff's departments. Types of services provided may include 24-hour on-call crisis services; hospital support; education regarding the criminal justice system; referral to the appropriate agencies for long term assistance; death notification; community education on topics related to crime victimization; information regarding crime victim compensation; and information regarding case status.

OTHER PROGRAMS: Programs that do not fit into any of the broad categories have been assigned to this category and have been explained throughout the directory.



POLICE AGENCIES: There are a variety of types of Police Agencies in Colorado. Departments range in size from 1 man departments in small communities to those of more than 300 staff members in large urban areas. The agencies that have been indicated in this category include state-wide police agencies, town marshalls, agencies serving institutions of higher education and more than 170 local police departments.

PROSECUTOR BASED VICTIM/WITNESS PROGRAMS: Prosecutor based Victim/ Witness programs generally assist victims in cases where a suspect has been identified and a case has been filed' with the appropriate prosecuting authority. Types of services available to victims may include education about the criminal justice system, victim compensation information and assistance, courtroom support, restitution information, victim impact statement preparation, assistance with property return, and ongoing notification of case status.

SENIOR PROGRAMS: There are a number of agencies that are dedicated to _ addressing the specific needs of Seniors who may provide support in the event of crime victimization. There is often a minimum age requirement to be eligible for services. The programs may offer direct serJices as well as referrals. Types of services offered may include meals on wheels, employment assistance, transportation, tax preparation assistance, coordination of Retired Senior Volunteer Programs (RSVP), and coordination of Foster Grandparents Programs.

SEXUAL ASSAULT PROGRAMS: Programs serving victims of sexual assault may provide services such as 24-hour crisis line support; hospital response and support; referral to long term service providers; individual and group counseling; courtroom support; and community education for children and adults.
