PREFACE

This volume has been published as a complement to my series of reprints of the Postal Laws and Regulations of the United States of America. Contained here are a total of five different publications produced for the Post Office Department during the years 1861 to 1865. The lengthiest portion, some 293 pages, is the List of Post Offices In the United States of 1862. Complete lists of post offices such as this one are a useful reference for the cover collector and postal history student. The number of post offices included in this volume for 1862 was 28,875,

including those at suspended offices, ie. those under Confederate control. One of the great values of this volume is that those post offices under Confederate control do not show the postmaster's

name in the listing and are easily identified. A single page gives the major "Officers of the Department", followed by another page outlining the "Organization of the Department". Seven pages of instructions are given under title of "Notice to Postmasters". The alphabetical list of post offices, including county, state and postmaster's name, is followed by a second list arranged by state and county. Between 1859 and 1866 no new edition of the Postal Laws and Regulations was published,

making interpretation of the new postal laws difficult for many postmasters.

Because of this the

Post Office Department did publish a number of short pamphlets during this period which contained copies of the new postal laws and gave instructions for carrying the laws into effect. Four of these pamphlets are also reproduced here. The first is fifteen pages and is entitled Extracts from Postal Laws of the Session of 1860-'61 with Instructions to Postmasters. This was

originally produced in a smaller format and pages of it appear in this work slightly enlarged in size. The second item is entitled An Act to Amend the Laws Relating to the Post Office Department, Approved March 3, 1863: Together with Instructions Predicated Thereon by the Postmaster General, for the Government of Postmasters. This document is sixteen pages in length, and contains a number of important changes in the postal laws. The last two items are only three pages in length each, but again detail important changes in the postal laws. They are entitled An Act to Establish Salaries for Postmasters, and for Other Purposes, Approved July 1, 1864, and An Act Relating to the Postal Laws, which is dated May 1, 1865. The items included in this volume

ORGANIZATION OF TIIE DEPARTMENT. THE direction and management of the Post Office Department are assigned by the Constitution and laws to the Postmaster General.

That its business may be the more conveniently arranged and prepared for its

final action, it is distributed among several bureaus, as follows: The Appointment Office, in charge of the First Assistant Postmaster General; the Contract Office, in charge of the Second Assistant Postmaster General; the Finance Office, in charge of the 'l'hird Assistant Postmaster General; and the Inspection Office, in charge of

the Chief Clerk.

APPOINTMENT 0FFICE.-The First Assistant Postmaster General:

To this office are assigned all ques­

tions which relate to tlie establishment and discontinuance of post offices, changes of sites and names, appoint­ ment and removal of postmasters, route and local agents, also the giving of instructions to postmasters. Postmasters are furnished with marking and rating stamps and letter balances l;>y this bureau, which is also charged with providing blanks and stationery for the·use of the department, and with the superintendence of the several agencies established for supplying postmasters with blanks.

'l'o this bureau is likewise assigned

the supervision of the ocean mail steamship lines, and of the foreign postal arrangements. CoNTRACT business of

0FFICE.-The Second Assistant Postmaster

General:

To this office is assigned the

arranging the mail service of

the United States, and placing the same under contract, embracing all correspondence and proceedings respecting the frequency of trips, mode of conveyance, and times of departures and arrivals on all the routes; the course of the mail between the different sections of the

country, the points of mail distribution, and the regulations for the government of the domestic mail service of the United States.

It prepares the advertisements for mail proposals, receives the bids, and takes charge

of the annual and occasional mail lettings, and the adjustment and execution of the contracts.

All applica­

tions for the establishment or alteration of mail arrangements, and for mail messengers, should be sent to this office.

All claims should be submitted to it for transportation service not under contract, as the recognition

of said service is first to be obtained through the contract office as a necessary authority for the proper credits at the Auditor's office.

From this office all postmasters at the ends of routes receive the statement of mail

arrangements prescribed for the respective routes.

It reports weekly to the Auditor all contracts executed, and

all orders affecting accounts for mail transportation; prepares the statistical exhibits of the mail service, and the reports of the mail lettings, giving a statement of each bid; also of the contracts made, the new service originated, the curtailments ordered, and the additional allowances granted within the year. FINANCE 0FFICE.-The Third Assistant Postmaster General:

To this office is assigned the issuing

of warrants and drafts in payment of balances reported by the Auditor to be due to mail contractors and other persons, and the superintendence of the rendition by postmasters of their quarterly returns of post­ ages.

It has charge of the DEAD-LETTER OFFICE and of the issuing of postage stamps and stamped enve'lopes

for the prepayment of postage. To the Third Assistant Postmaster General all postmasters should direct their quarterly returns of postage; those at draft offices their letters reporting quarterly the net proceeds of their offices, and those at

depositing offices their certificates of deposit; to him should aleo be directed the weekly and monthly returns

of the depositaries of the department, envelopes, and for dead letters.

'l'o this office is assigned the duty of receiving and examin-

ing the registers of the arrivals and departures of the mails, certi£cates of the service of route agents, and reports of mail failures; noting the delinquencies of contractors, and preparing cases thereon for the action of the Postmaster General; furnishing blanks for mail registers, and reports of mail failures; providing and sending out mail bags, mail locks and keys, and other duties which may be necessary to secure a faithful and exact performance of all mail contracts.

All cases of mail depredation, or violation of law by private expresses, or by the forging or illegal use of postage stamps, are under the supervision of this office, and shoulJ be reported to it. All communications respecting lost money, letter�, mail depredations, or other violations of law, or mail locks and keys, should be directed "Chief Clerk, Post Office Department." All registers ot the arrivals and departures of the mails, certificates of the service of route agents, reports of mail failures, applications for blank registers, and reports of failures, and all complaints against contractors for irregular or imperfect service, should be directed "Inspection Office, Post Office Department."

7. Postage on tran�icnt printed matter must be prepaid by postage stamps.

If it shall be introduced into

the mail with regular printed matter, without being so prepaid, or if by negligence or oversight it escapes the notice of the mailing office, the full rate must be collected at the o"ffice of delivery, and the Appointment Office notified of the postmaster who has been guilty of the neglect in mailing.

Persons known as regular dealers in newspapers and ]Jeriodicals may receive the same by mail in such

prepayment of postage, any letter written by a soldier in the service of the United States, and certified to be such by any field or staff officer in the United States service.

At hospitals or detached posts this certificate

may be made by the chaplain or surgeon stationed thereat. The envelope should have plainly stamped or written on its face the certificate, "Soldier's Letter," signed in writing by one of the officers aforesaid, describing bis regiment by its number and its State. Prepaid letters to soldiers in any regiment in the service of the United States, and directed to them at

a

point where they have been stationed, may be forwarded, whenever practicable, to any other point to which they may have been ordered without further charge thereon for forwarding. Under the act of Congress approved January

21, 1862,

sailors and marines in the actual service of the

United States have the same privilege with soldiers of sending letters without prepayment of postage. All postmasters are instructed to mail without prepayment of postage all such letters when certified as follows: The envelope must bear the certificate, "Naval Letter," signed by board the vessel, with the name of the vessel.

Frank£ng Privilege. 11. The pelflonal privilege of franking travels with the person possessing it, and can be exercised in but one place at the same time.

No postmaster or privileged person can leave bis frank behind him upon envelopes to cover his cone­
