Thank You. Northern Valley Catholic Social Service will celebrate its 24th Anniversary in May 2010. We continue to reach out in care and love to those in need in our six northern counties; we do this for all people without regard to faith. Last year we served 23,538 different people in these difficult financial times. With careful management we remain fiscally sound and have assumed programs other non profits could no longer manage.

Our final budget this year has grown to just under 10 million, which is greater than ever before. During this past year in Shasta County we have established a new drop-in center for the persistently mentally ill and their families which we call Second Home. The success of this program has exceeded our expectations and those of our funder. There have been 13,000 visits to this facility located in downtown Redding. As always our many volunteers are indispensable. Last year they provided 24,000 hours of volunteer time; almost the equivalent of 12 full time employees. The effort to assist people in need is a team effort and I thank all of you for being a part of our team.

Regional news Dear Friends, Northern Valley Catholic Services (NVCSS), remains committed to meeting the basic needs of the most vulnerable populations through the development of affordable housing. NVCSS has been fortunate to partner with funders including the Department of Housing and Urban Development and local governments in Butte, Tehama, and Shasta Counties. With their support, since 1990 NVCSS has added 275 units of affordable housing for low-income seniors, families and those with special needs totaling approximately $28,859,000 in construction funds. Included in this number are 34 rent subsidies provided to extremely low-income, chronically, homeless, mentally ill individuals in Shasta County. We appreciate the support of community agencies that provide services for tenants enabling them to maintain long-term independent living. These partnerships contribute to our goal of assisting each tenant to achieve independence and self-sufficiency.
We look forward to our partnership with Butte County Behavioral Health and local community agencies to assist NVCSS in creating quality, safe, supportive housing for the tenants and the neighborhood.
In 2009 housing staff successfully brought Saint Clare Court to the construction phase after completing a lengthy pre-development process. Saint Clare Court, an affordable housing complex serving the mentally ill and located in the City of Redding, will provide 14 one bedroom units and a two bedroom on-site manager’s unit. It will also include laundry facilities, an office large enough for small meetings, a community room for potlucks, holiday events, and birthday parties and a patio area for barbecues and other outdoor activities that foster a sense of community and belonging. Other features benefitting the complex and tenants are patios in the back of each unit and covered front porches. We look forward to the Grand Opening of Saint Clare Court by spring 2010. Financial support for this project came from the City of Redding Redevelopment Agency, City of Redding HOME funds, and the Department of Housing and Urban Development. Even before construction began, staff received numerous inquiries from prospective tenants anxious for the completion of Saint Clare Court and the opportunity to live there, evidence of the need for affordable housing for extremely low-income mentally ill individuals in our community.
Thank you for being part of a caring community willing to reach out to those most in need. Because of you, NVCSS is able to improve the quality of life for seniors, families, and individuals with special needs.
We anticipate that construction of Villa Serena will begin by spring 2010. This worthwhile project includes nine one bedroom units and a two bedroom manager’s unit along with the office, community room, and laundry facilities. Villa Serena will be located on a small, infill parcel very near Butte County Behavioral Health and will be an asset to a community in need of housing for mentally ill individuals with a desire to live independent lives in a supportive setting. The City of Chico Redevelopment Agency and the Department of Housing and Urban Development provided funding to support the development of Villa Serena.

Housing staff continues their effort to develop affordable housing for seniors in the City of Shasta Lake. The City of Shasta Lake Redevelopment Agency is providing substantial financial support to further this endeavor, as well as assisting with site location, planning meetings, and environmental reports. Current plans are to construct 30 one bedroom units. An on-site resident manager will coordinate services and social events to enhance the quality of life and “aging in place” for the tenants. A community garden and walking path will be placed within the courtyard area to promote outdoor activity, exercise, and neighbor interaction. NVCSS is excited to be a part of this meaningful project.

Villa Serena Rendering ~ Chico, CA Clients Pleased with Services Three hundred twenty four clients took the time to respond to the fourth annual Client Survey offered in Spring 2009 – a snapshot of how NVCSS is doing. Clients in all programs throughout all counties were invited to share their opinions on this voluntary tool. Questions covered topics such as how well clients felt they were treated, how effective services were, how easy services were to access, and if they would recommend NVCSS to others. Over 95% of the responses were very positive. The strongest responses were in the categories of (1) “Staff are easy to talk with” and (2) “I would recommend NVCSS services to others.” NVCSS considers these opinions seriously in their program evaluations and future planning.

Butte County Ac h i e v e m e n t s Dear Friends, Northern Valley Catholic Services (NVCSS) and all of our partners are experiencing troubling times that challenge us to find new ways of providing caring and cost effective services. The people whom we serve are surely the most vulnerable members of our community and it is precisely during times like these that they need to know that we are there for them. After all, there is but a fine line that separates all of us. New opportunities and resources during the 2008-09 year helped the agency to develop several new services in Butte County. A multi-year grant from Butte County 1st Five Children and Families Commission is funding an exciting prevention focused program being called Butte Baby Steps. Based on a nationally recognized model developed by Prevent Child Abuse America called Healthy Families America®, the program “will strive to provide expectant and new parents with the opportunities to receive the education and support they need at the time their baby is born.” After a year of planning, the program will become operational, serving Oroville and South Butte County beginning in Fall 2009. Over the past three years, in partnership with Butte County Department of Behavioral Health and Feather River Tribal Health, NVCSS has been part of Connecting Circles of Care (CCOC), an intensive program helping families remain intact where one or more members is experiencing serious behavioral

health challenges. Funded by the federal Substance Abuse and Mental Health Services Administration, CCOC has a special emphasis serving multi-cultural families from African American, Hmong, Latino and Native American communities. Called “wraparound”, services are family driven and guided by core teams composed of clinicians, counselors, family partners and youth coordinators. In October 2008, the Family Partner and Youth Coordinator component of CCOC, now numbering fourteen, joined our agency. In addition to affording us the opportunity to serve many families in need, we have gained an immeasurable wealth of cultural diversity and awareness. Through our dynamic partnership with the Butte County Department of Employment and Social Services, NVCSS is a participant in the delivery of classes for parents who are in the family reunification process. The goal is to cover topics in a manner that is relevant for families with the outcome being their ability to be successful and supportive parents. Subjects include introductory parent support groups, anger management, life skills and effective parenting. Progress continues on the development of Villa Serena. When completed next year, Villa Serena will provide nine units of affordable housing for adults with persistent mental illness who are able to live independently with support from Department of Behavioral Health staff and our on-site property manager. This project is made possible through funding provided by the U.S. Dept. of Housing and Urban Development and the City of Chico.
Friends of CASA, the dedicated volunteer group formed last year to support CASA of Butte and Glenn Counties, continues to grow. In addition to sponsoring the successful Casablanca event, Friends held the first Bogey’s Benefit Golf Tournament at Sevillano Links Golf Course, part of Rolling Hills Casino in Corning. The hard work, dedication and support shown by Friends of CASA volunteers and Rolling Hills Casino have generated one-third of the revenue needed to operate CASA. To say “Thank You” to all involved is hardly enough. At year end, severe cuts in state funding pose uncertainty for many teen parents and their children served by our Teenage Pregnancy and Parenting (TAPP) program. Between Butte and Shasta Counties, TAPP has served over 250 teen families each year since the mid 1980’s. The budget cut, equating to a 70% loss of funding, will profoundly impact the staffing pattern and corresponding number of families served. At this writing we are doing everything possible to secure alternate funding. I want to thank all of you who support us in so many ways. Dear Friends, CASA continues to grow and serve more children in Glenn County. To date, nineteen children have been assigned a CASA volunteer. If you live in Glenn County and are reading about CASA for the first time, let me tell you a little about the program and what you can do to become involved. CASA stands for Court Appointed Special Advocates. CASA volunteers are appointed by judges to watch over and advocate for abused and neglected children, to make sure they don’t get lost in the overburdened legal and social service system or languish in an inappropriate group or foster home. Volunteers stay with each case until it is closed, and the child is placed in a safe, permanent home. For many abused children, their CASA volunteer will be the one constant adult presence—the one adult who cares only for them. Becoming a CASA volunteer requires making a commitment to attend training and complete a rigorous screening process. CASA volunteers are typically involved with their assigned child between two and four hours a week. It’s a big job, but the rewards for the child and advocate are great! If becoming a CASA sounds like something for you, call us at (530) 345-1600. If you don’t have the time to become an Advocate or if you’re not ready to make that big a step, but you still want to be involved, there is another way. “Friends of CASA” is a dedicated group of volunteers involved in getting the word out about CASA and helping to raise money for the program and children served. Shasta County Ac h i e v e m e n t s Dear Friends, This past year, in the face of challenging economic times, NVCSS Shasta County continued to provide services to many individuals and families within our community. Our teen services programs, both TAPP and Cal-Learn, offered case management support to many pregnant and new teen parents. These two programs have supported teen parents by encouraging them to stay in school, assisting in job training, defining personal and family goals, and educating the teens about community resources. The case managers are positive role models, and often become mentors to these young parents. In 2008-09, the teen parents participated in many events, such as a story reading for children during the “Week of the Young Child” in April, and culminating the year with a graduation party at the local Aquatic Center. The NVCSS Counseling Center assisted many children and their families, offering school based services that made it more convenient for some clients to access necessary services. Approximately 7,000 sessions are conducted annually to help assist families in need. Our infant mental health services continue to serve those high risk families in order to promote initial bonding between baby and mom. Additionally in 2008-09, many Cal-Works clients benefited from Clothes That Work in the new downtown mall location. The program provided over 5,270 items of clothing to men and women for work and education, and provides assistance in hygiene care and appropriate attire for interviewing. Clothes That Work helps individuals who need a hand up to re-enter into the workforce. NVCSS Second Home Wellness Center is a community drop-in center for families and individuals living with mental illness. The Center has been in operation for over a year, and we are pleased with the growth in program development and attendance at Second Home. Second Home celebrated its 10,000th visitor at the end of this year. The consumers and staff continue to make it a place to welcome those who enter the Center. Second Home has also become a visiting spot for the Saturday evening Art Hop! Consumers, volunteers, and staff have participated in this cultural event, and guests stopping in to view the art on Saturday Night have been great for getting the word out about the Center.
Proceeds from the NVCSS Second Time Around Thrift store (STA) located on Market Street assist in supporting the NVCSS Shasta County programs such as Second Home. In collaboration with Second Home, the thrift store has afforded an opportunity for consumers to learn marketable job skills at STA. Second Time Around has loyal customers who return again and again to obtain that “just right” item or to socialize with the friendly staff and volunteers. So much of our work would just not be possible without the generous time and donations from our volunteers and community. Fundraising efforts this past year provided the “gap funding” to support the efforts of mental health programs in Shasta County. Committed volunteers stepped forward once again to deliver the “magic” in our Magic of Christmas event! Kohl’s for Kids provided much needed clothing for those children beginning their school year, and Morning in May assisted with teen services programs. The Second Home Art Show rounded out the year of events and fundraisers, and was very successful as well. As the holiday season approached, Shasta County residents responded to those families in need by providing a memorable Christmas for 580 of families! The Adopt-aFamily program proves that miracles do happen in the Shasta County community, even during difficult financial times. The generosity in adoptions of families, donations, and volunteer help was amazing. Many people, whether recipients, volunteers, or donors were touched by the true meaning of Christmas. As we enter into a new year filled with ongoing financial challenges, NVCSS will continue to search for ways in which we can reach out to those in need. We are blessed with an incredible community of dedicated employees, giving individuals, families, businesses, and other agencies who continually work together to help others. My sincere gratitude to all that help support the mission and vision of NVCSS!

Dear Friends, This has been a very fulfilling year for NVCSS Siskiyou. Our Money Management for Seniors Program (MMSP) was very active. The program grew to seven volunteers who provided services to several areas within Siskiyou County. Next year we anticipate increasing our geographical coverage of this program to include Fort Jones and McCloud. MMSP has been instrumental in the arrests of two in-home support workers who were charged with elder abuse. While the program began as an effort to help seniors manage their household finances and budgets, we have seen that our volunteers offer an extra set of "eyes" to see that each senior is receiving proper care. Sadly, we filed several reports of elder abuse this year. Had we not been there to see the abuse, the senior might still be in the abusive environment. In one case, after one of our seniors was moved to a care home, we were asked by family members to conduct a safety check of the senior’s home only to find that the previous caregiver had moved herself into the home and was living rent free and utilizing the utilities! Needless to say, we secured the home for the senior and reported back to the family. We also noticed that our seniors have been reluctant to graduate from our program even after they are comfortable with their finances. They have grown fond of our visits and would like to continue to see our volunteers. This led us to rollout the "friendly visitor" program this year. The Counseling Program, led by Danielle Winters, L.C.S.W., has tripled over the last four years. We have added several therapists to our program. In June we were very excited to open a counseling office in Mount Shasta.

Tehama County Ac h i e v e m e n t s Dear Friends, On behalf of all of us at NVCSS Tehama County, I would like to offer our deep gratitude to all of you who have given so generously of your resources, time and prayers. Your support and loyalty to our agency and our Tehama County families represent our mission statement to the highest degree reaching out in love and care to those in need. I am sure you are aware of the severe budget cuts that we have received which affect our most vulnerable families. Nevertheless, we remain committed to the cause of providing assistance to Tehama County families, and with your help, we were able to continue family strengthening services. We were able to offer monthly family fun nights, movie nights, computer classes for families, including seniors, jewelry making classes, all in a safe place for families to come. Families are coming in together and doing activities together which strengthen the bond between parents and children. Research shows that the rate of child abuse and domestic violence decreases drastically when families do activities together. Thank you for playing an active role in being a vehicle of change. We invite you to take a tour of our Family Resource Centers. We are proud to show off our facilities and show you our programs and how your generosity makes it possible for us to offer many of the services that would not exist without your help. Dear Friends, It has been said of improving a community for those who share it that some people want it to happen, some wish it to happen and others make it happen. NVCSS volunteers in Trinity County have made it happen in their community, and in a very short period of time. The Michael J. Mangas Family Resource Center (FRC) at the Holy Trinity Catholic Church in Hayfork is a great example of their vitality. Utilizing funds raised from the Trinity County “Spaghetti Western” signature event, the once tired church hall has been transformed into a place of hope for those in dire need. In fact, one of the recent customers of the “free store” at the FRC in the small, intermountain town said, “It is like we have our own store now; I don’t have to go to the dump anymore to find clothes and household items.” The Agency also became involved with the Douglas City Soup Kitchen, a multi-church program located at the Douglas City Fire Hall that helps feed the hungry. This past year NVCSS donated a new freezer to the soup kitchen that helps the group keep more perishable food items on hand. During the month of December, the fire hall becomes Santa’s workshop as preparations are made for the annual Douglas City Christmas Party. NVCSS Trinity County Advisory Board member Cynthia Angell coordinates the party at which more than 300 children received basic necessities such as blankets, gloves, and socks plus one new toy--often the only one they will receive all year long. As the 2008/2009 year came to a close, plans were in the works for an upcoming Sock Hop fundraiser, continued restoration of the Hayfork FRC and community outreach. Like the Trinity River that meanders its way through the county and the glorious Trinity Alps that rise above, NVCSS continues to strive to be a lasting presence for those in need.

Giving Report The 2008/2009 year in fundraising featured many successful signature events, a few new ventures and one heroic effort. It was early spring when I first met Martha Hitchcock. Martha graduated from Enterprise High School in Redding in 1994 and volunteered at NVCSS as part of her senior project. Her mother, Tina Hitchcock, is a long time supporter of the Agency and a former Shasta County Volunteer of the Year. It was Tina who suggested I meet her daughter, Martha. The 30-something Chico State graduate student, took a taxi for our rendezvous at a downtown Chico yogurt shop. Martha is legally and nearly totally blind as a result of a doctor’s mistake. Her hair, just beginning to come back from her latest battle with cancer, still revealed a scar on her scalp from one of many surgeries she has endured in an effort to remove tumors that continue to form on many areas of her body. Yet, it has been her family’s motto for generations to “Put your can’t down, and do it anyway”. That motto played out in front of my eyes when, in spite of all her challenges, Martha arrived for our meeting that day with a big smile on her face. And after our wonderful visit, I left with a big smile on mine. She inspired me. I thought that if Martha had the determination to refuse to let cancer and blindness stop her, why should we let the challenges of the economy stop us from raising funds for the Agency? The “Martha’s Heroes” inspiring and audacious fundraising campaign was launched. We put our “can’t” down and with the help of many generous heroes in the community we raised $40,000 for the NVCSS Annual Fund in honor of Martha’s courage and the courage of the 23,538 people the Agency served this past year. At NVCSS we reach out effectively in care and love to those in need day after day. However, in this case, it was Martha and her mother who reached out to us. I believe that truly effective and meaningful fundraising comes from the heart. The success of the 2008/2009 Annual Fund came from the heart of a hero. Thank you, Martha, for inspiring many to join you in support of the Agency.
