1. On November l, 2006, I read over the case file noted above and called Investigator McDaniels of the Troup County Sheriff's Department I was unable to reach him and left a message for him to return my call. I observed in the original report made by Deputy Gamer that Brianne Haynes stated that "unknown" subjects had been calling her residence and leaving threatening messages on her phone. The report further reads that three messages were left on the answering machine and that one had been left on her cell phone. While Deputy Gamer was at the scene, a fourth message was left on the answering machine by an "unknown" person. Deputy Garner reported that the messages sounded as if they were left by "several different people". Deputy Gamer reported that the messages indicated to him that the persons calling were related in some way and had a past relationship of some type. Deputy Gamer reported that Brianne Haynes "couldn't identify any of the voices"; but that she believed that someone in Floyd County (Rome, Georgia) was behind it. Deputy Gamer also reported that Brianne Haynes husband, Darrin Haynes, stated that he had spoke with a caller that identified himself as Brent Osborne at 639 Booger Hollow Road in Floyd County. Brianne Haynes stated that other callers identified themselves as "Michael" and "Kevin". Brianne Haynes also informed Deputy Gamer about her exboyfriend, Joseph Watkins. The report states that both Darrin and Brianne were not sure if the same person gave all three names. Brianne Haynes added that he was currently in prison for killing another man after they broke up. 2.
On November 2, 2006, I met with BriAnne Haynes and Darren Haynes (private numben:
at the Government Building. I conducted an audio taped interview of BriAnne Haynes in · reference to this case. BriAnne Haynes stated that she dated convicted murderer, Joseph Watkins, in High School. BriAnne Haynes stated that on the night that they broke up (October 31, 1999), Joseph Watkins pulled the emergency brake up in a vehicle that she was driving at the time. BriAnne Haynes stated that this action caused her to loose control of the vehicle and wreck. BriAnne Haynes stated that after the wreck, a witness, heard Joseph Watkins as he left the scene advising her not to tell about what he did (refer to reports from Rome, Georgia, Police Department). BriAnne Haynes stated that there should also be reports on record from around the time they broke up, in which she reported that Joseph Watkins made statements to the effect that he was watching her and that he was going to rip her guts out. BriAnne Haynes stated that Joseph Watkins later murdered a person that she was dating by shooting him in the head as he drove a vehicle. (refer·to reports from Rome, Georgia). BriAnne Haynes advised me of one more report that was made when someone shot at her mother's residence in Rome, Georgia BriAnna Haynes stated that police officers found Joseph Watkins in the area, but no charges were filed against him in the case. BriAnne Haynes advised me that she had also taken out a restraining order against Joseph Watkins that should be recorded in Rome, Georgia BriAnne Haynes stated that Joseph Watkins lived on the other side of town at that time. BriAnne Haynes stated that Joseph Watkins in currently serving life in prison for that murder, but that he would be eligible for parole in 2014. BriAnne Haynes stated that she bas recently received approximately ten telephone calls from Joseph Watkins on Sunday 003420
PAGE TWO Case File #06-02739 May, 14, 2006, in which he threatened her, her husband, BriAnne Haynes stated that she was very scared of what Joseph Watkins might do if he got out of prison and knew that he was capable of doing harm to her and her family. BriAnne Haynes stated that on Sunday, May 14, 2006, she received a phone call at her residence in which the caller stated that he would rip her guts out. BriAnne Haynes stated that she became upset, screamed, and dropped the phone. BriAnne Haynes stated that her husband~ Darren Haynes, picked up the phone and spoke with the caller. BriAnne Haynes stated that the caller mentioned Booger Hollow Road, which is a place that she is familiar with in Rome, Oeorgia. BriAnne Haynes stated that she was not able to identify who the caller was at that time. BriAnne Haynes stated that she was later able to determine that the caller was Joseph Watkins.
. BriAnne Haynes stated that she then knew (without a doubt) that it was Joseph Watkins and that he bad been disguising his voice. BriAnne Haynes stated that she also recogni7.ed the voice of Joseph Watkins on one of the cell phone messages (later found to be the third cell phone call listed below). I asked BriAnne Haynes about the original report written by Deputy Gamer. I asked why she and her husband reported at the scene that they did not know the identity of the person that left four messages on their answering machine and one message on her cell phone. BriAnne Haynes stated that the incident had shaken her up and that the information in the report did not sowtd correct BriAnne Haynes did confirm, however, that when Deputy Gamer left the scene, they were not sure of who called. This information only left three cell phone calls that had not been reported when the deputy left the location (cell phone call #2, #3, and #4). Out of these calls, BriAnne Haynes stated that she was 100% sure that they came from Joseph Watkins. I listened to a copy of the tape recorded messages that had been left on her cell phone and answering machine. I heard the following information included within these recorded messages (Note: not eomplete I partial summary of words only): *Cell phone eaD #1 - 1008 pm, cheating, cut throat, fuck you bitch, I'm gonna kill you *Cell phone eaU #2 - 1015 pm, take care of you, never told me about him, fuck you bitch, rm gonna kill you *Cell phone caU #3 - 1026 pm, sleep tight tonight, it will be your last fucking one . *Cell phone eall#4 - I see you *Home phone call #1- remember BBQ, you will pay, not gonna let this go *Home phone call #2 - 1108, where you live, cut throat •Home phone call #3 - please answer the phone, I'm gonna kill him *Home phone eaU #4- 1206 am, blow god damn brains out, lied, whole time in Korea, make your life miserable,

While speaking with BriAnne Haynes about the messages, she stated that the times and dates on the answering machine were not correct. BriAnne Haynes stated that the statement made about the BBQ could have been a mistake. BriAnne Haynes stated that he used to date a girl (Aslin Hodge of Polk County, Cedartown) whose father owned a BBQ establishment BriAnne Haynes stated that Joseph Watkins had not been to Korea and that he probably made this up to make her husband jealous. BriAnne Haynes confirmed again that she was 100% certain that the calls came from Joseph Watkins (absolutely no doubt in her mind). I then spoke with BriAnne Haynes and Darren Haynes about how they would like to move forward with this case. I advised them that we could move forward with a criminal case for Terroristic Threats or forward the information in the case to the Parole Board for their review at the next hearing. BriAnne Haynes stated that she wanted me to forward the information in this case to the Parole Board, address the issue of the telephone calls with the Hancock Prison (706-444-1000), and notify her of any type of punishment that he would receive for his actions. I advised her to obtain copies of all past reports of incidents that occurred between her and Joseph Watkins. I advised her to send a letter to the Parole Board and to obtain a person of contact at that office for any future possibilities of parole hearings. 3..

Case File #06-02739 4. On November 13, 2006, at approximately 0830 hours, I attempted to contact the Warden of Hancock Prison. I was unable to reach anyone or leave a message. I then attempted to fax a request for the Warden to contact me. but the fax did not go through. I then contacted Mrs. Doxley at the Deparbnent of Corrections Victim Services Department (404-651-6668). Doxley stated that she would be able to assist the victim with any calls made ftom Joseph Watkins within the prison system. Doxley stated that BriAnne Haynes needed to register at their website www.pap.staet.ga.us and to contact her if they had any further problems. I contacted Darren Haynes and advised him that they needed to register. While speaking with Haynes, he stated that when they originally reported this information to an investigator at the Troup County Sheriff's Office, they were informed that Joseph Watkins was at Washington State Prison. He stated that the investigator contacted Washington State Prison and was advised that he had already been transferred to Hancock Prison. Haynes stated that he later spoke with the Warden of Hancock Prison and was advised that they were having problems with prisoners using cell phones inside their facility. Haynes advised that they have not received any more calls since the report they made with me. I advised Haynes of the contact information for Mrs. Doxley and informed him to contact her about this issue. I also infonned him that I would fax a copy of my report to Victim Services to be placed with Joseph Watkins file. I advised Haynes to contact me if they needed any further assistance.
