1 CHAPTER – I RAILWAY DISASTER AND CO-ORDINATION OF DISASTER MANAGEMENT PLANS Railway Disaster: “Railway Disaster is a serious train accident or an untoward event of grave nature, either on the railway premises or arising out of railway activity in that area, due to natural or man-made causes, that may lead to loss of many lives and/or grievous injuries to a large number of people, and/or severe disruption of traffic, necessitating large scale help from other Government/Non-government and Private Organization.” With the adoption of the above definition a railway disaster, it needs to be appreciated that not only a serious train accident may turn into a railway disaster if not handled and managed properly, there may be many more railway related events which may not even involve human lives but may turn into disasters for which necessary prevention and mitigation measures are to be taken by the railways beforehand. Disaster is also an event that is relatively sudden, highly disruptive, time limited and public. A disaster may be due to –

2 Accidents: - Proper maintenance of rolling stock, track, rigid observance of rules for train passing, remain vigilant while on duty, on foot plate, at station, in the brake van, on Permanent Way inspections, proper maintenance of S&T gears, up keep of fire extinguishers, keeping ARTs/ARMEs in good fettle, expeditious mobility of infrastructure through mock drills from time to time.
Types of disasters causing interruption to train services: Human/Equipment failure: The disasters/accidents may be caused by human/equipment failure, which may affect normal movement of train services with loss of human life or property or both. These include: • • • • •
Collisions Derailments Level Crossing accident at manned or unmanned level crossings Fire or explosion in trains Miscellaneous (Collapse of bridges etc.)
Natural calamity: Natural calamity can also cause serious repercussion with loss of life/property. This includes • • • •
Land slides. Storms/Cyclones. Earth Quake. Floods.
Sabotage: Sabotage, i.e. causing deliberate loss of life and/or damage to property, includes: • • • •
Setting fire to train, Railway installations etc. Bomb blast. Placing obstructions on track to cause disruption to railway traffic. Tempering with railway fittings causing accidents.
Disaster Railway Parlance: In railways, disaster is defined as a major train accident leading to heavy causalities and disruption to traffic for a long period. Train Accident: Train accident is an accident having serious repercussion in terms of either one or many or all of the following:• Consequential train accidents. • Other train accidents.

Consequential train accidents: These include train accident having serious repercussion in terms of either one or many or all of the following:(i) Loss of human life. (ii) Human injury (iii) Loss of Railway property. (iv) Interruption to Rail traffic. Train accident under following classification will be termed as consequential train accidents:Collision - Collisions are worst kind of accidents and are of three types viz. • Head on collision. • Rear collision. • Side collision. Fire or explosion in trains - This shall include all cases of physical fire or smoke emission resulting in death or injury or damage to property amounting to Rs. 50000/or more. Level crossing accidents - Applies to accidents at level crossings, i.e. at the intersection of the roads with railway track at the same level Derailment - Means off loading of wheel or wheels causing detention or damage to rolling stock/permanent way. Miscellaneous - All other train accidents that are not covered under the earlier categories are to be treated as miscellaneous accidents.
Other train accidents: These include • Averted Collisions. • Breach of block rule. Train passing signal at danger.
Detailed Classification of Accidents - The detailed classification of accidents as under Consequential Train Accidents Class ‘A’ – Collisions A –1 Collision involving a train carrying passengers, resulting in 1. Loss of human life and / or grievous hurt and / or 2. Damage to Railway property of the value exceeding Rs. 200,00,000/- and /or 3. Interruption of any important through line of communication for at least 24 hours. A – 2 Collision involving a train NOT carrying passengers resulting in 1. Loss of human life / grievous hurt and / or 2. Damage to Railway property of the value exceeding Rs. 200,00,000/- and / or 3. Interruption of any important through line of communication for at least 24 hours. A – 3 Collision involving a train carrying passengers, not falling under A– above. A - 4 Collision involving a train NOT carrying passengers not falling under A - 2 above.
4 Class ‘ B’ – Fire or Explosion in trains B – 1 Fire or Explosion in train carrying passengers resulting in 1. Loss of human life / grievous hurt and / or 2. Damage to Railway property of the value exceeding Rs. 200,00,000/-and / or 3. Interruption of any important through line of communication for at least 24 hours. B – 2 Fire or Explosion in train not carrying passengers resulting in 1. Loss of human life / grievous hurt and / or 2. Damage to Railway property of the value exceeding Rs. 200,00,000/-and / or 3. Interruption of any important through line of communication for at least 24 hours. B – 3 Fire or Explosion in a train carrying passengers not falling under B – 1 above but loss to Railway property and / or interruption to traffic is more than the threshold value and / or resulting into detachment of rolling stock/stocks from the train and / or requiring relief engine/s. B – 4 Fire or Explosion in a train not carrying passengers not falling under B – 2 above but loss to Railway property and / or interruption to traffic is more than the threshold value and / or resulting into detachment of rolling stock/stocks from the train and / or requiring relief engines. Note: In case of inquiry by a committee into a fire accident in Railway premises or in a train leading to damage to Railway property and / or booked consignments a representative of the Railway Protection Force should be included as member of the Committee. Class ‘C’ – Trains running into road traffic and / or traffic running into trains at level crossings C – 1 Trains carrying passengers running into road traffic and /or road traffic running into such trains at manned level crossings resulting into loss of human life and / or grievous hurt and / or damage to Railway property and / or interruption to traffic is more than the threshold value. C – 2 Trains NOT carrying passengers running into road traffic and / or road traffic running into such trains at manned level crossings resulting into loss of human life and / or grievous hurt and / or damage to Railway property and / or interruption to traffic is more than the threshold value. C – 3 Trains carrying passengers running into road traffic and / or road traffic running into such trains at unmanned level crossings resulting into loss of human life and / or grievous hurt and / or damage to Railway property and / or interruption to traffic is more than the threshold value. C – 4 Trains NOT carrying passengers running into road traffic and / or road traffic running into such trains at unmanned level crossings resulting into loss of human life and / or grievous hurt and / or damage to Railway property and / or interruption to traffic is more than the threshold value. Note: If a road vehicle is not a capable of being physically cleared off the track Promptly by single person operating it, it should be termed as road traffic for the purposes of classifying such an accident as a train accident, irrespective of its mode of traction.
5 Class ‘ D’ Derailments D – 1 Derailment of a train carrying passengers resulting in loss of human life and / or grievous hurt and / or damage to Railway property of the value exceeding Rs. 200,00,000/- and / or interruption of any important through line of communication for at least 24 hours. D – 2 Derailment of a train NOT carrying passengers resulting in loss of human life and / or grievous hurt and / or damage to Railway property of the value exceeding Rs. 200,00,000/-and / or interruption of any important through line of communication for at least 24 hours. D – 3 Derailment of a train carrying passengers, not falling under D – 1 above. D – 4 Derailment of a train NOT carrying passengers, not falling under D – 2 above but loss to Railway property and / or interruption to traffic is more than the threshold value. Class ‘E’ – Other Train Accident E – 1 Train running over or against any obstruction including fixed structure other than included under class ”C” resulting into loss of human life and / or grievous hurt and / or damage to Railway property and / or interruption to traffic is more than the threshold value. E – 2 Trains running into any obstruction including fixed structure but not cover under Class ‘C’ or ‘E’.
Indicative Accidents Class ‘F’ – Averted Collisions F – 1 Averted collision between trains at least one of which is carrying passengers. F – 2 Averted collision between trains carrying passengers and an obstruction. F – 3 Averted collision between trains NOT carrying passengers F – 4 Averted collision between trains NOT carrying passengers and an obstruction. Class ‘G’ – Breach of Block Rules G – 1 Train carrying passengers, entering a block section without any authority or without a proper ‘Authority to Proceed’ G – 2 Train NOT carrying passengers, entering a block section without any authority or without a proper ‘Authority to Proceed’ G – 3 Train received on block line, not constituting an averted collision. G – 4 Train received on or entering a wrong line at a station or catch or Slip siding or sand Hump etc. Class – ‘H’ – Train passing signal at danger H – 1 Train carrying passengers running passed a ‘Stop’ signal at danger without proper authority. H2

6 Reporting of Train Accidents - All accidents falling under the purview of section 113 of the Railway Act. 1989 are termed reportable train accidents and include following a) Any accident attended with loss of any human life or with grievous hurt; b) Any collision between trains or which one is a train carrying passengers; or c) The derailment of any train carrying passengers, or of any part of such train; or d) Accidents which are attended with loss of human life in passenger trains involving train wrecking, or attempted train wrecking, cases of running over obstructions place on the line, of passengers falling out of train or of fires in trains, or grievous hurt as defined in the Indian Penal Code, or serious damage to Railway property of the value exceeding rupees Two Crore which have not occurred but which by the nature of the accident might reasonably have been expected to occur and also cases of land slides or of breach by rain or flood which cause interruption of any important through line of communication for at least 24 hours. Serious Accident - Accident to a train carrying passengers which is attended with loss of life of with grievous hurt to a passenger or passengers in the train, or with serious damage to railway property of the value exceeding Rs. 200,00,000/-and any other accident which in the opinion of the Chief Commissioner of Railway Safety or Commissioner of Railway Safety shall also be deemed to be a serious accident. However, the following shall be excluded:a) Cases of trespassers run over and injured or killed through their own carelessness: b) Cases involving persons being Railway servant or holding valid passes/tickets or otherwise who are killed or grievously injured while traveling outside the rolling stock of a passenger train such as on foot board or roof or buffer but excluding the inside of vestibules between coaches, or run over at a Level Crossing or elsewhere on the Railway track by a train; and c) Level crossing accident where no Railway Servant is killed or grievously hurt unless the Chief Commissioner of Railway Safety or Commissioner of Railway Safety is of the opinion that the accident requires the holding of an inquiry by the Commissioner of Railway Safety. All serious accidents shall be inquired into by the Commissioner of Railway Safety. In case Commissioner of Railway Safety or Chief Commissioner of Railway Safety is not in a position to inquire into serious accident cases, the inquiry should be done at least by a committee of JA Grade Officers, formed in consultation with CRS/CCRS. All cases of collisions falling under A1 to A4 categories shall be inquired into by a committee of SAG officers with General Manager as the accepting authority unless the same is being inquired into by CRS. All other consequential train accidents except Unmanned Level Crossing Accidents shall be inquired into by a committee of JA grade officers and in its absence by Branch officers. DRM shall be accepting authority for these inquiries subject to review by CSO.

Consequential Unmanned Level Crossing accidents and all other train accidents shall be inquired into by a committee of Senior Scale or Junior Scale Officers as decided by respective DRMs with DRM as the accepting authority. All yard accidents shall be inquired into by a Committee of Senior Supervisors with Senior DSO/DSO as accepting authority. All cases of indicative Accidents shall be inquired into by a Committee of Senior or Junior Scale Officers with DRM as the accepting authority, except all cases of signal passing at danger shall be enquired into by a JA Grade officers Committee at Divisional level with Sr.DSO/DSO as one of the members. General Manager or DRM can have the inquiry conducted by a committee of higher levels of officers than the above mentioned levels depending upon the seriousness of accident. In accident cases wherein the Inquiry committee determines responsibility on the Staff of Foreign Railway, the Inquiry Report should be put up to the Principal Head of the Department of the concerned department of the Railway on which the accident took place through CSO after which such inquiry report shall be accepted by the AGM (instead of DRM). Finalization of Inter-railway D.A.R cases arising out of such enquiry reports be followed up by the principal head of the Department of the concerned department of the Railway on which the accident took place. If suitable response is not received from the respondent railway at general managers level then the case should be referred to Rly. Board. All cases of equipment failure shall be inquired into by senior supervisors/supervisors of respective departments. All inquiries will be ordered by the concerned DRM except for inquiries into collisions as per item (iii) above wherein General Manager will order the inquiries.

8 CHAPTER – 2 REPORTING OF ACCIDENT TO RAILWAY BOARD A telephonic advice should be relayed to nominated officers in Head Quarter Office immediately after the occurrence of the following categories of accident: a) All consequential train accidents above the threshold value and/or involving loss of human life. b) Any yard accident having serious repercussion on movement of traffic on through / main line resulting in dislocation of traffic more than the threshold value. c) Landslides, breaches, OHE breakdown, etc. which result in dislocation of traffic more than threshold value. d) Averted collisions. e) Loco pilot passing signal at danger. System to be followed for reporting of accident to Railway BoardThe above mentioned accident shall be reported by Divisional Control to HQ Central Control. The Central Control in turn will inform all concerned officers at HQ office. (a)

In case of any passenger train accident and whenever there is a total interruption of traffic involving main lines, the matter should be brought to the notice of C.R.B. by G.M(in his absence by AGM or COM) & DRM (in his absence by ADRM or Sr.DOM) of respective division, irrespective to GM by fact whether the restoration is likely to be achieved within the threshold interval or not. CSO/Dy.CSO(Civil)/Dy.CSO(S&T)/SO(Traffic)/SSO(Elect.) should inform the nominated officer of Safety Directorate in the Railway Board. At Board’s level, Safety Directorate shall issue the message and take follow up action. In case of landslide, breaches, OHE breakdown, etc. which result in dislocation of traffic for more than threshold value and also in cases of public agitation, the same shall be reported by HQ control office to Punctuality Cell of Railway Board and dealt with by the Coaching Directorate. Cases of blockade of train services due to public agitation shall be dealt with by the Security Directorate. In addition, periodic (monthly) statement of accidents in all categories shall be submitted to Railway Board in the prescribed format.
9 Para No.105 (Accident Manual-2008) Threshold Value :- For the purpose of accident, threshold value is the minimum value beyond which the accident will be treated as having serious repercussion on the basis of loss to railway property or interruption to communication. It shall constitute two portions. (a) Threshold value of railway property, loss of which is fixed at One lakh rupees or, (b) Threshold value of interruption to communication. either partial or total where duration of interruption is equal to or more than Number of hours specified against each cell. Duration of interruption is defined as duration from the time of accident till starting of first commercial train (goods or passenger) train on line clear from adjacent station for movement over the affected line in that section. The movement of first commercial train (goods or passenger) shall be reckoned for the purpose of considering the restoration after an accident is complete. A time frame of 30 minutes has been laid down with in which the first commercial train should start on line clear from the adjacent station for movement over the affected line. Cases of movement of commercial train after 30 minutes of fitness of Track/OHE shall be categorized as “delay” in restoration of traffic. In case there is no commercial train available to be run on that section after track Fit/OHE Fit an exception may be made at the level of COM who shall certify that there was no commercial train to pass over the affected section within 30 minutes of track fit/OHE fit

On receipt of information, CMS/MS/Casualty Doctor will relay the information to all the doctors and Paramedic of the Divl Hospital. If the accident has occurred on the section, CMS/MS will contact the local doctor and convey the information. If MS/Casualty doctor gets the first information, they will inform CMS. SM/ASM of HQ/SECTION Inform the local doctor i.e. ADMO/DMO/Sr.DMO of the section/ Casualty doctor of Divl Hospital/Sub Divl Hospital. Information regarding movement of ARME. 3.2 Turning out of ARTs/ARMEs Immediately after the accident alarm siren/hooter is sounded, all staff earmarked for accident relief train shall report at the nominated place and others at the station. All officials concerned shall report at the Medical Van if ordered, and proceed with the medical van or to undertake any other duty that may be assigned to them. The Controllers/Loco Foreman/Lobby In-charge/TPC/TLC on duty shall immediately take action to:
13 1. Arrange for locomotive. Any locomotive available should be utilized, preferably Diesel Loco, in OHE Territory. 2. Call the loco crew and accident train relief staff. 3. Turn out the accident relief train quickly to the site of the accident. (1)
Target time for turning out the Medical Van: • In case of double exit siding – 10 minutes • In case of single exit siding – 20 Minutes. • The time is reckoned from the time of ordering to the time of dispatch. • Target time for turning out the Break down trains:• During Day – 06.00 to 22.00) • During Night – (22.00 to 06.00) The time is reckoned from the time of ordering to the time of leaving the shed. An accident relief train when proceeding to the site of accident will have precedence over all other trains. A breakdown train/ Tower wagon must not be detained for Guard and must leave with the In-charge of Breakdown train. A guard must be quickly arranged later

One tool van is available at Jalandhar for BG. Tool van is provided with jack which are useful for small derailments. These are to be worked out in case of exigency with normal system of sounding hooters. The break down in-charge shall be responsible for the photographs. Apart from this a road mobile bread down van (truck) equipped with rerailing material is being procured. 16 There will be a common NG & BG hooter at PTK. All hooters provided at FZR, LDH, ASR, PTK, JUC & BJPL in the division at various stations shall be sounded at 08.00 Hrs. and 00.00 hrs every day. The performance of the hooter will be repeated to the control for necessary action. One tool van cum medical van is working at BJPL(NG). All hooters shall be powered by battery. Sr. DEE(G) is responsible to ensure stand- by power supply and devise foolproof testing system so that it works in case of emergency without fail . Road maps shall be kept in the control and in the break down truck for taking prompt decision on deputing break down truck to the site. This will also help in reaching to various level crossing gates quickly. These maps should also be available with all area nodal officers. Up-to-date telephone directory containing important telephone numbers (BSNL & Railways), including important civil units such as Police station, fire station medical services, should be available in control and also with area nodal officer. Officials responsible for proper upkeep of the breakdown equipments, location wise, are mentioned in next page –

17 3.4 Accident Manual Para 427 (D) Sounding Of Hooters - Sounding of hooters for turning out of Relief Train/ARME Van will be as follows: It is the practice on this Railway that when any accident takes place hooters are sounded according to the description given below :S.No. Description of accident 1 2 3 4 5

The duration of the long hooter shall be ½ minute and 5 seconds for short. In case of items 3 and 5 when medical staff are required to attend the accident, a phonic message is also sent to the A.D.M.O./D.M.O. concerned. On listening to these hooters or on receipt of a memo from the ASM on duty or the Loco Foreman, the A.D.M.O./D.M.O. will immediately report himself to ASM on duty with his staff, ready to proceed to the site of accident with the Relief Medical van. The target time for reporting to the ASM after hearing the hooter or receipt of memo is 15 minutes during the day and 25 minutes during the night. 1.
The Loco foreman/Shed foreman or any other official in-charge of the hooter is responsible for its proper maintenance and to keep a trained staff ready, round the clock, for sounding the hooter at once on receipt of orders from the train ordering officials.

Copy of Rly. Bd’s letter No. 2002/Safety-1/6/6 dt. 30.06.2004 is reproduced below. The list of Helicopter/Air/ambulance is given in Appendices. (Copy of Rly. Board No. 2002/Safety-1/6/6 dt. 13.06.2004)
19 Zonal Railway has been delegated powers to requisition helicopter/aeroplane for expeditious action in the event of serious accidents vide Railway Board’s letter under reference. The subject matter has been reviewed by the Board and the following revised powers are delegated to the Zonal Railways. GMs/DRMs have been delegated the powers to requisition helicopter / aero plane to reach site of serious accident for rescue operation expeditiously. In addition, powers are also delegated to requisition air support to dispatch the rescue teams to the site of the accident. It is difficult to stipulate exactly the circumstances under which they may exercise these powers; it has been decided to leave this to the concerned officers, who may cover the following type of cases: (a) (b) (c)
Where more than 10 casualties (deaths-cum-serious injuries) are feared and it is difficult for these officers to reach the site within reasonable time. Where heavy damage is caused to railway installations in sensitive and tension filled areas (e.g. wreckage of track, bridges, etc. through bomb blast, other means of sabotage, etc.) Where public reaction in case of late arrival of senior officers at site is likely to highly adverse.
Normally, in case of an accident only one helicopter should be requisitioned by a Zonal Railway, except when there is a serious passenger train accident involving several casualties when it is essential for both the General Manager and the Divisional Railway Manager to reach the site at once to safety the public and the press. However, for dispatching the rescue teams to the site of the accident, separate helicopter/aero plane may be requisitioned it so needed. The GMs/DRMs may exercise the above powers personally and may not delegate these powers. Zonal Railways are further empowered to requisition helicopter/aero plane to evacuate injured and dead in the event of serious accident GMs may personally exercise these powers and may not delegate these further. The above instructions on the subject supersede all the previous instructions issued vide above referred letters. The issue with the concurrence of the finance Directorate of the Ministry of Railways. It is mentioned that DRM has delegated power for requisition helicopter/aero plane but phone number etc of helicopter providers is missing.

DISASTER MANAGEMENT 4.1 Various phase of disaster management Phase – I (Golden Hour) In the period immediately after the accident where grievous injures to Passengers, loss of property etc. takes place, action has to be taken on war footing by Railway Officials/Officers on – board to render definite medical care which gives relief to affected persons and also helps them to overcome the trauma. This first one hour period is known as the Golden Hour. During this Golden hour period, following efforts should be made: i)
Guard, quickly trained medical
Loco Pilot, Conductor and TTEs etc. must pass on the information to the nearest station or to control, about the accident. Being in first-aid, they should simultaneously tender every possible aid to the injured.
ii)
Senior – most officer traveling by the affected train, whether on duty or on leave, shall take charge as Officer in-charge at Site.
iii)
All Railway officers and staff available on train must report to the Guard and work as per the directions of the Officer in-charge at site.
iv)
SMs of the adjoining stations must inform Control about the happenings and the nature of assistance required.
Phase – II (Arrival of Crack Team) a)
Crack Teams at Each Zonal Railway HQ with containerization equipment:

(i) Zone’s professionally trained crack team of rail rescue experts and containerized equipment, to be rushed to any major accident site by air or land route. (ii) Division’s crack team consisting of representatives of Mech., Elect., S&T and RPF departments to be rushed to any accident site by road/ rail or by air route.
c)
Functioning or crack team – As soon as alarm hooters are sounded, the nominated team shall proceed to the site of accident by first available train or by road. The crack team will carry prescribed tool kits consisting of -

On reaching at accident site, the crack team shall perform following activities: -

Extrication/removal of injured passengers from the coach.

First Aid to the injured.

Special Disaster Management team of RPF Special disaster management team of RPF has to be set up at Ludhiana for proceeding support to relief and restoration at the site of accident. They shall also reach to accident site by first available means.
Phase – III (Arrival of Relief Train) Phase – II begins with the arrival of relief train. The senior most officer who reaches the site first becomes the Officer-In-charge at Site. All staff and officers should work as per the directions of the Officer-In-Charge at site. Site organization: • Medical relief camp • Security of luggage • Clue preservation • Relief rescue and restoration • Coordination with civil and press • Liaison with control • Communication – STD phones, Walkie-talkies, Mobile, PA System etc. • Lighting arrangements • Commercial-information booth. Arrangement of Tea, Food, and Water. • Evacuation of [passengers, payment of ex-gratia etc. The medical team reaching the spot must comprise adequate number of doctors and staff. The senior-most doctor and Officer In-charge at Site should have all details about dead/injured and hospitals where they have been sent. 4.2 Special Task Teams of different departments – Department Medical Commercial RPF Operating S&T Mechanical Electrical Civil Engineering Safety Personnel
Special task Relief and transportation of injured to hospitals. Food, tea and drinking water, ex-gratia payment, information booth, liaison with Civil administration, Press and Security of luggage, parcels and Railway property. Security of luggage, parcels and Railway property. Liaison with control and arranging logistics including shunting. Establishment of communication free telephone/ booths. Rescue and Relief operation including re-railment and preservation of clues. Lighting arrangement Provision of tents, accommodation etc. Provision of clues, Measurement of track, Wagon, Photography, Videography, Statement of witnesses, Breath analyzer test of staff involved in accident. Passenger care with coordination of Commercial and RPF.
22 Handling of dead/injured • Dead bodies should be handled with care and respect. • Cover dead bodies with white shrouds, which should be available in ARME. • List of dead and injured must be passed on to control and disaster management cell at HQs from time to time. • A photographer should take colored photographs of the dead and injured. Free food, drinking water, tea, etc. • Food and clean drinking water must be rushed from the nearest source. Free food and beverages must be supplied. Correct picture to media • Press and other media should be given correct picture timely. Action to be taken at divisional level • Opening up of special enquiry booths originating terminating and major stations en-route. • Furnishing updated position of dead, inured and evacuated Passengers to all concerned. • Help line phone Number should be relayed through TV, Radio and press. • Arrangement for issue of free Railway passes for relatives/dependents of dead & injured. • Make arrangement for transportation of evacuated passengers to be sent to destinations, Transport vehicles can be hired, • In case of major disaster, DRM can requisition helicopter/Aero plane. • Press should be briefed properly and quickly. • HQ/Board should be advised quickly. • Police, Civil Administration & GRP should be apprised is to be added. Phase – IV (Handling injured Passengers) Phase – III mainly refers to dealing with injured passengers. Following action must be planned: • Relief trains clearing injured or stranded passengers must get overriding priority. • Road vehicles can also be arranged for stranded passengers. • List of injured, hospital-wise, should be conveyed to all concerned and displayed at prominent locations. • Ex-gratis payment should be arranged. Phase – V (Restoration of Traffic) Restoration operation should be planned and acted upon without affecting the relief operations. Restoration of passenger services gives a sense of normalcy, besides providing means to relatives/dependents of victims to visit them and attend to them.
23 4.4 Concept of Controlling Station The Station Master of nominated Controlling Station should immediately, on receiving information of an accident, reach the site with sufficient staff drawn from all departments this station, and take all the necessary steps for Rescue & Relief it should be made clear to everybody that staff of all departments must follow the directions of the Station Master of the controlling station and render all help and assistance necessary for tackling the disaster. Steps to be taken in the control – • On receipt of information regarding an accident, the Section Controller shall stop train movement into the affected section. OHE supply shall also be stopped. After ascertaining that the adjacent line is not fouled, train will be allowed into the section. • The Chief Controller or the shift in-charge Chief Controller shall immediately take control of the situation. After obtaining the basic information regarding the accident, he shall order ART within 5 minutes. Ordering of ART/ARME/Tool van shall normally be done as per the guide lines of the Controlling Officers. • Similarly, the shift in-charge Chief Controller shall order ARME in case of accident involving coaching trains and/or road vehicles, on receipt of first information. Road maps shall be available in the Control and to the in-charge of break down truck for necessary guidance. • In case of capsizing of any rolling stock or in case of major derailment involving extensive damage, the ART shall be ordered, if necessary, along with the cranes of 140 Tonne. • The Chief Controller, on ascertaining the site conditions of the derailed coach/ wagon, shall instruct the concerned official to carry the screw jack and the necessary staff to the site by first available means. Giving Relief to affected passengers and restoration of site is the first priority. This objective should not be lost on account of any technicalities and formalities. • All the subordinate in-charges and workers with tools/ equipments required shall report to the site, where ART is stationed well within time. • The Chief Controller in-charge shall also sound the alarm bell connected with each control indicating the occurrence of accident. Cancellation of the ART/ARME shall only be done with the explicit permission of DRM/ADRM/Sr.DOM/Sr.DSO. • After ordering of ART/ARME, DRM, ADRM, Sr.DOM, Sr.DSO and Area nodal officer shall be personally informed by the shift in-charge Chief Controller. All other Section Controllers shall report to the CHC who shall furnish the details of the accident to them, who in turn shall inform the respective BO's and other concerned officials for necessary action. Also, if the accident involves suspected causalities or sabotage, the civil authorities as well as nearby Hospitals shall be informed. A list of important telephone numbers shall be kept with the Chief Controller. In case of requirement of ARME, M.S/IC, Sr.DMO/IC and Ambulance Room shall be informed by CHC immediately.
All concerned Officers shall gather in the control. Sr.DSO, in consultation with DRM/ADRM, shall decide as to which officer(s) shall proceed to the site. The
24 nominated officer(s) shall proceed to site within 30 minutes during day time and within 45 minutes during night time. • Sr.DOM shall man the control and in consultation with the Head quarter shall decide about control/cancellation/diversion of coaching trains. He shall also ensure speedy movement of ART/ARME and other relief requirements. • Based on the information received from the site, transportation of the stranded passengers to nearby stations having catering arrangements etc. shall be arranged by Sr.DCM. • In case of serious accident, emergency information booths shall be opened at the following locations –

This telephone as well as Railway telephone shall be manned by a responsible person, who shall obtain and disseminate information regarding accident. Any information passed to Head quarter as well as to outside like press etc, shall have the clearance of DRM/ADRM.
25 • In case of serious accidents involving Passenger Trains, DRM along with following Divisional Head Quarter Officers will attend the accident site: Sr.DSO, Sr. DME, (in case of derailment/collision involving Loco), Sr. DEN (Sectional In-charge), Sr.DEE(G), Sr.DEE(TRD) (For electrified territory), Sr.DSC, Sr.DCM, Sr. DSTE, CMS (in case of reported causalities/injuries). Civil defence personnel capable of undertaking rescue operations, fire fighting and first aid shall be accompanied in the ARME. • In case of accidents involving blockage of any one of the main line, ADRM along with the following officers will attend the accident site: Sr.DSO, Sr.DME, Sr. DEN (Sectional In-charge), Sr.DEE (G), Sr. DEE (TRD) (for electrified territory), S r . DSC, ACM, (In case of derailment / collision involving Electric Loco), DSTE. • In case of accident on branch lines Sr.DEN / In-charge, Sr.DME, Sr. DSO and other concerned official will attend the accident site. •
In case of Yard accidents, ADME/ADME(D), AEN In-charge and ASTE of the Section, Safety Counselors will attend the accident site.
• Till such time the team of officers from the Divisional headquarters reaches the site of accident, area Nodal Officers shall be In-charge of the site who shall reach the site of accident by first available means. • Officers to be present in Control Office: In case of any accident / occurrence disrupting the traffic on main line, DRM/ADRM shall come to the Control Office along with the following Officers: Sr. DOM, Sr. DEN (Co.), Sr. DME/DME, Sr. DEE (TRD)/AEE (TRD) (For Electrified Territory), Sr. DSTE/DSTE, S r . DSC/ASC) (In case of Electrified Territory), Sr.DCM/ACM (In case of involvement of Passenger Train), CMS/Sr.DMO (In case of reported casualties/injuries). Steps to be taken at the Site • On occurrence of accident, the Driver shall immediately switch on the flasher light; the Guard shall assume the role of the immediate In-charge of the site. He, with the help of Driver and A/Driver, shall ensure the protection of the affected and adjacent line(s). After this, he shall establish communication with the control through portable telephone. He shall also try to contact the adjacent station(s) with the help of walkie-talkie set. Apart from this, with the help of the railway staff available at the site, he shall render first aid to the injured passengers and try to minimize the suffering of the passengers. • At the site, the site in-charge shall make a quick assessment of the number of casualties and injured passengers, extent of damage, assistance required and time required for restoration of traffic. • Site In-charge shall ensure that the 'Communication Point' - Portable telephone or any other means, as provided at the site - is manned and regularly updated with information. Communication point shall be constantly in touch with the control or the adjacent station(s). • The site in-charge shall ensure that all steps are taken to alleviate the suffering of the injured and stranded passengers in co-ordination with the control in-charge. He shall arrange to shift the injured and stranded passengers from the site. • The site in-charge shall arrange to provide for the preservation of clues. He, in consultation with other officers at the site, shall give forecast of likely resumption of traffic. In case of suspected sabotage, police clearance shall be obtained by the site in-charge before starting restoration work.

DUTIES OF RAILWAY OFFICIALS OF DIFFERENT DEPARTMENTS IN THE EVENT OF A SERIOUS ACCIDENT/ DISASTER: Duties of on – board staff during golden hour Duties of Loco Pilot/Asstt. Loco Pilot: •
To check that flasher light is on.
•
Arrange to protect the train in accordance with G&SR 6.03 and inform the SM on either side on walkie-talkie or by other means of communication available.
•
If adjacent line is obstructed by any vehicle, inform TPC to switch- off power on adjacent line to avoid movement on that line.
•
Convey information by quickest available means to control.
•
Ensure that the portions of the track, rails, fish plates, bolt and other fittings which appear to have been tampered with are not touched or moved by any person and closely watch them till the arrival of ART.
•
To take such technical precautions as may be necessary or prescribed to render his locomotive and train safe.
•
Not to give any statement to the press, unless authorized to do so.
Duties of Guard: •
Ensure securing of vehicle by application of hand brake etc. as per rules.
•
Arrange protection of adjacent line(s) and same line, as per G&SR 6.03 and inform the SM on either side on walkie-talkie or by other the control about the damage and nature of assistance required.
•
Assess and inform the control about the damage and nature of assistance required.
•
Take action to save lives and render first-aid, call for doctors if any on the train, and seek their assistance.
•
In case OHE has been damaged, prompt steps should be taken to get the same deenergized and traction wires secured.
•

Duties of TTE/Train Supdt./Pantry car staff: TTEs/Train Supdt. car staff should immediately report to the Guard and work under his directions. They shall: •
Ascertain if any doctor is traveling, either by scrutinizing the reservation chart or by making verbal enquires, and arrange for first-aid to the passengers.

Prepare a list of dead and injured. If doctor is available, the list should be classified as under :

Make out details of the dead and injured from the reservation chart, tickets held, (to and from) or co passengers. Assistance of police traveling in the train may also be sought for identification.

He shall keep close watch on the clues for dislocation by the persons. • Cover the site of accident by Barrier taps to avoid theft in the accidental coaches by outsiders. • Keep away the outsiders from accidental coaches with the help of loud speakers. • Ensure continuous monitoring of the suspected items and clues, caused accident, to understand fact of incident for conclusion during investigation. • Assist civil police/GRP in the enquiry proceedings of accident case. • Ensure security of luggage and parcel of passengers in the damaged/capsized coaches. • Railway Protection Force and Commercial at the sight of the accident should coordinate their activities regarding safe custody and appropriate disposal of the luggage of the dead and injured passengers. Commercial staff should appropriate label and stack luggage of the dead and injured passengers. ARME in-charge will collect information regarding nature of accident and involvement of number of coaches in the accident.

Operation of cold cutting equipments like Hydraulic Rescue Device, Power Cold Cutter and Portable Electrically operated cutting and boring tools should be checked in the running train.

He shall give instructions for preparation of coffee and tea for injured passengers.
•
He will check functioning of portable DG sets for operation of electrical machines and lighting equipments. On reaching at accident site, he shall contact guard and Loco Pilot of accidental train on walkie-talkie / VHF set for collection of information regarding accident and nature of assistance required.

He shall give instruction to the nominated team leaders of ARME to unload relief materials immediately. In-charge will carry video/digital camera and proceed for observation accident site.

In-charge will decide extrication of injured passengers on priority manner.

He will ensure proper utilization of cold cutting equipments so that passengers will not get injures due to wrong operation of such equipments.

He will relieve panic and create reassurance among injured passengers.
•
Injured and dead passengers will be removed and kept at specified/nominated spots in the presence of ARME in-charge.

He will maintain liaison with other departments like, Commercial, RPF and Medical departments for smooth and efficient relief measures.

He shall communicate progress of relief, time-to-time to control office staff on ECP/PCP sets with the consultation of site in-charge.
Relief and Rescue Operation by ARME staff ARME in-charge will counsel all the nominated teams in train running position, regarding nature of accident and relief work to carry out at accident site. ART Staff: On getting information of the accident, they shall immediately report to ART in-charge and: •

Provide Walkie-talkie sets, wireless sets, mobile phones, satellite phone, fax, laptop and internet connectivity, etc. Arrange for BSNL telephone with STD facility at inquiry booths at site.

Liaison with local police at site. Ensure security of passenger’s belongings, parcels and Railway property. Baggage of passengers should be isolated and protected and consigned goods should be taken care of, till they are handed over to the claimants or taken over by railway authorities. Segregate the area of accident by establishing temporary barriers using nylon ropes or any other makeshift device available at the site. It should be ensued that the onlookers and spectators do not enter the affected area to disturb the scene or hamper the rescue operations. Send hourly status of the site to Divisional /Zonal Control Room. Open RPF ASSISTANCE POST with proper Board at a conspicuous place so that people needing help can easily approach the RPF. Open a log book and record the action chronologically. Ensure documentation about the number of persons injured or dead, giving their identity and addresses, if available. Guide the friends or relatives / dependents of the injured / deceased.
RPF control Room: Officer on duty at the Divisional security Control Room, on getting message of an accident, shall; •

36 CHAPTER – 6 DISASTER MANAGEMENT CELL AT DIVISIONAL HEADQUARTER Functioning of Disaster Management Cell The Disaster Management Cell will operate at d i v i s i o n and shall be attended by nominated officers. Safety departmentThe Officers representing Safety Department shall coordinate the functioning of Disaster Management Cell. He shall report the accident to Railway Board/CRS/GM and update the restoration details from time to time. He shall also ensure ordering of Relief Train for evacuation of involved passengers from the site of accident. The officers attending the Disaster Management Cell shall obtain the full details of the accident from Divisional Control/Site of accident and shall monitor the movement of Breakdown Train and relief Train. Top-most priority is to be given for rescue operations, for transferring the injured passengers from the site of accident to the nearest hospitals, and for sending medical aid from Civil/Military/private hospitals. Medical department The officer representing Medical Department shall obtain all details regarding casualties/injuries to passengers involved in the accident and shall maintain liaison with the Accident Site/Referral hospitals and Dispensaries, and shall consolidate the list of injured/casualties in minimum time so that the same can be faxed to concerned station/division for display in Emergency Control and Emergency Information Booths. Commercial departmentThe officer representing Commercial Department shall ensure ordering of refreshment for passengers of involved train, payment of ex-gratia to the injured and to the next-ofkin of the dead passengers, arrange for transshipment of goods and passengers luggage, and hire private buses for transport of passengers from site of accident to the nearest Rail Head. He shall also ensure transmission of detailed information regarding injured/casualties to originating / destinations stations, to Railway Board, and to HQ of the originating/destination Railways. He shall also ensure opening of Emergency information Booths at important junction stations en-route within the Railways. Operating departmentThe officer representing Operating Department shall manage relief and restoration operations at head quarter level. He shall record all events related to the accident chronologically. He shall ensure regulation and diversions of trains keeping in view the likely time of restoration at accident site. He shall ensure that the passenger carrying trains are regulated at such stations where water and catering facilities are available. He shall also monitor the ARTs/ARMVs/Labour Special trains ordered from the adjoining division and zones. Mechanical departmentThe officer representing Mechanical Department shall assess the requirement of additional Medical Vans/Breakdown Trains and shall liaison with adjoining Railway/Division for ordering the same. He shall also monitor the movement of Breakdown trains. He shall obtain the details of rolling stock involved in the
37 accident and its PRO particulars. He shall obtain the restoration details regarding re- railment/toppling of wagons/coaches done by each individual Breakdown Train. He shall obtain the bio-data of the crew involved in the accident. Engineering departmentThe officer representing Engineering Department shall obtain the information damage to track and shall ensure ordering of material train if required. The details of track structure and other relevant details such as USFD particulars, last inspection, profile of the track, etc shall be obtained within minimum time. He shall organize ordering of additional labour and material specials, as per the requirement at site, from the adjoining divisions/zones. Electrical departmentThe officer representing Electrical Department shall obtain the details of extent of damage to OHE/Loco. He shall obtain the bio-data of crew involved in the accident. He shall assess the requirement of additional material at the site and shall organize movement of Tower wagon/material special to the site of accident. S&T departmentThe officer representing S&T Department shall ensure efficient communication. A line should be dedicated for the emergency transmission from the site of accident/divisional control to Disaster Management Cell at HQ. He shall ensure installation MTNL/Telecom Department Public Phone/Railway phone at the site of accident involving passenger train. He shall obtain the details of S&T gears involved, if any, in the accident. Liaison with Railway Board/Zonal Head QuarterDisaster management Cell will maintain constant liaison with the Emergency Cell at Head Quarters office for following activities: • • • •

38 CHAPTER – 7 DEALING WITH NATURAL CALAMITIES - CYCLONE & EARTHQUAKE ETC. Weather warning messages Meteorological departments, Chandigarh centre (Ph. No. 0172-2707955) Government of India, issues messages of warning through FAX to division at Phone No. 01632-244708 whenever a storm/gale or heavy rainfall is expected. Following conditions are considered dangerous: • Dangerous rainfall – when expected amount of rain fall is 5cm or above in 24 hours. • Dangerous wind velocity – when wind velocity is 65 KMPH or above Local Weather information Centre is located at Chandigarh] Action to be taken on receipt of weather/cyclone warning messageCHC/Dy.CHC: He should repeat the message to the SMs/ASMs of the stations, which are likely to be affected. He shall also advice DRM, ADRM, Sr.DSO and controllers of various branches, who are working in the Divisional Control Office. They shall, in turn, advise their branch officer who will take action accordingly. A register shall be maintained in the Control office with MTS, showing full particulars of the warning received. SMs/ASMs, Loco Pilots, Guards: • Intimation to officers and Sr. Supervisors. The SM on duty, on receipt of the message, shall immediately advise the officers and Sr. Supervisors concerned, at his station. • Precautions to be taken by SM, Loco Pilots and Guards. In case of strong winds, the trains should be detained till it is considered safe to proceed further. In the section, the Loco Pilot and Guard of the train wait till, in their opinion, the intensity of wind has come down to the level that the movement of train is not endangered. • The train should not be stopped at places like sharp curves, high embankment, cuttings and bridges, including approaches. • The Guard and Loco Pilot of the train, in co-operation with the railway staff and passengers traveling in the train, shall try to ensure that the doors and windows of the coaches are kept open by the passengers to allow free passage of the wind through the coaches. Anemometer indications: In case, Anemometer is installed at the station and if it is indicating wind velocity higher than the danger level as prescribed by the special instructions, the SM shall take the following action: • He shall inform the controller and the SM on the other side immediately about the need to control the movement of the trains.
39 • He shall not start or allow the movement of the trains through his station and also not grant line clear to the trains waiting at the adjacent station for movement towards his station. • He shall resume normal running of trains in consultation with the controller and the SM at the adjacent station after the wind velocity has gone below the danger level prescribed by the special instructions. Way supervisors, including PWIs, IOW, BRIs, Gang men, Keymen, and other staff, should report to the nearest Station Master, who in turn will advise Control about the availability of P. Way staff and supervisors. • A team of Gangmen, Keymen and PWI/BRI should be sent on either side of each block section for checking the track, structure and bridges. • The checking team should be suitably instructed to protect any undamaged track structure or bridge in the section. • After checking the whole section, a report detailing the nature of damage, location, and requirement of men and material should be submitted to SM, on in turn will advise the control. Action by S&T staff: • Overhead and cable communication may be affected due to Earthquake. Immediate efforts should be made to provide. Alternative means of communications through VHF, Microwave, RE cable, Optic fiber etc. between the control and stations. • SE (Sig/Tele) and ESM/MSM must be available at the stations. After checking all the S&T installations, details of the damage and additional requirement of men & material should be given to S&T Control. Action to be taken by Electrical (TRD) staff: • On receipt of information about the earthquake, OHE supply on the affected section should be shut down immediately. All the section in UP & DN directions should be checked thoroughly by tower wagon, tower wagon should be run at the restricted speed so that it can be stopped before any obstruction.
• After checking each section, feedback should be given to TPC who, in turn, will advise the position to Dy. Chief Controller.
Action to be taken by Electrical (Genl.) staff • In case of failure of powers supply, DG sets should be arranged at important installations line control, station etc.
41 Action to be taken by Commercial staff • Regular Announcements should be made at the Station. Explaining the Calamity and effect on train running. • Emergency enquiry counter should be opened at • Major Stations and at the affected stations. They should be provided with DOT phone / Cell Phone facility. • Basic amenities, like drinking water, food etc., should be provided to the Stranded passengers. • Additional windows should be opened for refund of tickets. Action to be taken by Mechanical staff • Relief coaching stock and relief goods stock available must be made ready. • In case of electrified territories, DSL power should be made available. Action to be taken by Personnel staff • Set up a relief cell, consisting of CWI/WI and other staff, to assess losses and damages at stations and in colonies. • For providing speedy relief, co-ordinate with trade unions, Mahila Samitis, NGO, etc. Actions to be taken by RPF staff • Help Railway officials/employees in relief work at stations and in colonies. • Protect Railway stations, yards and all vital installations and restrict the entry of outsiders. • Render necessary assistance to the affected persons. • Maintain close co-ordination with civil authorities. ***
42 CHAPTER – 8 PASSENGER CARE General • Providing assistance to passengers and their relatives/dependents is of utmost importance in helping them relieve their misery. • Injured passengers and their relative/dependents are to be treated with utmost courtesy and sympathy so as to alleviate their trauma and discomfort. • For dealing with relatives/dependents arriving from far-flung corners of the country, staff fluent in local language of the place from where the train originated, should be used as interpreters. • Commercial Supervisors and Welfare inspectors should talk to passengers and ascertain if they wish to call their relatives/dependents.

• Injured passengers should thereafter be provided with either mobile or STD phones to enable them to speak to their relatives/dependents. • Transshipment of unaffected passengers and their clearance from the accident site would be arranged quickly. The officer available in the control shall arrange the transshipment on priority. • Even in case of worst possible accident with adverse and extreme circumstances, all injured passengers would be rescued on priority. Site, manager as well as officer in charge in the control shall monitor the situation to do so. • In rescue operations, top priority will be given to all passengers in critical condition for immediate medical attention. • Even in case of worst possible accident, dead bodies would be extricated at the fastest possible speed. The ARME in-charge and officials available at the site of accident should act accordingly. Hospitalization of the injured • General policy, in case of railway accidents involving passengers, is that of rapid evacuation of the victims to railway hospital after rendering immediate and necessary first-aid treatment. • In case there are no railway hospitals nearby, they are to be admitted in the nearest Government hospitals. • In the following cases, the injured may be taken to a private hospital: o
When there is no railway or Government hospital available within a radius of say 8 kms. From the site of accident, or
o
When the attending doctor certifies in writing that the treatment in private hospitals necessary in the interest of the patient.
o
Except where railway doctor certifies, such injured passenger should normally be eligible to the class of accommodation in the private hospitals where different scales are available.

Where the family of the injured person desires to be provided with a higher class accommodation, the family should give in writing to pay the extra cost involved directly to hospital authorities.
•
For this purpose, CMS should chalk out a working arrangement with such private hospitals as may be necessary in areas served by them, so that in an emergency, injury cases can be referred to hospitals concerned without loss of time.
•
To facilitate matters and to avoid misunderstanding, CMS should draw a list of such private hospitals bearing in mind the railway and other Government hospitals in the vicinity.
•
CMS should also fix the charges to be paid in such cases for each class of accommodation. Complete medical care will be taken of all injured passengers, including payment of medical bills till their final discharge from hospitals. Claims compensation booklets containing forms and other instructions will be distributed to all injured passengers and next of kin of all deceased passengers.
•
Bills by such private hospitals should be submitted through CMS, who will certify the correctness of charges payable, before forwarding for payment to Accounts.
•
Under this Para, payment to private hospitals can be arranged locally by the railway, and Ministry of Railway’s approval is not necessary.
•
If the injured are admitted in non-railway hospitals, railway doctors should be deputed to these hospitals to render necessary assistance, including supplying the medicines that are not available in these hospitals.
•
They should carefully monitor the medicines that are not available in these hospitals.
•
If more than one hospital is involved, apart from deputing doctors to individual hospitals, a railway doctor should also be deputed to co-ordinate and maintains the centralized updated position.
Facilities to be made available in the hospital – • There should be a separate reception counter manned by a commercial Supervisor or by a welfare Inspector at the entry to the hospital, to deal with relatives/ dependents of patients. • A chart should be displayed at this reception counter indicating ward numbers where the patients are admitted, along with their names, coach number wise. • At the entry to every such ward, a second list should display the name of the patient, coach number and the bed number inside the ward. • Commercial staff and Welfare inspectors on duty at that hospital should carry a list indicating the name, address and telephone numbers of relatives/dependents as given by the patient, and whether they have been informed or not. • Arrangement should be made to inform the next of kin or a relative or friend of the deceased, in case identity of the person involved in accident becomes known. • As and when relative arrives, his name should be marked in the list against the passenger’s name.
44 • Reception counter should be provided with BSNL telephone with STD facility. • There should be two mobile telephones readily available to be taken to patients inside the wards for making outgoing calls. • Complete medical care of all passengers, including payment of medical bills till their final discharge, should be provided. Communication • Telephone with STD facility should be made available to passengers to communicate with their relatives/dependents. • BSNL/Railway telephone available at adjoining stations/cabins/towns shall be extended to the accident site. • PCO telephones and other BSNL phones in nearby localities/villages/towns shall be extended to the accident site by persuading owners of such phones. • Payments for such telephone connections will be made from station earnings. • Sr.DSTE should hire some mobile phones to meet the needs of stranded passengers. • Wherever cellular phone connectivity is available, stranded passengers should be permitted to use these phones free of charge. Arrival of relatives / dependents • After a few hours, next of kin of the deceased and relatives/dependents of injured passengers start arriving at the accident site. • Adequate number of display boards should be available on ARMEs/ARTs for being put up at the accident site. • These display boards should indicate the direction of the Assistance Centre at site. • The indication boards should be displayed near those areas where incoming relatives/dependents arrive and congregate. • Periodic announcements on loudspeakers should also be made for guiding them to the Assistance Center at site. Taking care of relatives/dependents • At the Assistance Centre at site, Commercial Supervisors & Welfare Inspectors should be available to guide the relatives/dependents. They should go through the reservation charts and list the dead/injured. • Commercial supervisor or WI shall depute a railway servant to accompany the relatives/dependents to the hospital. • A hired vehicle should be provided for carrying them to various hospitals and mortuary. • The commercial supervisor or WI should stay with the relative until they have either found the injured passenger or identified the dead body. • Thereafter, they should help them in completing all formalities at the Assistance Centre at site.
45 Single window clearance • Assistance Centre at site should provide single window clearance for all legal formalities and paperwork. • If should provide the following facilities: o Reservation chart for locating the name. o
List of dead and injured along with the name of hospital.

A vehicle, to take the relatives to various hospitals or mortuary.

Stay of relatives/dependents of dead and injured • Commercial supervisor or WI deputed with relatives / dependents should arrange for their stay and accommodation also. • Depending upon the need, accommodation in hotels / Dharamshalas should be hired for accommodating passengers. • Arrangements should be made for their meals etc. Performance of last rites • In many cases relatives/dependents decide to perform the last rites at the place of accident itself. • Necessary assistance should be rendered to relatives/dependents in locating: o
The nearest cremation or burial ground as the case may be.
o
Shopkeepers who sell necessary material for funeral rites
o
Priest for performing the ceremony.
• The above information should be conveyed to relatives/dependents and transport provided for carrying the body. • Commercial supervisor and dependents in this endeavor.

Station pay order (withdrawal from station earnings) should be duly signed by Sr.Scale Officer with official designation, indicating his name.
iii)
Proof whom the payment has been made and the reason for payment should be kept by payee with revenue stamp.
iv)
The accountal should be submitted to c o n c e r n e d b o o k i n g o f f i c e f o r o n w a r d s u b m i s s i o n t o T r a f f i c A c c o u n t s o f f i c e within 15 days from the date of withdrawal. (Para 2425 of Indian Railway Commercial Manual)

48 CHAPTER – 9 MEDIA MANAGEMENT Objectives • To provide factual information to public with regard to accident. • To convey any other information which is of use to passengers. • To convey specific information which is of use to relatives/dependents of dead and injured passengers. • To create a positive public opinion, • To create a healthy relationship with the press and electronic media. Duties of Public Relations Organization • PRO and his team will collect whatever information is available and released it to the media within 60 minutes of intimation of accident. • The information shall include telephone numbers of help line enquiry booths. • Photographers with digital and video cameras should also be taken to the accident site. • Responsible PR supervisors should be deputed during nightshift for interacting with the media, if necessary. • PRO will organize press briefings at fixed timings. • PR organization shall monitor various important media channels to keep track of media reporting. Suitable corrections/clarification may also be issued, if required. Spokesperson • Only GM, DRM, CPRO and PRO are competent to interact with press and electronic media. • Apart from the above, any other officer authorized by GM is competent to interact or give interview to press and electronic media. • They should ensure that only factually correct and confirmed information is relayed. • No inflated or exaggerated version of any fact should be relayed to the media. No railway man shall express or voice any criticism, or express his personal opinion or views about the accident, at any point of time. Information to be relayed to Press and Electronic Media - Information to be given to media can be broadly segregated in to following categories: Accident: • Natures of the accident, i.e. date, time, exact location, train number, number of coaches involved. etc. • Details of how the accident most probably occurred. • Prima–facie cause of the accident will be relayed to media only with the approval of GM. • Sabotage, even if suspected will not be relayed to media, without approval of Railway Board. • Regular reports regarding progress of Rescue & Relief work. • Expected date and time of restoration.
49 Uninjured passengers: • Steps taken to provided beverages, refreshments and first aid treatment to uninjured passengers. • Steps taken by railway for clearance of uninjured passengers. • Expected time of departure of front portion of the affected train. • Expected time of arrival at the destination. • Expected time of departure of rear portion of accident involved train. • Its diverted route and expected arrival at the destination. • In case empty coaching rakes have been arranged then details of the same. Dead and injured passengers • Steps taken by railway to render immediate medical attention • Number of passengers rescued. • Breakup of the injured passengers, both grievous and simple. • Name of the hospitals where injured are being treated. • Approximately how many patients have been admitted in each of these hospitals • Names of injured passengers. • Communication facilities like cell phones. STD phones provided at these hospitals. • Payment of ex-gratia. • Facilities offered t o relatives/dependents of victims including free pass for journeys. • Special trains being run for brining relatives /dependents of dead and injured. • Number of dead bodies recovered and number of bodies identified. • Identification of dead bodies takes much longer since either: o They were traveling alone or; o Their companions are injured and are not in a position to identify them, or: o
Their companions have also injured/dead.

Under such circumstances it is possible to identify dead bodies only when relatives/dependents arrive.
o
This aspect of identification of dead bodies and reasons for delay should be explained to the media.

Casualty figures: •
In all accidents, as long as Rescue & Relief work continues, there is always a difference between casualty figures given by the railway and casualty figures quoted by the media.

The reason for this difference is that railway gives figures based on actual number of dead bodies recovered, whereas media estimates casualty figures based on the damage visible.
•
During Press briefings, this point should be clarified that till the present time, so many bodies have been recovered.
•
However, it should also be made clear that casualty figures are likely to go up since rescue work is still continuing.
•
Assessment regarding likely number of deaths and injuries may also be made if considered necessary. Such an assessment should based on: o o o
Total number of coaches involved. Number of coaches searched. Number of coaches yet to be dealt with.
• Particular reference should also be made to coaches that are crushed or that have climbed on top, and have not yet been searched. Press Briefings at accident site: • DRM or his authorized representative shall collect factual information from the site manager and relay the same to the media and HQ. Thus an on-line communication channel will be established to keep media informed of all the important details. • CPRO or PRO should be available during press briefings in HQ. • There should be a fixed time for press briefings so that there is no confusion regarding different versions given to separate channels at various points of time.
51 • Simultaneous press briefings should be held at accident site, at HQ and at division, as per the time intimated, so that the same version is given to all concerned. • All media releases will be uploaded on the N o r t h e r n Railway Website, and a separate web page will be opened to give specific information with regard to the accident. The priority of information release to various media will be as under: o TV channels. o News Agencies. o Print Media •
Convenience of media shall be taken care of by PR personnel with assistance of Commercial representatives at site. Tour of media persons should be conducted to hospitals where injured are being treated.

Commercial department should ensure that list of passengers who traveled by the accident involved train along with the list of dead and injured reaches the PR officials at the earliest.

DISASTER MANAGEMENT IN TUNNELS 10.1 Preamble : It is the first time that tunnels longer than 11.17 kms. came in operation with the commissioning of the Shri Mata Vaishno Devi Katra- Qazigund section over Firozpur division. Division has realized the importance of several issues connected with the safe operation of Diesel Hauled trains in long tunnels in the beginning itself and is concerned to the following aspects; (a) Ventilation requirements for passengers and workmen. (b) Adequacy of tunnel cross-section from considerations of passenger evacuation in emergencies and restoration in case of derailments (c) Track structure and track maintenance (d) Illumination inside the tunnels. (e) Safety measures and precautions. (f) Communication facilities. 10.2 Tunnel data over Firozpur Division: There are 30 tunnels on Jammu Tawi- Shri Vaishno Devi Katra section 01 tunnel on BanihalBaramulla section and 02 tunnels on Pathankot-Jogindernagar section. The details are as under: List of tunnels on JAT-SVDK Section The section of JAT-SVDK has 30 numbers of tunnel .since the section exists in hilly terrain so approach to Tunnel is very important in case of any emergency. Detail is given below. Since the tunnels are designed for single line working hence in case of any failure there is no alternate track for train operation. So in case of failure at least one standby arrangement of power should always be available at SVDK. Track in Tunnels is being maintained by sectional Gangs. 4.
Strategies For Implementation On The Safety Factors
4.1
Tunnel Cross-section Typical tunnel cross section is being adopted on the Firozpur division. Footpath on both the sides is provided in tunnels longer than 1 km. For other tunnels footpaths are provided on one side only.
TUNNEL SYSTEMS AND TERMINOLOGY It is necessary to understand Tunnel Systems and its Terminology in order to understand complexities of Tunnel behaviour. The details are summarized in following lines; A. TUNNEL TYPES:
Tunnel types are described by their shape, support system; invert type,

(a) Shapes: There are four main shapes of tunnels – circular, rectangular, horseshoe and oval/egg. The different shapes typically relate to the method of construction and the ground conditions in which they were constructed. (b) Tunnel Support System: Following Tunnel support systems are generally in use;
Unlined Rock Rock Reinforcement Systems (Rock bolts) Shotcrete (with or without wire mesh) Steel Ribs support Concrete Lining
(c) Invert Type: In Railway tunnels on JAT-UHP section, track has been placed directly at the bottom of the tunnel structure except in circular/elliptical shape tunnels where track has been placed by developing a horizontal bed by leveling segment of tunnel. B. VENTILATION SYSTEMS: Various prevailing systems include Natural Ventilation, Longitudinal Ventilation, Semi-Transverse Ventilation, FullTransverse Ventilation and Single-Point Extraction. All tunnels (except Tunnel No. 7 on JAT-SVDK section) on FZR Division are Naturally Ventilated. The movement of air is controlled by meteorological conditions and the piston effect created by moving traffic pushing the stale air through the tunnel. This effect is minimized when bi-directional traffic is present. The meteorological conditions include elevation and temperature differences between the two portals and wind blowing into the tunnel. Forced Draft Longitudinal Ventilation has been provided in Tunnel No. 7 on JAT-UHP section. C. LIGHTING SYSTEMS: Lighting Systems have been decided based on their lifecycle costs and the amount of light that is required for night time and day time illumination. Adequate light is required in initial part of the tunnel for train drivers to properly adjust from the bright portal to the darker conditions of the tunnel. Light levels have been planned at such magnitude that would help inspectors and gangs inspecting/working at track level to clearly see the track elements without using flashlights. In Jammu Tawi-Katra section, tunnel lighting is also important & aimed for security purpose. 4.2
SAFETY PRACTICES: Extreme caution is required while inspecting tunnels, to prevent danger to the traveling public (trains), to maintenance staff and to the inspecting officials. All inspecting officials should wear reflective vests & protective gears. If possible, it is better to inspect the tunnel during Traffic & OHE block.

Communication In all the tunnels emergency sockets have been provided at each end (entry/exit). In addition sockets have been provided at an average interval of 500 mtrs instead of 1000 mtrs (as provided in normal routes).

Motor trolleys available with the PWI’s The Motor Trolleys shall be kept in working order by the in-charge for emergencies.
4.6
Evacuation and Rescue of passengers It is being ensured that only vestibule rakes ply over above section. It is ensured that the vestibules are maintained in order and the rolling shutters between the coaches are kept OPEN during the train’s journey on the division.
(a)
In case of fire on a coach/coaches and train coming to a halt inside a tunnel: (i)
The Passenger Assistants shall immediately evacuate the passengers to the adjacent coaches through the vestibules. The attendant of adjacent coaches shall commence the operation of putting off the fire simultaneously. After complete evacuation the rolling shutters of coaches on fire to be closed to contain the spread of fire.
(ii)
On receipt of this information the Central Control shall inform the SM’s of the adjacent stations to inform the local Fire Brigades and Hospitals consulting them to render necessary assistance.
(iii)
After that they shall detach the rear part of the train (behind the coach on fire) and pull the train ahead- if possible the front part of the train shall be taken out of the tunnel. They shall put on the lights inside the tunnel.
(iv)
Following this they will detach the coaches on fire and move the front portion further ahead clear of the zone of fire.
(v)
The Assistant Loco Pilot and Guard shall protect the train.
(vi)
In the mean while the Coach Attendants/Train Superintendent shall continue the fire fighting operation and rescue any entrapped/injured passengers.
(vii)
The passengers in the rear portion of the train left in the tunnel shall be evacuated via the nearest portal (The indications for which will be available on the tunnel walls.)
(viii)
In case it is not possible to pull out the front portion of the train from inside the tunnel and/or detach the rear part of the train the passengers in the rear portion should be evacuated through the portal towards the rear and those in the front portion through the portal towards the front.

(b)
(ix)
The Central Control on receipt of the information shall immediately alert the adjacent stations, ART’s, ARMEs, PWI’s, Ambulances and issue instructions for their movement towards the site.
(x)
The Medical Officers shall move to the site along with the ARME’s or the ART. They shall carry with them paramedical staff.
(xi)
The Central Control shall clear the adjacent yards of any stabled loads or trains to facilitate receipt and dispatch of relief trains. The Control shall also arrange one additional loco on either side expeditiously to facilitate pulling out of the parts of the affected train.
(xii)
Station Masters of adjacent stations shall immediately alert local Hospitals and request for Doctors and Ambulances. They shall also request help from the Local Fire Brigades.
Derailments inside a tunnel: In case of derailment of passenger carrying train inside the tunnel procedure identical to the above shall be implemented. In the tunnels.
(c)
Fire on a train coming to a halt outside a tunnel: In such cases the same drill as in (a) above shall apply. The only difference being evacuation of passengers from the tunnel which is an arduous task which will not be necessary.
4.7
Stalling of Train inside a tunnel: In case the Loco Pilot is unable to haul the train, the train should be brought to a halt outside the tunnel the train protected and help sought by contacting the Central Control. If the train stalls inside the tunnel, under no circumstances the Loco Pilot shall resort to repeated and sudden Notching up as this will cause excessive emission of smoke. In such instances the Loco Pilot and Guard shall secure the train and protec it and thereafter switch on the tunnel lights and contact the Central Control and seek necessary assistance. In case of a Passenger carrying train, the staff shall explain the situation to the passengers and avoid panic. Evacuation of passengers shall be decided only after consulting the Central Control.
4.8
Application of Dynamic Brakes: Application of dynamic brakes generates heavy smoke emissions. Loco Pilots during the ‘Learning of the Road’ shall be explained this phenomenon and directed not to make use of dynamic brakes inside the tunnels.

Instructions To Staff : (A) LOCO PILOT / ASSISTANT LOCO PILOTS (i)
Ensure that personal and engine equipment are complete.
(ii)
Avail of complete and adequate rest before joining the duty.
(iii)
Be conversant with speed restrictions in force and go through Safety Circulars before taking over charge.
(iv)
Examine

Ensure Sanding gears, wipers are in working order.
(vi)
Note that application of Rheostatic brakes is not permitted inside tunnels longer than 800 m. heck the brake power for effective control of the train. Check and ensure that headlights, flasher lights & marker lights are focused and burn brightly. Carry spare bulbs for emergency use. Exchange all right signals with station staff and Guard to assure yourselves that the train is following completely and in a safe manner. In case of failure to use engine Whistle while approaching/passing through the station. The train will be treated as “Run Away Train” and action taken. Use engine whistle while approaching “W/L” Engineering Indicator erected to intimate that the train is approaching long tunnel. Look back to ensure that the train is running in a safe and proper manner exchange all right signal with Guard. Be alert on the run, keep the engine headlight & marker lights burning during night, foggy or tempestuous weather and while entering and passing through tunnels. Never detach the train from the formation in the block section, without permission of the Guard and unless the load is secured by pinning of hand brakes to avoid rolling of load.

(B)
Train Stalling
(a)
Passenger Train:
(i)
Train shall be stopped as far as possible outside the tunnel portal. Inform Guard, protect the train from front and rear and secure the train from rolling, by applying hand brakes.
(ii)
Call for necessary assistance from station through Section Controller and Tunnel Ventilation Controller (wherever available).
(iii)
Inform the Passengers about the stalling, to avoid any panic.
(iv)
Ensure illumination of tunnel wherever lights are provided by operating switches provided in the tunnel or advising Tunnel Ventilation Control (wherever available) & operation of Ventilation system (wherever available). In case the train cannot be pulled out of the tunnel, the engine shall be shut down, the train secured by applying the brakes and protected in front and rear and Central Control informed of Relief Arrangements
(v)
(b) Goods Trains:- As far as possible, the train shall be driven out of the tunnel. If this is not possible, the engine should be shut down, the train secured by applying the brakes and the train protected in front and rear. Central Control /Tunnel Ventilation Control (wherever available) should be informed of Relief arrangements. (C)
Fire in Train
(i)
If fire is noticed in a train, all efforts be made to stop the train before entering the tunnel, failing which the train should run through the tunnel and then stopped out in the open.
(ii)
Coach attendants should make efforts to extinguish fire with the help of
61 fire extinguishers available in the coaches and evacuate the passengers through the vestibules to the adjacent coaches. (iii)
First aid should be rendered to the injured passengers.
(iv)
On complete evacuation of coach/coaches on fire, the rolling shutters in the vestibule should be closed to avoid spread of fire to adjacent coaches. After the train is brought to halt, Loco Pilots / Diesel Asst. / Guard hall inform the Central Control / Ventilation Control (wherever available) of the incidence and other details.
(v)
Ensure tunnel illumination (wherever provided) by operating the switches available in the tunnel or through Tunnel Ventilation Control (wherever available).
(vi)
The portion of the train behind the vehicle which is on “Fire” must be detached, front portion drawn ahead to a safe distance, the vehicle on Fire detached and the front portion drawn ahead to a safe distance.
(vii)
Extinguish the fire by use of fire extinguishers available on the train.
(viii)
Evacuate passengers away from the source of fire to a safer place, after evacuation of passengers from affected coach.
(D)
Fire in Locomotive
(i)
The train shall be stopped clear of tunnel, the engine shall be shut down and fire extinguished with fire extinguishers available in the loco, Assistance / Relief engine should be called for through Central Control/Station Masters at either end. the train should be secured by applying the hand brakes and protected from front and rear and Passenger counseled to be patient.
(ii)
In case of longer duration of fire in the locomotive in the tunnel and unable to clear the tunnel. • Provide illumination by operating switches provided inside the tunnels or through the Ventilation Control (wherever available). • Assistance, Relief Engine called for through Central Control/Tunnel Ventilation Control (wherever available). • The Engine should be shut down. • Passengers evacuated from the rear of the train to a safer place. • The fire extinguished with fire extinguishers available in the train / in the tunnel. Station Masters at either end informed of fire.
(E)
Alarm chain pulling
(i)
A slight drop in vacuum/pressure gauge, deflection in air flow indicator will be noticed. Loco Pilot should draw the train ahead and stop clear of the tunnel as far as possible.
(ii)
Assistant Loco Pilots shall assist the Guard in restoring the Alarm chain disc.
(iii)
Reason for alarm chain-pulling will be ascertained from the passengers of affected coach for action. *****

66 EMPOWERING GM AND DRMs TO REQUISTION HELICOPTERS / AEROPLANES (Ref – Board’s letter no.2002/safety-1/6/6 date 13.06.2004) Zonal Railway has been delegated powers to requisition helicopter/aero plane for expeditious action in the event of serious accidents vide Railway Board’s letter under reference. The subject matter has been reviewed by the Board and the following revised powers are delegated to the Zonal Railways. 1. GMs/DRMs have been delegated the powers to requisition helicopter / aero plane to reach site of serious accident for rescue operation expeditiously. In addition, powers are also delegated to requisition air support to dispatch the rescue teams to the site of the accident. It is difficult to stipulate exactly the circumstances under which they may exercise these powers; it has been decided to leave this to the discretion of GMs/DRMs. However, broadly these may cover the following type of cases: a) Where more than 10 casualties (deaths-cum-serious injuries) are feared and it is difficult for these officers to reach the site within reasonable time. b) Where heavy damage is caused to railway installations in sensitive and tension filled areas (e.g. wreckage of track, bridges, etc. through bomb blast, other means of sabotage, etc.) c) Where public reaction in case of late arrival of senior officers at site is likely to highly adverse. Normally, in case of an accident only one helicopter should be requisitioned by a Zonal Railway, except when there is a serious passenger train accident involving several casualties when it is essential for both the General Manager and the Divisional Railway Manager to reach the site at once to safety the public and the press. However, for dispatching the rescue teams to the site of the accident, separate helicopter/aero plane may be requisitioned it so needed. 2. Zonal Railways are further empowered to requisition helicopter/aero plane to evacuate injured and dead in the event of serious accident GMs may personally exercise these powers and may not delegate these further. The above instructions on the subject supersede all the previous instructions issued vide above referred letters. This issue with the concurrence of the finance Directorate of the Ministry of Railways.

No. 2003/Safety/DM/6/3 New Delhi, dated 13.06.2008 General Manager, All Indian Railways including General Manager, Kolkata Metro. Sub: National Disaster Response Force (NDRF) Ministry of Home affairs, Government of India has formed National Disaster Response Force(NDRF) at the eight selected locations in the country for dealing with relief and rescue operations related to all types of disasters. As per Disaster Management Act 2005, various Ministries and departments under Government of India should join hands for mutual assistance in case of a disaster. Assistance from local Government and bib-government agencies is invariably required by the Railway administration for prompt relief and rescue operation in case of disaster affecting railways. Assistance of NDRF could be of great help to the Railways in major railway disasters. Detail of 8 NDRF battalions are as under:

Having 18 teams, One team is of 45 persons which have qualified persons in every field i.e. search & rescue, medical first aid, electrical, administration, communication, security, dog squad etc. Detail of equipment with one team is attached with. In depot the equipment of one team was inspected and found that all equipment was handy, properly packed in boxes which can be easily leaded to the site of disaster.

Zonal Railway should get in touch with NDRF officers at the nearby NDRF locations to have the first hand knowledge the resources available with them and also familiarize NDRF task force with Railway related disaster situations and expose them to the issues relevant to rescue and relief of passengers during railway accidents Railways may also associate NDRF in the full scale exercise that is held once every year. Zonal Railways nearest to the respective NDRF battalion locations may coordinate with them accordingly. There are no charges for availing the services of NDRF except the rail transportation which Railways may provide at their cost for attending to rail accidents. Railways may also have to provide the rail transportation logistics for transporting NDRF in case of non railways exigencies. Board have also empowered Divisional Railway Managers to directly requisition the relevant NDRF battalion for relief and rescue operations depending upon the gravity of situation so that their services could be made available expeditiously at the time of major Railway disasters without any loss of time. However requisitioning of NDRF should be judicious and NDM control room under Ministry of Home Affairs (Telephone No. 011-23092885 Fax No. 011-23093750) and Security Control Room (Telephone No. 011-23387981 Fax No. 011-23303983) and Safety Cell (Telephone No. 011-23382638) in the office of Railway Board must be kept informed. This is issued in consolation with National Disaster Management Authority (NDMA) having the administrative control of NDRF. Action taken in this regard may be advised for the information of the Board.

The General Managers All Indian Railways. Sub:- Requisitioning of Indian Air Force Aircrafts / Helicopter by Zonal Railways in case of serious Railway accidents / natural calamities. Doubts have been raised from time to time by the Zonal Railways regarding standing instruction on the above matter. The extracts of Air Force instructions no.9/83 regarding Regulation Governing Flights and Airlifts in IAF aircraft within Indian Territory is reproduced as under: Para 9(a): The use of IAF aircraft for civil agencies may be authorized by the Chief of the Air staff on payment at rates which will be fixed by the Ministry of Finance (Defence), such Flights may be provided on written demand for work like aerial photograph, survey and other purposes, survey of air routes , carriage of mail, drop of supplies, carriage of urgently required stores, leaflet droppings, relief and reconnaissance flights, carriages of para military police forces etc. “ Such flights as errand of mercy on payment at chartered are without detriment to Defence requirements, may also be provided for evacuation of seriously sick or injured civilians from inaccessible areas at the written request of the State Governments, Union Territory Admin. and other Central Ministries / Departments, as a life saving measures on an undertaking by such authorities that it is neither feasible by them nor any other means of civil air / surface transport is available for such evacuation and the evacuation by the IAF will be at their risk and cost”. The Ministry of Defence may sanction on payment urgent movement of civilian Govt. servants and stores and equipment in IAF aircraft for various Ministries of the Central Government and for the State Government provided aircraft are available without prejudice to service requirements. Para 9(d): Station Commanders of and above the rank of Wing Commander may authorize special flights of aircraft under their control to meet written request from Central Ministries / Departments / State Govts. / Administration of Union Territories for assistance in any grave emergency or natural catastrophe. They will immediately advise concerned Command Headquarters. Such flights are to regularized under the authority of the AOs C-in-Command / Group in due course. Attention is also invited to Railway Board letter of even number dated 13/15-06-2004 vide which GMs/DRMs have been delegated powers to requisition helicopter / aero plane even from private parties (copy enclosed) to reach the site of serious accident for rescue operation expeditiously and to dispatch the rescue teams to the site of accidents. Ref:- Board’s D.O. letter no. 98/Safety(A&R)/3/3 dated 14.07.1998 and 2003/Safety(A&R)/3/17 Pt. dated 14.10.2003 addressed to GMs of All Indian Railways from CRB. It has been experienced in the past that at times information regarding passenger train accidents is flashed in the media even before it is known in the Boards office resulting in avoidable embarrassment. All passenger train accidents or other occurrences involving casualties or otherwise having serious repercussions on movement of traffic should be promptly reported to CRB by the GM or in his absence by the AGM or COM, DRM or in his absence the ADRM or the Sr.DOM. Similarly MT should be informed by the COM or in his absence by the CPTM/CFTM, Sr.DOM or in his absence the DOM, directly without delay. In addition, all consequential train accidents should be informed promptly to the Railway Board Safety Cell by Sr.DSO or in his absence the DSO or Sr.DOM/DOM. It is further impressed that there should be no hesitation on the part of above officers to ring up directly and intimate whatever details are available at that point of time. The General Managers All Indian Railways. Sub:- Empowering Zonal Railways of requisition of requisition helicopter /aero plane at the time of severe accident. Ref:- Board’s letter no. 86/Safety-1/24/47 dtd. 14.03.1987 & 19.07.1989 Zonal Railways have been delegated powers to requisition helicopter/aero plane for expeditious action in the event of serious accidents vide Railway Boards letter under reference. The subject matter has been reviewed by the Board and the following revised powers are delegated to the Zonal Railways. (i)
GMs/DRMs have been delegated the powers to rescue helicopter/aero plane to reach the site of serious accident for rescue operation expeditiously. In addition, powers are also delegated to requisition air support to dispatch the rescue teams to the site of the accident. It is difficult to stipulate exactly the circumstances under which they may exercise there powers, it has been decided to leave this to the discretion of GMs/DRMs. However, broadly these may cover the following type of cases: (a) (b) (c)
Where more than 10 casualties (deaths-cum-serious injuries) are feared and it is difficult for these officers to reach the site within reasonable time. Where heavy damage is caused to railway installations in sensitive and tension filled areas (e.g.) wreckage of track, bridges, etc. through bomb blast, other means of sabotage, etc.) Where public reaction in case of late arrival of senior officers at site is likely to be highly adverse.
Normally, in case of an accident only one helicopter should be requisitioned by a Zonal Railway, except when there is a serious passenger train accident involving several casualties when it is essential for both the General Manager and the Divisional Railway Manager to reach the site at once to satisfy the public and the Press. However, for dispatching the rescue teams to the site of the accident, separate helicopter/aero plane may be requisitioned, if so needed. The GMs/DRMs may exercise the above powers personally and may not be delegate these powers. (ii)
Zonal Railways are further empowered to requisition helicopter/aero plane to evacuate injured and dead in the event of serious accident GMs ma personally exercise these powers and may not delegate these furthers. The above instructions on the subject supersede all the previous instruction issued vide above referred letters This issue with the concurrence of the Finance Directorate of the Ministry of Railways. Item 6(b) of the High Level Committee's report on Disaster Management over Indian Railway states as follow: “MOU with private air operators – General Managers may also explore the feasibility of entering into MOUs with private air operators for seeking assistance of air support in case of disasters over their zone”.

In case context, Raipur division had approached Chhattisgarh State Government to avail services of their helicopter in cases of emergencies. In this regard, the file containing copies of correspondence between Raipur Division and State Government is placed on facing side of this file. As seen from this correspondence, the Directorate of Aviation, Government of Chhattisgarh has agreed to provide the helicopter on the following conditions: i)
Helicopter will be provided only for rescue operations, depending upon its availability in air worthy condition.
ii)
Helicopter will be provided only within the state.
iii)
It will require the requisition letter, which should have coordinated of destination and proper helipad.
iv
Cost will be @ Rs. 7500/- per hour, to be paid within one month.
v)
Loading and boarding to provide to the crew.
vi
Helicopter will accommodate only FOUR passengers depending on operating and weather conditions.
As seen from above, the helicopter will not be useful to us in view of above conditions especially condition nos. (iii), (v) and (vi) and therefore it is felt that MOU will not be useful to us. GM may kindly see and approve. (P.S.Gupta) Chief Safety Officer

Sub:- The High Level Committee on Disaster Management: Implementation of Recommendation Nos. 21 The “High Level Committee on Disaster Management over Indian Railways” in recommendation nos. 21 of heir report have recommended as follows:“Assistance from Neighboring Divisions – Whenever number of injuries is estimated to go beyond 50, assistance must be sought for from adjoining Divisions. As a rough thumb rule, the scale of such outside assistance required would be from one Division for every 50 additional injuries.” You are advised to implement this accepted recommendation on your railways with immediate effect and report compliance to Board. However, it may be noted that this recommendation suggests only a rough thumb rule and it is up to the discretion of the GMs and DRMs of the Zonal Railways / Divisions to call for additional help based on their assessment of the magnitude of the disaster and the geographical location / condition of the site.

IV-24022/II2002-PM-1 dtd. 24.12.2002 addressed to Home Secretaries of all States(Copy enclosed) The issue of expeditious clearance by the State Policy in case of Railway accidents, where sabotage is suspected has been engaging Ministry of Railways (Railway Board)’s attention for a long time. It is noticed that sometimes rescue operations are hampered due to delayed and reluctant clearance by State Police. 2. It is pertinent to mention that there are two different tasks to be accomplished on war footing after railway accident involving human lives is concerned i. e. a) Quick Rescue Operation; and b) Restoration of Rail Traffic. It is clarified that incase of railway accidents, permission of the State Government or clearance of the police is not required for launching rescue operation for the purpose of saving lives which inter alia may also involve handling / shifting the rolling stock (locomotives, wagons and coaches) for extricating the trapped passengers. However, police clearance is required for restoration works at the site of accident, if sabotage is suspected. 3. To avoid any delay in launching the rescue operations for saving as many human lives as possible and for early restoration of rail traffic, the above issue has been taken up with the Ministry of Home Affairs. Consequently, Ministry of Home Affairs vide their letter ibid have directed the Home Secretaries of all States to issue suitable instructions to the concerned rail accident, when sabotage is suspected. 4. The contents of this letter may be widely published among the railway officer/staff and displayed in all ARTs/ARMEs so that a general awareness created amongst all those engaged in rescue activities. 5.

To The Home Secretary, Govt. of India, Ministry of home Affairs, North Block, New Delhi. Sub: Expeditious clearance by the State police in case of Railway Accident. Sir, Your kind attention is invited to the subject mentioned above. In a case of rail accident involving loss of human lives or injuries to the passengers, Railway Administration does everything possible to render necessary assistance and succor to them. Efforts are made to rush rescue and medical apparatus to site of accident without losing any time as the first new hours are very crucial. But is has been noticed that rescue operations are hampered due to delayed, and at times, reluctant clearance by the State Police. This was evident in the recent Rajdhani Express in Bihar when it took them unduly long time to complete the formalities. It may be pertinent to mention that there are two different tasks to be tackled on war footing, namely (a) rescue and (b) Restoration. (a)
As regards rescue operations, they cannot obviously wait till legal formalities are completed as they involved saving human lives. But it appears that there is some confusion regarding the urgency of undertaking rescue operations. I would request you to reiterate instructions to the State Government on this point so that there is no delay in starting rescue operations. Needless to handing the situation. Besides providing Medical Aid, other facilities, which may also be extended by them expeditiously.

As regards restoration of railway traffic, rule provides that this can be up only after the clearance by the Local Police of GRP. In this regard it would be relevant to point out that a large number of passengers are unduly inconvenienced by disruption of rail traffic. It would, therefore, be in the best interest of the passengers to restore the rail traffic as fact as possible. But, it clearance, consequently delaying the restoration operations.
I would, therefore, request you to issue necessary instructions to the State Governments to expedite clearance certificate in the event of a rail accident, so that normal traffic can be restored without avoidable delay. Sd/Dr. A.K.Pandey Director General / RPF Railway Board
