To The Baptist Family of Alabama: I would like to take this time to thank you for giving me the opportunity to serve these past three years as president of the Alabama State Missionary Baptist Convention. It has been a pleasure and an honor. Together we have served the Body of Christ through mission, evangelism,and education. There is still work to be done. To that end, I appreciate your continued support as I seek re-election for this esteemed office, allowing me to finish the work we have begun. To date, some of our accomplishments are: 1. Restructuring the Department of Missions to include disaster relief. Giving over $150,000 in response to ministries and families victimized by tornados, hurricanes and church burnings in Alabama, Oklahoma and New York. 2. Appointed a Director of Missions as principal over all missionary efforts. 3. Founded a Department of Evangelism. 4. Appointed a Superintendent of Evangelism. 5. Launched the Campus Beatification Project of Selma University. 6. Revitalized Selma University Campus at a cost of $160,000. 7. Demolished antiquated buildings on Selma University campus to develop new leading-edge facilities. 8. Given in excess of $400,000 to the operation of Selma University. 9. Reclaimed churches into active membership in Alabama State Missionary Baptist Convention. 10. Since 1996 has led Elizabeth Missionary Baptist Church to contribute a minimum of $10,000 per year to Alabama State Missionary Baptist Convention. 11. Given annual monetary gifts to retired and disabled pastors during the annual session of the State Convention. In addition to these achievements I have been blessed to receive accolades from various leaders in our convention. Dr C A Lett, past Executive Secretary remarked, "I first came to Selma University in 1932. It is better off now than ever before". Miss Selma University 2011 stated after the landscaping was completed, "Now, I really feel like I am at a true university as I walk the campus". Friends, your support has been the backbone of every success we share jointly, and it keeps me going every day as I represent you as the president of the Alabama State Missionary Baptist Convention. I am asking for your vote come this November in the 147th session of our great Convention that our work may continue and we leave a legacy for future generations.

ELECTIONS RULES -- ALABAMA STATE MISSIONARY BAPTIST CONVENTION, INC. The Alabama State Missionary Baptist Convention in order to facilitate continuity of purpose and adherence to established Christian principles seeks to promulgate standard operating procedures to be utilized during officer elections. The Convention mandates that the election system be impartial and provide uniformity and equanimity. Therefore, the following procedures shall be utilized for elections by the Convention and its auxiliaries (NE, NW, SE, SW). Election Commission: The President and, if the President is unable or fails, the Executive Board shall designate persons from member churches reflecting equally the Four Wings of the Convention to serve as the Elections Commission for the Alabama State Missionary Baptist Convention and its auxiliaries. This Commission shall serve for a term that covers the election(s) for which they were appointed. In the event a member or members of the Elections Commission cannot or fails to serve the appointed term, then the Commission shall select another member from the same wing to fill the vacancy. The Commission shall designate persons as election workers to facilitate the election process. The District State Convention Presidents will have the option to serve as assistants to the Election Commission. General Rules Election Date: The election date shall be designated as the Thursday morning following the official opening of the Annual Session of the Alabama State Missionary Baptist Convention. If an alternative date is needed, it shall be determined by the President in conjunction with the Executive Board and announced during the opening session of the Convention. Voting Times: Voting will begin at 9:00 a.m. and continue till 2:00 p.m. A monitor will be stationed at the end of the line to prevent persons from entering the line after 2:00 p.m. Any persons in line at closing time who have not voted will be allowed to continue through and vote; persons will not be allowed to enter the line after it has been closed. Auxiliary Elections: Auxiliary election dates and times shall be determined by the President of said wing in conjunction with the President of the Parent Body and the Elections Commission Chairman. The Elections Commission shall have oversight of all Convention and Auxiliary elections.
Grievance Committee: The President and/or Executive Board shall designate persons to handle any grievances associated with election issues (i.e., eligibility; name change on voting form). Churches must provide written evidence (receipt or cancelled check) of having met minimum voting requirements. If acceptable resolution is not gained as a result of the grievance committee, the Church shall have the right to appeal to the Executive Board. The Executive Board shall be the final determinant for resolving eligibility matters. Church eligibility shall be determined by the official Alabama State Missionary Baptist Convention Financial Report augmented by District State Convention financial reports. Candidates Candidates for Office of President of the Alabama State Missionary Baptist Convention and President of each District State Convention must make such candidacy known at the Adjourned Session of the Convention (January Meeting of the election year). Nominations for said office shall not be accepted after the Adjourned Session of the Alabama State Missionary Baptist Convention. An intent to run for office notification letter should be submitted to the General Secretary of the Alabama State Baptist Convention and the Chairperson of the Elections Commission no later than Fourteen (14) days after the Adjourned Session of election year. Persons interested in seeking the Office of President of the State or District State Convention must be an actual, verifiable member of the Convention in good standing financially before declaring candidacy and must be a registered messenger at the time of election. Candidates for the Office of President shall have the option of making a ten (10) minute campaign speech or designating a person to make a campaign speech for ten (10) minutes or any combination thereof. Under no circumstance shall any campaign speech exceed the allotted time. The names of candidates for the Office of President will appear on a pre-printed ballot, or on pre-programmed voting machines, which will be the official determining document of the result of said ballot. The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern in all cases to 5
which they are applicable and are not inconsistent with the Constitution or Bylaws of the Convention. Membership Categories Representative Membership - Messengers designated by churches who are in good and regular standing with the Convention and have the responsibility of voting on behalf of the Constituent Member. Annual Membership - For individual members of a local Missionary Baptist Church in good and regular standing with the Convention who pays for a personal enrollment for each annual session. Persons holding Annual Membership in the Convention may be recognized and participate in debate during meetings of the Convention, but are not entitled to cast votes in elections. PERSONAL REPRESENTATION ALONE WILL NOT QUALIFY A PERSON TO PARTICIPATE IN THE ELECTION PROCESS. Voting Privileges & Procedures To be qualified to participate in the election process, a Member Church must have been registered at the Annual Meeting of the Convention and/or its Auxiliaries (NE, NW, SE, SW) in the two (2) previous annual sessions before the election with a minimum yearly contribution of $200.00. (For the parent body election, participation may be in either the respective wing’s annual session and board or the adjourned and annual session of the parent body). For district state convention election, participation must be in the respective wing’s annual session and/or board meeting and member church must represent with at least the minimum amount in the annual session of the election year. Each Church must represent with a minimum of $200.00 at the Annual Session of the Alabama State Missionary Baptist Convention in each election year session. Voting privileges for elections and during conventions of this Body shall be restricted to Representative Members, i.e., messengers designated by Constituent Member Churches known to be in conformity with the guidelines of this Convention, as verified by registration procedures established by the Executive Secretary and approved by the President and/or Executive Board of the Convention. Voting shall be by messengers from member churches certified by the Executive Secretary to be Representative Members and eligible to participate in the election, and 6
shall take place by processes and methods approved by the President and/or Executive Board. Each duly qualified Representative Member present at a convention session is entitled to one (1) vote. Persons who are qualified to vote in each election shall be identified by color coded badges which distinguishes them from other messengers or a voting card which identifies them as an eligible voter. Proper identification and signing the registry log prior to receiving the ballot is required. Voting for the Office of President shall be during the annual session of the Convention or Auxiliary by method (badges, voting cards, standing, hands, voice, etc.) determined by President and/or Executive Board. The election shall be on specified date and time as determined by the President and/or Executive Board. The polling place shall be open during the time designated by the President and/or the Executive Board. No one will be allowed to vote before or after the designated time. There will be no absentee or proxy votes accepted in any election. Once voting begins, only election officials and qualified voters will be allowed in the voting area. Each candidate shall have the right to select one person to serve as his official representative during the election.(Election Overseer) Each duly qualified Church upon registration shall have a maximum of three (3) votes. One Person — One Vote (Pastors who pastor multiple churches will have one vote). A list shall be compiled containing all churches eligible to participate in the election process. District State Convention Presidents shall ensure that a list is compiled of churches registering during their annual session and board meeting and forward same list to the Executive Secretary/Treasurer and the General Secretary. The Executive Secretary/Treasurer and General Secretary shall provide a list of all eligible churches to the Elections Commission Chairperson NLT September 1st of election year. The Elections Commission Chairperson shall post by previously agreed upon methods the list of churches certified to participate in the election process NLT October 1st of election year. All questions arising which are incidental to the voting procedures should be submitted to the Elections Chairperson. Rulings by the Elections Chairperson shall be based upon the Constitution and/or Robert’s Rules of Order.
