The Clay County Chamber of Commerce President
Thank you for visiting the Clay County Chamber of Commerce website. Consider this a great portal to a vibrant business community. The entire team, comprised of a dedicated Board of Directors, Ambassadors, Committee members, council leadership and staff, will strive to provide great opportunities for you to make your business goals a reality. 2015 was a superb year as we achieved record numbers of new members and enhanced our mentoring process so members at all levels get to enjoy all the benefits of Chamber membership. As we enter 2016 we our introducing a new website that will be transformational allowing us to better serve our members, track our events, gather better analytics and provide greater opportunities for sponsors and members to interact with the website and showcase their business. Our signature events were all successes and will grow in 2016. In addition, we are continuing to add events that allow us to provide networking, education, business growth and community support in an ever increasing manor. We are adding a career fair that will serve both the high school students and the college/adult communities. Our foundation released a Quality of Life report on the community (link to report on front page of our website) and our scholarship program grows as we award scholarships to seniors embarking on the next phase of their lives. Please visit our website to check out the calendar of events. As you look at the calendar, we have many councils and committees where you can also get involved, network and make new friends. Your input is greatly appreciated as we strive to constantly improve. A key ingredient is knowing what you want so we can tailor events, programs and information to suit your needs. The Clay County Chamber of Commerce Chairman
Many of you reading this are aware that the Clay Chamber of Commerce proudly serves our local businesses and non-profit organizations, providing opportunities for business growth, customer acquisition and community partnerships. You may even know that we have more than 900 duespaying members – from sole proprietors to Fortune 500 companies. But what many outside the Clay Chamber don’t know is that the Chamber is strategically driven by 16 volunteers who serve on our board – business people representing various industries, sizes and types of organizations who care deeply about the future of our local economy and community. We work hard to support our members, in particular our small and new businesses, providing resources, education, and networking opportunities to help them succeed. And thanks to the generous investment of our largest member businesses we are able to create innovative programs and hold important community events to help our small businesses flourish. In any given week on the Chamber calendar, you may see a dozen or more networking events, training classes and community events promoting the business members and their products and services. But the Chamber does so much more. To provide a sense of the innovation taking place right here in your backyard, let me share with you a few initiatives taking place this year ahead. Career Mentoring: A terrific initiative beginning this year is the high school career day and mentoring program. Working closely with Clay County Schools, 1,200 students will have the opportunity to not only learn about more than 40 local companies and small businesses, but sign up for internships, mentoring and shadowing of the most established and growth-oriented organizations in the area. By doing so, we are able to help prepare these students for their careers, help them find local employment, and retain the impressive talent our stellar school system is developing right here in Clay County. Economic Development: The Clay Chamber collaborates with the County and Economic Development Council to attract new businesses and provide seamless entry into our community. This results in more jobs coming to Clay and helps improve the quality of life residents have by creating opportunities for employment, education, residency and recreation within the same geographic proximity. Business Advocacy: Ensuring our business community is well represented with local and state government is of great importance to the Chamber as well. Whether it is supporting legislation for greater access in our county (such as the First Coast Expressway) or regulations to make it easier for our businesses to be successful – the Chamber listens to its membership and works closely with our representatives to meet the needs of local business. As the old saying goes “It takes a village to raise a child.” This is what being a Clay County Chamber member means – we help one another and by doing so, our community prospers. As one of the many individuals and business representatives who have the privilege to help this great community of ours, I am personally excited to be serving as the Chairman of your Chamber Board and working together to build our local businesses and economy.

About the Clay County Chamber of Commerce The Clay County Chamber of Commerce is a non-profit, member-driven organization that strengthens, promotes, and enhances a positive environment for business growth while building important relationships within the community. An excellent resource for business owners, their employees, military, and community residents, the Clay Chamber offers members unparalleled opportunities for professional development, open networking, company visibility, and outreach into the community. and Membership Development Advisory Committee is responsible for overseeing many of the Clay County Chamber organization’s events and programs as well as ensuring the members’ value proposition. Members of the chamber reap the benefit of getting business referrals when someone calls the Chamber asking where they can get a product or service that a member business provides. People like to do business with those that they know and trust. With the attendance of Chamber events, members get to know a variety of individuals in and outside of the county. If you need a service or product, use one of Clay County Chamber’s members, and chances are, they won’t forget. Even if they don’t personally need your service, they may refer you to their family, friends, and acquaintances. The Clay Chamber also has volunteer opportunities that range from weekly and monthly commitments to signature events occurring over the course of just one day. Businesses often choose a project and enlist the help of their employees, or reward employees for performing volunteer work in their communities. Welcome to Clay County
The county is known for its superior public schools, low cost of living, and modern walkable neighborhoods that incorporate residences, shopping, and recreation. Clay County’s roots as an agricultural community are still celebrated at the annual Clay County Fair, which draws over 115,000 people every spring to the Clay County Fairgrounds.
The 2015 Quality of Life Study surveyed local residents about their satisfaction with Clay County. In 1926, department store pioneer J. C. Penney founded the community of Penney Farms. Initially planned as a farming village, the stock market crash changed his plans and he created a retirement community for clergy, honoring his father who was a minister. Penney Farms includes Penney Retirement Community, a 192-acre Christian continuing care community that is home to more about 500 individuals. The community is now listed on the National Register of Historic Places. Penney Farms is located along State Road 16 in the middle of Clay County, just west of Green Cove Springs. The community is surrounded by lush shade trees coated in Spanish Moss along the J.C. Penney Memorial Scenic Highway. The quiet rural community hosts an annual Christmas parade and several patriotic events throughout the year. Many residents of Penney Retirement Community are active in the town’s affairs, and several serve on the Town Council. The Penney Farms Equestrian Center is a fullservice hunter jumper facility on 45 acres.

The Town of Orange Park was founded in 1877 by a group of businessmen from Boston, Massachusetts who renamed it Orange Park after nearby orange groves following the Civil War. In 1879, the town was incorporated by the state legislature and became home to a large hotel and boat ramp on the St. Johns River that attracted northern tourists on steamboats. Orange Park is immediately south of Jacksonville and just a few minutes from Naval Air Station Jacksonville. I-295 borders the northern section of Orange Park, providing easy access to the Downtown Jacksonville area, as well as the Beaches, the Jacksonville International Airport, and historic St. Augustine. It also borders the north-flowing St. Johns River and Doctors Lake, providing access to boating, fishing and other water sports from many locations in the town. Orange Park Medical Center is a full-service hospital with 297 inpatient beds, emergency services, NICU, pediatric and maternity services. It recently announced plans to add a Trauma Center.
The Orange Park Mall, located at Wells Road and Blanding Blvd., has more than 100 stores plus restaurants and a 24-screen AMC movie theatre. Shopping centers dot Blanding Boulevard and U.S. Highway 17, the two main corridors through Orange Park. The town is home to hundreds of local businesses and restaurants and is the most densely populated area of Clay County.

Middleburg is an unincorporated area and census-designated place (CDP) in Clay County. It began in the 1820s first as Clark’s Ferry, named for the man who ran the local ferry. From 1833 to 1850, the area was known as Gary’s Ferry. Then in 1853, it officially became Middleburg. When Clay County was created in 1858, Middleburg became the county seat until 1874. One of the largest areas of Clay County, Middleburg includes both rural and small town areas and is fast growing as a center of commerce and recreation in the county. With access to Black Creek and Doctors Lake, the area boasts great fishing, boating and water sports activities. The beautiful Jennings State Forest offers plenty of outdoor activities including hiking, horseback riding, and canoeing. Middleburg also is home to St. Vincent’s Medical Center Clay County, a full-service hospital that recently announced plans to expand, adding maternity and women’s services, more ER rooms and 30 additional inpatient beds.

The city of Keystone Heights began in the early 1920s and was settled by a group of people from Pennsylvania who named it after their home state (the “Keystone State”). It officially became a chartered city in 1925. Keystone Heights is home to the Keystone Airport, which straddles Clay and Bradford counties. Built in 1942, it is the only airport between Jacksonville and Gainesville and is known for its International Aerobatic Club. The small town is a friendly place where neighbors and newcomers alike get together at the year-round weekly farmers’ market or enjoy the bike path that stretches from the downtown area to Gold Head State Park. Keystone Beach at Lake Geneva is a favorite place for picnics and includes a large playground called The Geneva Jungle built entirely by volunteers. Residents are active participants in the Save Our Lakes organization, which advocates for protection of the aquifers that supply water to the city’s picturesque lakes. A public golf course is also located in Keystone Heights.

Fleming Island is an unincorporated community in Clay County, located 15 miles southwest of Jacksonville and immediately south of and adjacent to Orange Park. Fleming Island is a true island, as it is nestled between the St. Johns River, Black Creek, Swimming Pen Creek and Doctor’s Lake. It is the 104th largest community in Florida. Major housing communities include Eagle Harbor, Pace Island and Fleming Island Plantation. The abundance of activities, restaurants, churches and outdoor attractions makes Fleming Island a perfect family-friendly community. Boating, fishing, kayaking and other water sports are abundant on all four waterways surrounding the island. A 7-mile long, 8-foot wide sidewalk runs throughout Fleming Island providing a safe and picturesque place for jogging, walking and biking. The Clay County Historical Society & Museum in Green Cove Springs includes displays from the late 19th century through the present, including a display of railroad history. At Camp Chowenwaw Park, a Girl Scouts Museum traces the history of the group in Northeast Florida. You will also find historical landmarks throughout the county, including Mineral Spring Park in Green Cove Springs and St. Margaret’s Episcopal Church, which was built in the 1870s in Fleming Island. Additionally, there are numerous homes in the Orange Park area that are listed the National Register of Historic Places in Florida. The Old Jailhouse in Green Cove Springs dates to 1894 and is home to the Clay County Archives and a historical resource center.

The county has a wide variety of shopping experiences for residents and visitors. There are many local retail and specialty shops that offer unique gifts, foods and more. Two large shopping centers offer larger retailers, as well. The Orange Park Mall on Wells Road has over 120 stores including Belk’s, Dillard’s, Sears, JC Penney, and Dick’s Sporting Goods. It also has a 400-seat Food Court as well as several restaurants. The Oakleaf Town Center is an open-air shopping center with over 750,000 square feet of retail stores, banks, medical offices, and restaurants in Oakleaf Plantation. Among the more than 50 stores are Super Target, Kohl’s and Home Depot. The Fleming Island and Brannan Field areas feature a number of large retailers and smaller specialty stores including Target, Wal-Mart, Kohl’s, Lowe’s and Home Depot. In addition, Blanding Boulevard and Park Avenue (US Hwy. 17) have a wide variety of both local and national retailers.

Clay County is blessed with three major medical centers and a host of physician offices, medical lab and diagnostic centers, mental health providers, and outpatient clinical centers in many specialties. A specialty hospital, Kindred Hospital - North Florida in Green Cove Springs, cares for patients requiring long-term hospitalization and medical support. Virtually every medical and surgical service is available in Clay County. The two inpatient facilities, Orange Park Medical Center and St. Vincent’s Clay, provide a full range of inpatient care for adults and children. In addition, a Trauma Center recently was added to Orange Park Medical Center. Baptist Medical Center Clay offers a wide variety of outpatient services at its Fleming Island campus and has plans to add inpatient beds in the near future. The North Florida Advanced Robotics Institute is among a few select centers in the country offering a wide range of robotic surgeries, and it is the only center in North Florida and Southeast Georgia to provide life-saving mitral valve surgery and lung lobectomy surgery. The Institute has pioneered single site hysterectomies and has become a leader in gynecological robotic surgery. Orange Park Medical Center continues to expand their services and has brought on board an interventional neurologist who performs complex procedures, specializing in diagnoses and treatment of individuals with vascular diseases of the nervous system including life-threatening conditions such as stroke and aneurysm. This comes on the heels of being the first facility in North Florida to offer a new procedure to treat artery blockages and being the first in Northeast Florida to offer patients a new heart failure monitoring solution. Keystone Airpark The Keystone Airpark is located approximately four miles north of the City of Keystone Heights and approximately ten miles Southeast of Starke on State Road 100. It is also situated on the county line between Clay and Bradford Counties. The mission of the Clay Florida Economic Development Corporation is to promote high-wage job creation in Clay County. Economic development is a never-ending pursuit and involves both the private and public sectors. Local businesses and local governments work together to support the growth of existing high-wage companies, as well as to recruit new high-wage employers to Clay County. The Clay County labor force is a well-educated, highly-experienced workforce. Clay has a 103,000 person labor force, but only 47,000 jobs. That requires most of the labor force to commute to Jacksonville for employment. Clay’s 57% commuter rate is the highest in the region. Our goal is to help create more highwage jobs in Clay County so more of those workers can work closer to home. Clay County has several high-wage sectors that have all grown significantly: health care and life science, information technology, manufacturing, and aviation. We will continue to support those companies that are already growing in Clay and work with our state and regional partners to recruit new high-wage companies to locate in Clay County. WATER QUALITY
As a CCUA customer, you will typically have one of the lowest utility bills for water, wastewater, and reclaimed services. One of the ways we accomplish this is investing in innovation and obtaining funding from various regulatory agencies. The cost of CCUA water is less than a penny a gallon using our average monthly water bill. If you compare that cost to a bottle of water, that’s a pretty good value!
One of the most important natural resources is our water supply. A safe, economical and abundant drinking water supply is essential to maintain our quality of life and ensure the economic vitality of our community. The Floridan Aquifer is currently Clay County’s sole source of drinking water. The Floridan Aquifer is a vast area that underlies approximately 100,000 square miles in southern Alabama, southeastern Georgia, southern South Carolina and all of Florida. The aquifer contains high quality ground water that is confined well below ground level. Geologic formations, known as confining layers, protect ground water from contamination. After water has been withdrawn from the aquifer, it is aerated, disinfected and then pumped to your home. Our highest priority is to ensure we provide our customers safe, top quality drinking water.
Conservation and Planning for the Future Our customers have been great conservation partners, as more than 92% of our total residential customers do not exceed an average of 8,133 gallons of water usage per month. The total pumping from our water treatment plants has decreased 18.31% since 2008, even though the total number of our residential customers has increased by close to 4,000. We recognize that relying on the Floridan Aquifer as a water source will not always be a viable solution to providing you with the supply of quality water you will require. That is why our team of engineers is constantly researching alternative water supply sources and preparing for the future. In addition, to make sure we have an adequate supply in the future, we have implemented an impressive water resource protection and conservation plan.

A Golfing Paradise

he natural beauty of Clay County combined with the favorable Northeast Florida weather makes the area a perfect golfer’s paradise
all year round. Natural lakes, soaring pines, protected wetlands and moss-draped oaks make a beautiful and relaxing setting for golfers. Clay County is home to eight courses, including an 18-hole Championship golf course, that are designed for golfers of all skill levels. Country Club golf courses are located in Oakleaf, Eagle Harbor, Magnolia Point, Orange Park and Fleming Island Plantation. Most feature full club ameni-ties including dining facilities. Eagle Harbor Golf Course is a championship course with 18 challenging holes with a newly-renovated Club. The Golf Club at Fleming Island Plantation was designed by Bobby Weed and is open to the public. Eagle Landing at Oakleaf Plantation is a 27-hold course with the county’s longest set of greens. The Country Club of Orange Park is an 18-hole semi-private course. Established in 1950, the public River Bend Golf Links was recently was named the most im-proved course in the region. In addition, Penney Retirement Community has a 9-hole course and in Keystone Heights, golfers can play the oldest course in Clay County at the 9-hole Lakeside Links Golf Club, which opened in 1928.
