ADC committee members affect policy?

Conversation with Hung Keung _Highlight Present role of ADC Dr. Hung took the view that government support for local artist is weak.

Dr. Hung thought that different parities were working loosely and separately rather than together. There was little collaboration. One of the difficulties HKADC currently faces with policy execution arises from funding constraints. Dr. Hung suggested that there would be a need for an authority to take the lead to define the scope and direct policy execution.

1. Last year, the government recommended to setup a cultural bureau. This recommendation was ultimately rejected. What was the reason for this and, 2. what should be done if the government believes this is important for people in Hong Kong?
