2. INSTITUTIONAL DEVELOPMENT PROPOSAL 2.1 Summary of IDP The main focus of the proposal is overall development of the educational, industrial, and employment sector with thrust on social empowerment benefiting the students, academicians, industry and society at large. Following points summarize the scope of IDP in totality: · To enhance employability of students by strengthening industry-institute interaction. · To uplift the learning outcome of SC/ ST/ OBC and academically weak students by deploying student centric teaching methodology supported with state of the art laboratories and learning resources. · To implement credit based system to maintain academic flexibility. · To establish new ME programmes and strengthen existing PG courses for encouraging indigenous development through innovative ventures. · To organize soft skill and personality development programmes in order to make the students industry ready. · To identify the training needs of faculty / staff and accordingly make provisions for the same. · To acquire e-learning resources in library which will enable students to conceptualize and update at their own pace and location. · To attract high caliber students by creating modern infrastructure. · To establish centre of excellence in new and emerging areas of technology. · To setup entrepreneurship and community development centre which will cater to societal needs by providing vocational training hence promoting self-employment. · To promote collaborative and interdisciplinary research for addressing problems of interest to society and industry. 2.2 Details of SWOT analysis · A team of key stakeholders consisting of heads of all the branches in UIET and training placement officer under the leadership of Director, UIET underwent consultations and brainstorming. · Brainstorming sessions were carried out by various faculty members in separate groups of students to identify the strengths, weaknesses, opportunities and threats, keeping in view evolution of institute and future plans. · Based on the SWOT analysis, strategic planning and vision of UIET has been formulated.

Continuous up-gradation of knowledge and skills of faculty and staff. Enhancement of learning resources and methodologies for students. Up-gradation and modernization of existing laboratories. Setting up of laboratories for new research areas. Strengthening industry academia relationship to improve the status of employability, curriculum design, consultancy etc. Enhancing R& D and consultancy activities in expert areas. Starting new PG programmes. Enhancing academic, administration and financial management using office automation tools. Establishment of Web servers to host the e-content, lecture plans, tutorials etc. developed by the faculty.

The strategic plan is formulated so as to enhance the strengths of the institute and improve upon weaknesses. The opportunities will be effectively utilized to face the challenges posed by threats. 2.3 Objectives as per SWOT Analysis General Objectives 1. To strengthen infrastructure by removing obsolescence in equipment and up-gradation of infrastructure to keep pace with the developments in technology. 2. It is our endeavor to establish UIET as a leading engineering institute on the national scenario. To achieve that, it is very important to develop R&D facilities which attract consultancy project offers by industry as well as various project funding agencies. 3. Up-gradation of manpower (teaching/non-teaching) is another parameter which requires focus. Faculty and staff regularly need to attend training programmes to enhance their skills so as to adopt upcoming and futuristic technologies. 4. Average package being offered to UIET students is approximately Rs. 3.5 lakhs. However, opportunities exist where industry pays from Rs. 6-8 lakhs to engineering graduates. Students need to be given holistic education in such a way that atleast 30% students get higher pay packages. 5. To provide holistic education to the students in addition to technical knowledge, they need to develop soft skills, inculcate leadership qualities through workshops, seminars, short term courses, expert lectures, etc. 6. To achieve excellence through best teaching practices, innovation, team work and project work in collaboration with industry.

Specific Objectives 1. UIET has more than 850 computers in various laboratories of different branches. Out of these 43 are core i7 and 50 are core i5 machines. 2. Equipment of various laboratories in different fields that has become obsolete needs to be upgraded and modernized. Software needs to be up-graded after approximately every three years to keep pace with the latest versions. 3. UIET has QEEE lab having video conferencing facility and projector system. There is further need to establish more smart classrooms having projector system, smart electronic boards and a computer system. UIET has 33 classrooms which will grow to 40. All these class rooms need to be equipped with modern gadgets so that best practices in teaching can be implemented 4. UIET needs to establish itself in the area of wireless communication, mechatronics, medical imaging, microelectronics, materials science and engineering, etc. to strengthen R&D activities. 5. UIET has acquired more books and online journals, subscribed to IEEE journal . Expected Results 1. Exposure to modern equipment in laboratories will enable faculty to train students as per the needs of the industry. 2. With the availability of up to date software licenses, students can work on the live projects to enhance their skill set. 3. Exposure to infrastructure created under this project will enhance the employability of students in terms of higher responsibility jobs along with higher earning opportunities. It will also remove the need to re-train the students absorbed by the industry. 4. With the availability of smart class rooms, students can learn at any pace/ time / location with the help of recorded lectures and e-content created by the faculty members. 5. Post Graduate and PhD students can undertake projects in laboratories like Mobile Computing, BioMedical Instrumentation/ Imaging, Mechatronics, Robotics etc. created in this Phase-II of TEQIP. 6. Faculty can undertake consultancy projects in the areas in which infrastructure will be set up. Revenue can also be generated from this consultancy work for the upkeep and enhancement of these facilities created. 7. Faculty can collaborate with reputed universities of the developed countries and take up joint projects benefiting Panjab University as well as participating universities. 8. The institute will be able to purchase more licenses for online access to various journals. Availability of various journals in library will strengthen research activities of the institute. For the security reasons and avoid theft the RIFD in the library proposed. 2.4 Action Plan (a) Improving employability of graduates Following actions will be taken in the coming years to improve the employability of graduates. · Summer Courses and workshops will be conducted to enhance the learning of students in the core subjects. · E-learning resources will be strengthened in the library which will facilitate the students to learn at their own pace. (c) Autonomous institution status Panjab University is a fully autonomous body as per East Panjab University Act 1947 amended in 1956 and UIET is a constituent department of Panjab University and further as per the decision taken in the Syndicate Meeting of Panjab University held on 27th July 2013, full financial and administrative autonomy has been given to UIET, Panjab University Chandigarh. Panjab University has been accredited by National Assessment and Accreditation Council (NAAC) upto 28-01-2014.Its renewal activity has already been initiated NAAC Team visited the campus on March 2-5, 2015 , Its report is awaited. NBA accreditation process has been initiated and e-SAR has been filed online. The visit of the NBA accreditation team is due matter is already followed up through SPFU. (e) Implementation of Academic and Non-Academic reforms 1. Academic reforms: A. Curriculum revision: · Curriculum of each branch has been revised by taking inputs academicians from regional institutes and specific industry representatives. · Curriculum of each branch gives 20% weightage to departmental and open electives. · In each semester, practical courses with emphasis on projects are introduced to enhance the design and creative skills of the students. · In the curriculum 10% management oriented subjects are introduced to enhance the 17

B. Improved students performance evaluation · Performance/ progress of a student is measured by the number of credits that he/she has earned. · For the award of grades in a course, all component wise evaluation shall be done in terms of marks. The components include: Midterm-1 and Midterm-2 examinations, assignments/ projects/ class presentations/ attendance, and End semester examination. · Finalization of the grades shall be done by the Board of Control of the department/ institute or appropriate body/committee approved by the university for the purpose. · Internal assessment of students for each subject will be based on formative evaluation: tests, assignments, quizzes, presentations orals, individual and group assignments. · Answer sheets of End Semester and Mid semester exams are shown to students after evaluation within a week of conduct of the exams. · Weak students in each subject, who are awarded ‘ E’ grade, will repeat through some preparatory classes for that subject in next three weeks before they are reexamined. · To encourage the students for self assessment faculty will give assignments/ tutorials with solutions. In addition to this mock test and quizzes will be conducted with help of on-line question bank. · Provision will be made in the time-table for counseling of students to resolve their personal and academic issues. C. Performance Appraisal of Faculty by students · Faculty takes feedback from the students after the completion of the course so as to improve the teaching learning process. · A feedback Performa has been prepared to take feedback from students based on various parameters like: quality of teaching, use of teaching aid, accessibility of faculty members, syllabus covered, types of test given, and effort beyond syllabus covered etc. · Feedback performa filled by the students are analyzed by the H.O.D and accordingly motivate the faculty so as to improve the quality of teaching. 19

· Regular departmental meetings are being held for strategic planning according to the vision of the institute. D. Faculty Incentives for Continuing Education, Consultancy, Research and Development, etc · Training need analysis has been carried out to identify the training needs of faculty and they are encouraged to attend training programmes in industry/ institutes of repute. · Panjab University has provision of providing academic, sabbatical, study, duty leave in its calendar which the faculty can avail as per the requirements. · The faculty members are encouraged to go abroad to present papers in international conferences for which travel grant is provided from the university budget once in three years to each faculty member. · Since there is provision in the budget of TEQIP II for travel to attend conferences, more faculty members are motivated to attend conferences, workshops and seminars outside India. · The Academic Staff College of Panjab University regularly conducts orientation and refresher courses sponsored by UGC for knowledge up gradation and motivating the faculty to pursue R&D, consultancy work, etc. · UIET has collaboration with different industries in this region and faculty is encouraged to take up consultancy projects. Faculty is also provided sabbatical leave by virtue of which they can spend time in industry and take up the problem solving projects at the industry. · Panjab University provides financial assistantship every year to each faculty member for purchase of books and for becoming member of professional societies. · Faculty is encouraged to publish quality papers in journals of high impact factor. · Faculty is involved in collaborative research with other organizations such as PGIMER, GMCH, CSIO, IMTECH, NIPER, TBRL etc. for solving the inter-disciplinary problems. · Faculty promotions are time bound and based on acquiring academic performance indicators as per the latest UGC guidelines. · Panjab University publishes an annual report, which comprises of various faculty achievements such as publications, extension lectures, consultancy projects etc. · Panjab University has Internal Quality Assurance Cell (IQAC) as per the requirement of National Assessment and Accreditation Council (NAAC). · Panjab University has Centre for Industry Institute Partnership Programme to promote innovation and industry relevant enrichments in the academic programmes. 2. · The above Committees are authorized to exercise various autonomies such as Managerial, Academic, Administrative and Financial. · The budget sanctioned for U.I.E.T. by the Board of Finance of Panjab University has various heads such as Improvement of Education, Research Grant, Purchase/repair of equipments/maintenance, Setting up and Development of Lab and strengthening of labs. · Revenue generated out of consultancy works is partially retained by the Institute according to the rules of Panjab University. · All the teaching and staff vacancies are filled up as per the rules of Panjab University which follows the guidelines of UGC. · The various committees mentioned above have faculty members from all the branches at all levels by rotation and are involved in the decision making process. · 5% seats are reserved in U.I.E.T. for Economically Weaker Section. The students admitted under this section are entitled for tuition fee waiver provided they ensure minimum academic standard. (f) Improving Interaction with Industry · UIET has linkages with industry to strengthen overall development of faculty and students. · Under the Campus Connect MoU with Infosys Technologies, around 13 faculty members got exposure to industry processes by attending various events like workshop, seminars, short term training programme, in their Development Centers (DC). Two faculty members have successfully completed 6-weeks sabbatical projects in their DC. Around 250 students got benefited from their foundation training program. · Philips also offered projects to be developed by the students who were mentored by faculty members of UIET. · Bharti Telecom has established a Bharti Chair in Telecommunication by setting up a corpus of Rs.50.00 Lacs. Under this chair, one post of Professor has been created for advancement of telecommunication field. · Board of Studies include representatives from reputed industries with a view to have a feed back to acclimatize the students to the problems and environment of industry. · Experts from the industry are regular visitors of the campus to impart their experience to student and faculty. (g) Enhancement of research and consultancy activities A. Online access to all international journals is provided to update the faculty with the recent development in the area of their interest. B. Collaborative research with active research laboratories in land or abroad is encouraged. C. Consultancy projects dealing with real time problems are supported by creating conducive infrastructure. D. Research projects of interest to University, Society and Nation are undertaken.

Provide an Action plan for improving the academic performance of SC/ST/OBC/academically weak students through innovative methods, such as remedial and skill development classes for increasing the transition rate and pass rate with the objective of improving their employability. Following are the main actions taken to bridge the gap between the SC/ ST/ OBC/ Academically weak students and other students Summer courses are organized to deal with academic problems faced by the students. Special remedial tutorials during the semester are organized to resolve the misconceptions or deficits in understanding of various subjects. Soft Skills workshops are organized to enhance the corporate personality development of these students. Technical workshops are organized to hone their skills for a specific technology. E-learning material is procured for the benefit of SC/ST, backward classes and academically weaker students.

2.9 Describe the relevance and coherence of institutional development proposal with State’s/National (in case of CFIs) Industrial/economic development plan. Institutional Development Proposal has been prepared as per the vision of UIET which is given below: · UIET will contribute to the industrial development, economic growth and social needs of country by providing a cadre of engineers, equipped with the knowledge of latest technology in professional engineering education with focus on the contemporary technologies through quality R&D. · The core component of the proposal is to strengthen the industry-institute partnership by increasing the participation of industry personnel in the academic activities. Moreover, the focus of R&D activities will be on solving real-time problems of the industry which will in turn, benefit students, faculty, and the industry. · Research and development in UIET will also concentrate on providing solutions to problems that impact the overall economic growth of nation. · The IDP also takes care of SC/ST/OBC and academically weaker students to ensure inclusive growth of the nation. UIET provides IT enabled education to students of all branches and most of the processes are already computerized. · The IDP further strengthens the complete automation of all academic and administrative processes which conforms to the vision of the Chandigarh administration. The administration has laid down an action plan for the next five years in order to enable all sections of society to benefit from the application of Information Technology. IT 24

for society is the main component of IT vision 2010, which has been announced by the administration lately. 2.10 Describe briefly the participation of departments/faculty in the proposal preparation and implementation. · Different committees of UIET such as Academic, Technical, Purchase, Administrative, Training & Placement committee involve different faculty, staff and students of all the departments. IDP is finalized by consulting these committees. · SWOT analysis has been carried out with the help of faculty and students of all branches. · Training-need analysis involved all the faculty members as well as non teaching staff of UIET. · Technical and Purchase committees were involved in finalizing the budget proposal. · Training & placement committee's proposal focused on strengthening of industry- institute partnership and on increasing employability of students. All these activities have been carried out under the leadership of the Director, UIET with support from coordinators of all the branches. 2.11 Describe the institutional project implementation arrangements. The project will be implemented as per the guidelines provided by the parent body i.e. Panjab University, Chandigarh. · For procurement of technical equipments, Technical committee and Purchase committee will be involved in finalizing the specifications for floating of tender, preparation of comparative statement, and finalization of supply order. · Academic Committee will be responsible for all the academic reforms that have been identified in the IDP. · For the implementation of non-academic reforms, administrative committee will be responsible. · The training & placement committee will make efforts for strengthening the industryinstitute relationship. · R&D cell will be set-up under the leadership of the Director which will include the faculty and students from each branch in order to promote the collaborative and inter-disciplinary research. All these committees will work under the managing committee constituted as per UGC guidelines to achieve goals of IDP.

2.14 Indicate the action plan to ensure that the project activities would be sustained after the end of the Project:· The infrastructure created under TEQIP will strengthen R&D activities in U.I.E.T. Facilities thus created will enhance consultancy services and revenue generated can be used for maintenance. · Faculty will work in R&D labs of Foreign Universities under TEQIP and a strong relationship will be developed for collaborative and interdisciplinary research which will be sustainable. · PG Programmes started under TEQIP II will be supported by Panjab University subsequently which is funded by Government. Budget is provided to U.I.E.T. as per requirements. · Panjab University is an autonomous organization and has about 75 Departments and 15 centres /chairs constituent departments. · Teaching and Research Assistantship can be provided to students through various sponsored projects undertaken by faculty from various agencies such as DST, DIT etc. · Faculty will be recruited by Panjab University during TEQIP-II Project and will continue to work in UIET subsequently. A Plan for the year 2015-16 for conducting Seminar/Workshop/Expert Lectures/Training Program with budget provision is submitted by various branches of UIET. ANNEXURE -D SWOT ANALYSIS STRENGTH 1. Selection process of Panjab University stringent and rigorous to ensure high quality faculty, which has been performing consistently in academics and research clearly revealed from present merit of this university at nation al level as recognized by MHRD, GoI .Presently, 30 faculty members are doctorate while rest are in advanced stage of acquiring Ph.D. degree. 2. The admission to the B.E. Courses in UIET is through the national AIEEE Merit devoid of any reservations based on state domicile. 3. UIET has evolved a system where attendance of the students is on line and preparation of results is computerized, which can b e tracked by even parents using Intern et and SMS facility. 4. UIET being a department of University possesses and inherits state-of-art infrastructure in terms of Laboratories, Lecture Halls, Library, Sports Ground, Gymnasium Hall, Swimming Pool, Medical dispensary, Students Centre, Hostels etc. 5. UIET has in place video conference setup to interactively communicate / deliver extension lectures to PU Regional Centers/ affiliated colleges in Panjab as well as other institutes. 6. 12. Linkages with the industry, top institutes like IIT Roorkee and Foreign Universities have been

established by working out MoUs to strengthen overall development of faculty and students. a) Under the campus Connect MoU with Infosys Technologies, around 13 faculty members got exposure to industry processes by attending various events like workshops, seminars, short term training programs in their development centers (DC).Two Faculty members have successfully completed 6-weeks sabbatical projects in Their DC. Around 250 students have successfully completed the foundation Training programs. b) Under the MoU with IIT Roorkee, UIET has participated in Mobile e-leaning Projects of MHRD. Under this Project, UIET has received Mobile e-learning terminal consisting of a modified TATA 407 Vehicle, 20 laptops, 8 different types of connectivity modules, LCD TV,etc. c) Under the MoU with the University of Western Australia (UWA) , UIET students have been internship programs at UWA campus every year. UWA financially supports the UIET students during the programme. d) Philips also offered projects to be developed by the students who who were mentored by faculty members of UIET. e) Bharti Telecom has established a Bharti Chair in Telecommunication by setting up a corpus of Rs. 50.00 Lacs. Under this Chair, a post of Professor has been created. f) Under the MoU with Shivaansh Technologies Pvt. Ltd. information and data on training and skill requirements to cater to emerging industrial needs was exchanged and it encouraged and facilitate cooperation between industry and academic institutes. g) The Council of Scientific & Industrial Research (CSIR) helps us on many research activities which are going on in UIET in the area of Active Noise Control (ANC) and related topics. The MoU with CSIR will provide necessary facility expertise, project guidance to the teaching faculties/Post Graduate/PhD students of UIET,PU for the conduct of academic studies and research and CSIR-NAL will be recognized as Research Centre for the UIET,PU, Chandigarh.

The purpose of the MOU is to exchange information and data on training and skill requirement to cater to emerging industrial needs. Building Excellence in Professional higher educational Institutions. Academic collaboration would be the mutual benefit and would strength in research and education The purpose of the MOU is to introduce a co-operative programme in academic training and research for Active Noise Control Technology.

· (A copy of the MoU is enclosed as Annexure-E) 13. UIET offers M.E/M.Tech programmes in Computer Sci & Engg., Information Technology, Electronics and Comm. Engg, Electrical & Electronics Engg. , Material Sciences and Micro electronics. 14. UIET also offers Ph.D programme in different branches of engineering. Quality research work is being pursued by the faculty in the research latest areas like Wireless Communication, 39

Grid Computing, Signal processing, Bio medical Engineering, Data Mining Information Retrieval, Vibration Analysis, Control systems, Energy Auditing, Building Automation, etc. WEAKNESSES 1. Since the selection process in Panjab University is stringent and rigorous, it is difficult to find people with good academic record. As such there is shortage of faculty in UIET. 2. UIET being new Institute, infrastructure is being developed and number of facilities are in the process of being created such as more Lecture Halls, Auditorium etc. 3. There is a need to strengthen the supporting staff by conducting training progrmmes for them. 4. Academic environment needs to be strengthened in such a way that course plan prepared by the faculty are available on the website so that this is easily available to the students. 5. The results of B.E. Programmmes are declared within a month of conduct of the examination. However, it is our endeavor at UIET to declare the result within a week of the conduct of the examination. 6. Although the students are encouraged to take part in extra curriculum activities and they organize their annual function GOONJ, still the students need to be motivated to organize more technical events in collaboration with sponsorship from industries. 7. Shortage of resources like water and electricity may affect the system. OPPORTUNITIES 1. The response of industries is positive and encouraging. Therefore, it should be possible to get pay packages of at least of 30% students in the range of Rs.6-8 lakhs per annum in the next three years. Currently average pay package being offered to UIET students is around 4 lakhs per annum. Besides this specialized courses according to the requirements of industry can be initiated. 2. New M.E. Courses can be started in the following areas(already started except *) · Electrical Engineering · Mechanical Engineering · Material Science and Engineering · Biotechnology Engineering * 3. The non-Ph.D. faculty can be encouraged to improve their qualifications by doing Ph.D under TEQIP and the faculty already Ph.D. can take-up their Post Doc fellowships in Foreign Universities/ Institution of repute in India by taking Sabbatical Leave, the provision of which already exists in the University calendar. 4. UIET aims to establish Centre of Innovative Research in the following areas:· Signal Processing · Wireless Communication · Bio-Medical Engineering · Mechatronics · Robotics · Mobile Computing · Web Engineering · Non conventional/ Renewable Energy 40

5. The faculty needs to continuously enhance their knowledge by interacting with industries and Foreign Universities so that the UIET is able to compete with Foreign Institutions Coming up in India. 6. Research facilities can be enhanced to strengthen R&D activities in UIET. 7. Since Panjab University has implemented new pay scales, good manpower can be attracted towards joining teaching profession.

THREATS The faculty may be attracted to join Foreign Universities which are going to be established in India for better prospects. Due to fast changing technologies, equipment procured for laboratories may become obsolete very fast. Since the technology is evolving at very fast rate, the man power is accordingly threatened. There is always the threat of manpower lagging behind the technology. Faculty may shift to upcoming IITs/NITs as more and more new institutions are established. Shortage of good faculty may further increase. Getting good students may become difficult to upcoming national and International Institution of repute.

MASTERS PROGRAMME IN BIOTECHNOLOGY ENGINEERING (M.E. BIOTECHNOLOGY): The Bachelor of Engineering in Biotechnology Department U.I.E.T. is running successfully since 2002. After completing B.E., student go to academics, higher study or industry for this regards biotechnology faculty requesting for master course (ME) in Biotechnology. The faculty members are from varied disciplines like biochemistry, microbiology, bioinformatics, cell and molecular biology, biochemical, Chemical Engineering etc. The faculty members and students will be carry out good research work It can also help earn good revenue, royalty and filing of Patents by taking consultancy work and projects. It can also help to Paper publishing repudiated journals.
